Rwanda is a de facto one-party state ruled by the Rwandan Patriotic Front and its leader Paul Kagame since the end of the 1994 genocide against members of the Tutsi ethnic group. Although Rwanda is nominally democratic, elections are manipulated in various ways, which include banning opposition parties, arresting or assassinating critics, and electoral fraud.
The upper house of the Parliament of Rwanda is the Senate (Sena/Sénat). The Senate has 26 members elected or appointed for eight-year terms: 12 elected by provincial councils, eight appointed by the President of the Republic to ensure the representation of historically marginalized communities, four by the National Consultative Forum of Political Organizations, and two elected by the staff of the universities. Additionally, former presidents can request to become a member of the Senate.

Esther Duflo Banerjee, FBA is a French–American economist who is a professor of Poverty Alleviation and Development Economics at the Massachusetts Institute of Technology (MIT). She is the co-founder and co-director of the Abdul Latif Jameel Poverty Action Lab (J-PAL), which was established in 2003. She shared the 2019 Nobel Memorial Prize in Economic Sciences with Abhijit Banerjee and Michael Kremer, "for their experimental approach to alleviating global poverty".

Agnes Binagwaho is a Rwandan Politian, pediatrician and co-founder and the former vice chancellor of the University of Global Health Equity (2017-2022). In 1996, she returned to Rwanda where she provided clinical care in the public sector as well as held many positions including the position of Permanent Secretary for the Ministry of Health of Rwanda from October 2008 until May 2011 and Minister of Health from May 2011 until July 2016. She has been a professor of global health delivery practice since 2016 and a professor of pediatrics since 2017 at the University of Global Health Equity. She resides in Kigali.

Édouard Ngirente is a Rwandan economist and politician. He serves as the Prime Minister of Rwanda, since 30 August 2017, having been appointed by the President of Rwanda, Paul Kagame.
Monique Nsanzabaganwa is a Rwandan economist, politician and diplomat, who has served as the vice-chairperson of the African Union Commission, effective 6 February 2021. Before that, between 2011 and 2021, she served as the deputy governor of the National Bank of Rwanda.

Martin Georg Kocher is an Austrian economist, academic, and politician who has been Minister of Labour since January 2021 and Ministry of Digital and Economic Affairs since 11 May 2022. He was a professor at the University of East Anglia before moving to the Ludwig Maximilian University of Munich and the University of Vienna. There he taught as a professor of behavioral economics and experimental economic research, and was also a visiting professor in Gothenburg and at the University of Queensland. His research interests are in behavioral economics, experimental economics, and economic psychology.
