Clackmannanshire, or the County of Clackmannan, is a historic county, council area, registration county and lieutenancy area in Scotland, bordering the council areas of Stirling, Fife, and Perth and Kinross. In terms of historic counties it borders Perthshire, Stirlingshire and Fife.
Local government in Scotland comprises thirty-two local authorities, commonly referred to as councils. Each council provides public services, including education, social care, waste management, libraries and planning. Councils receive the majority of their funding from the Scottish Government, but operate independently and are accountable to their local electorates. Councils raise additional income via the Council Tax, a locally variable domestic property tax, and Business rates, a non-domestic property tax.
Mid Scotland and Fife is one of the eight electoral regions of the Scottish Parliament which were created in 1999. Nine of the parliament's 73 first past the post constituencies are sub-divisions of the region and it elects seven of the 56 additional-member Members of the Scottish Parliament (MSPs). The Clackmannanshire Council election of 2017 was held on 4 May 2017, on the same day as the 31 other local authorities in Scotland. It was the third successive election to run under the STV electoral system and used the five wards created under the Local Governance (Scotland) Act 2004, with 18 councillors being elected.

Elections to Clackmannanshire Council took place on 5 May 2022, the same day as the 31 other Scottish local government elections. As with other Scottish council elections, it was held using single transferable vote (STV)—a form of proportional representation—in which multiple candidates are elected in each ward and voters rank candidates in order of preference.
