The Hubert H. Humphrey Metrodome was a domed sports stadium located in downtown Minneapolis, Minnesota. It opened in 1982 as a replacement for Metropolitan Stadium, the former home of the National Football League's (NFL) Minnesota Vikings and Major League Baseball's (MLB) Minnesota Twins, and Memorial Stadium, the former home of the Minnesota Golden Gophers football team.

Through further reforms, the stadium reached its current capacity of 32,000 spectators all seated, the largest stadium in Panama. It is part of Sports City Irving Saladino.

The tournament is named after Panamanian football legend Rommel Fernández. The tournament is presided by Lucas Fernández and managed by Panamanian Football Federation.

Because of a restructuring of the calendar of the season, this season contained three tournaments to bring the season to a fall-spring season. The season began on January 15, 2010, and was scheduled to end in May 2011. Ten teams were scheduled to compete throughout the entire season.
