Public Grievances Redressal is one of the flagship initiatives for the reformation in governance started by the Indian central government through addressing the grievances of general public. It was created in June 2007 by the Department of Administrative Reforms & Public Grievances. Under the public grievance mechanism any citizen of India can raise their problems, grievance or pleas to the central govt and state government Ministries and Departments. Grievances can be submitted to all important portfolio ministers and departments. The system has been designed in-house by the National Informatics Centre team. It has a telephonic feedback feature also. [1] [2] [3]

Prime Minister is the supreme head of the public grievances. Jitendra Singh is currently the Minister for Independent Charge for grievances public personnel and pension Department and Sumita Dasgupta is its deputy secretary. [4] [5]

The Right to Information (RTI) is an act of the Parliament of India which sets out the rules and procedures regarding citizens' right to information. It replaced the former Freedom of Information Act, 2002. Under the provisions of RTI Act, any citizen of India may request information from a "public authority" which is required to reply expeditiously or within thirty days. In case of matter involving a petitioner's life and liberty, the information has to be provided within 48 hours. The Act also requires every public authority to computerize their records for wide dissemination and to proactively publish certain categories of information so that the citizens need minimum recourse to request for information formally.

The Ministry of Personnel, Public Grievances and Pensions is a ministry of the Government of India in personnel matters specially issues concerning recruitment, training, career development, staff welfare as well as the post-retirement dispensation.

The Sixth Central Pay Commission was convened by the Union Cabinet of India on 5 October 2006. The Pay Commission was headed by B. N. Srikrishna. The other members of the Commission were Ravindra Dholakia, J. S. Mathur, and Member-Secretary Sushama Nath.

The Administrative Reforms Commission (ARC) is the commission appointed by the Government of India for giving recommendations for reviewing the public administration system of India. The first ARC was established on 5 January 1966. The Administrative Reforms Commission was initially chaired by Morarji Desai, and later on K. Hanumanthaiah became its chairman when Desai became the Deputy Prime Minister of India.

Central Secretariat Service is the administrative civil service under Group A and Group B of the Central Civil Services of the executive branch of the Government of India. They are governed by Central Secretariat Service Rules of 1962, which has been issued under the powers of Article 309 of the Constitution of India. The service members work under restrictions and rules of Central Civil Services (Conduct) Rules.

Grievance Redressal is a management- and governance-related process used commonly in India. While the term "Grievance Redressal" primarily covers the receipt and processing of complaints from citizens and consumers, a wider definition includes actions taken on any issue raised by them to avail services more effectively.

The Central Civil Services (CCS) encompass the various Civil Services of India that are exclusively under the jurisdiction of the Government of India. This is in contrast to the All India Services, which are common to both the central and state governments, or the state civil services, which fall under the purview of individual states.

Defence pensions are pensions paid from the Defence Services Estimates. Approximately 36 percent of amount budgeted for defence pensions is on account of defence civilians. The Defence pension bill for 2015–2016 was 54,500 crores, including pension outlay for about 400,000 defence civilians, and about Rs1000 Crores on account of allowances and establishment of Ministry of Finance personnel attached to MOD. On an average a defence civilian pensioners cost five times lesser than military pensioner. The per capita expenditure on defence civilians is approximately Rs. 5.38 Lakhs annually, in comparison with 1.38 Lakhs a year for defence pensioners paid from the defence services estimates. The per capita bill on account of defence civilian pensioners is higher mainly because they serve longer, reach the highest grades in the pay scales, are eligible for One Rank, One Pension (OROP) pensions, and are and host of allowance]. As of August 2021, SPARSH(Raksha) Pension Administration has been established under DBT(Direct Benefit Transfer) to reduce the Grievances of the Pensioners & to increase transparency Payment to Pensioners.

The 7th Central Pay Commission (7CPC), constituted in February 2014 the principles and structure of emoluments of all central government civilian employees including defence forces in India, submitted its report on 19 November 2015. 7CPC's recommendations affects the organization, rank structure, pay, allowances and pension, of 13,86,171 armed forces personnel. This helps A salary monitoring system is designed to determine and suggest needed changes to the salaries of government employees.page 105, para 6.2.2[3]

The Minister of Personnel, Public Grievances and Pensions is the cabinet minister in charge of Ministry of Personnel, Public Grievances and Pensions. The position is generally held by the prime minister, but sometimes it has been held by other senior members of the cabinet, such as the Minister of Home Affairs. The minister is generally assisted by a minister of state.

The Personnel Secretary popularly called as Secretary (P) is the administrative head of the Department of Personnel and Training (DoPT) under Ministry of Personnel, Public Grievances and Pensions. This post is held by senior IAS officer of the rank of Secretary to Government of India. The current Personnel Secretary is S. RADHA CHAUHAN.
