Charles E. MacMillin (1888-1941) was an Arizona politician who served several terms in the Arizona State Senate and House of Representatives. He served three terms in the upper house,two consecutively,and a single term in the lower house,during which he was elected Speaker. He served in the U. S. Army during World War I,and saw action in Europe. Initially a pharmacist by trade,he later turned to insurance. As a result of his insurance business,he was convicted of forgery in 1934 and was sentenced to one to three years in state prison.
MacMillin was born in Iowa,and graduated from Iowa State University. [1] He moved to Ray,Arizona in the 1900s,where he worked as a pharmacist in the mining camp.
In 1914,he was elected to the Arizona State Senate,as the lone senator from Pinal County. [2] At the time of his first term in office in 1915,MacMillin was the youngest person to ever serve as an Arizona State Senator,being 26. [3] He ran for re-election in 1916,but lost in the Democrat's primary to John C. Devine,719–427. [4]
With the U. S. entrance into World War I,MacMillin joined the army and was a sergeant in the 89th Field Artillery. [1] After his return from military service,in 1920 he once again ran for the State Senate and won. [5] [6] He successfully ran for re-election to the State Senate in 1922. [7] In 1924,he once again ran for office,but not for re-election. Instead,MacMillin ran for the state House of Representatives. [8] He won,and when the legislature convened in January 1925,he was elected Speaker of the House. [9] He did not run for re-election in 1926. [10]
In 1927,MacMillin incorporated his own insurance agency,The MacMillin Insurance and Bond Agency. [11] 1934 saw MacMillin run afoul of the law. First,he faced a liquor charge on avoiding Internal Revenue Service taxes. [12] MacMillin pleaded guilty in June,and was fined $500. [13] In May,as the liquor case was proceeding,another investigation involving MacMillin was opened. It had to do with MacMillin cancelling an insurance policy taken out by the state highway department. When fire destroyed several government buildings covered by the policy,MacMillin supposedly cancelled the policy before a claim could be made. [14] In June he was indicted on forgery charges claiming that he forged the name of the secretary of the highway department on a lost policy form. [15] As his trial began in July,just after the jury was selected,MacMillin pleaded guilty to the charge. [16] He was sentenced to one to three years at the state prison in Florence. [17] MacMillin died on March 2,1941,at the Veteran's Hospital in Los Angeles,California,after five months in the hospital. He was interred in the Veteran's Cemetery there. [1]

John Fred Brown was a politician from Arizona who served in the 1st Arizona State Legislature. He was known as "the father of modern Casa Grande". He was a long-time agent for the Southern Pacific Railroad,in charge of their Casa Grande station. He also served for 30 years as the U.S. land commissioner for Pinal County,from the state's inception in 1912 until 1943. He was also instrumental in the drive to get the San Carlos Irrigation Project passed through the U. S. Congress,eventually leading to the construction of the Coolidge Dam.
James A. Harrison was a politician from Arizona who served in the 1st Arizona State Legislature. He returned to the state senate in 1932 and served four more terms,three consecutively from 1932 through 1938. He operated the large Harrison ranch from the early 1900s through 1950,when he sold it to his son and grandson. He served on the Santa Cruz county board of supervisors from its inception through 1920. He was also on the city council of Nogales,Arizona,and served several terms as its mayor. Early in his life he was a stage coach driver for Wells Fargo.
William D. Claypool was an Arizona politician who served several terms in the Arizona State Senate during the 1910s and 1920s.
Ernest R. Hall was an Arizona politician who served a single term in the Arizona State Senate during the 3rd Arizona State Legislature. He ran several other times for the state legislature,mostly for the State Senate,but once for the State House of Representatives. He also ran three times for Arizona Secretary of State,winning in the 1920 election. Other offices he held were justice of the peace and postmaster,both in the Salome,Arizona area. He was a combat veteran of World War I,and was a very successful farmer in Maricopa County for several decades.
Fred Ormal Goodell (1876-1961) was an Arizona politician who served three consecutive terms in the Arizona State Senate from 1917 through 1922. Very active in the Masons,he served in all of their major posts in Arizona,including being the Grand Master of Masons in Arizona,the Grand Commander of Knights Templar in Arizona,the Grand Master of A. &S. M. of Arizona,and the High Priest of R. A. M. of Arizona. He served as the county comptroller for Pima County for 21 years,from 1935 to 1956.
John Centennial Devine (1876-1940) was an Arizona politician who served two consecutive terms in the Arizona State Senate from 1917 through 1920. An Arizona pioneer,with an mining engineer background,he worked at several mines in Pinal County as either the supervisor or general manager. He worked as an undersheriff both early and late in his career,once killing a man who resisted arrest.
Charles Hays Rutherford was an American lawyer and politician from Arizona who served in the Arizona State Senate from 1917 through 1918,during the 3rd Arizona State Legislature. He also served during the 6th Arizona State Legislature. He served in the Army Reserve,first in the JAG corps,then in the Specialist Reserve Corps,eventually attaining the rank of Colonel. From 1930 until his death in 1950 he served as a civilian aide to the Secretary of War. He practiced law,first in Indiana early in his career,and then in Arizona,until he was disbarred by the Arizona Supreme Court in 1949.
Thomas A. Hughes was an American politician and businessman from Arizona. He served a single term in the Arizona State House of Representatives during the 3rd Arizona State Legislature,and a single term in the Arizona State Senate during the 4th Arizona State Legislature. He owned an insurance agency in Bisbee,Arizona,and later served as an officer of the Hartford Indemnity and Insurance Company.

Anthony A. Johns was an American politician from Arizona. He served a single term in the Arizona State Senate during the 4th Arizona State Legislature,holding one of the two seats from Yavapai County,as well as serving as President of the Senate. He also held one of the seats from Yavapai County in the Arizona House of Representatives three times,in the 2nd,3rd and 13th Arizona State Legislatures,serving as the Speaker of the House during the 3rd Legislature. He was a long-time resident of Prescott,and one of the largest sheepherders in Yavapai County. Other business interests included mining and construction. Other offices held included a regent for the University of Arizona,chairman of the Arizona Highway Commission,chief of the Prescott Fire Department,president of the Arizona Wool Growers Association,and vice-president of the National Wool Growers Association.
