The Colorado Water Quality Control Division is part of the Colorado Department of Public Health and Environment. The Water Quality Control Division implements the federal Clean Water Act and Safe Drinking Water Act in Colorado. It is responsible for water control for the state of Colorado to ensure the protection of both the environment and the public. The division enforces these laws through methods such as implementing local laws and regulations, permits, and routine inspections of public water systems and facilities.
The Colorado Water Quality Control Division focuses on water quality for the State of Colorado. Its objective is to protect and maintain the quality of water for the public and the environment, as well as ensuring the safest distribution of drinking water. One program is the Source Water Assessment and Protection Program, which provides information about the process of purifying and the phases in which water is purified. It encourages public protection and preventive management strategies to ensure that all public drinking water resources are kept safe from future contamination. [1] The program gives a report on water sources across Colorado, giving a detailed report on their conditions. The Water Assessment phase evaluates water sources, scanning for potential water contamination. A list of assessment reports by counties are listed here.
The division also hands out permits for working in wastewater and stormwater areas. [2] Permits are offered for each sector, which details the planning and regulations in each of those sectors. The types of permits offered are as follows:Biosolids, Construction, Commerce and Industry, Municipal Stormwater Permitting, Pesticide Permitting, Pretreatment, Reclaimed Water, and Sewage Systems.
Inspections are carried out by the Water Quality Control Division, which focuses on ensuring the quality of public water systems across Colorado. There are two types of surveys.
Sanitary Surveys are reviews of specific elements at a public water system to evaluate a facility's ability to produce and distribute drinking water. These surveys are required to be done every three to five years for all public water systems. [3] The inspection letter details any significant violations and deficiencies in the public water system, along with general observations and recommendations to improve the system.
Wastewater Inspections are reviews of a facility's ability to meet the requirements of the Colorado Discharge Permit System. It inspects three types of facilities, which are Biosolids, Commerce and Industry, and Domestic Wastewater Systems. [4] Inspections, depending on the facility, are done every 1–5 years.
The Clean Water Act, implemented in 1972, established a system with the goal of eliminating toxic substances in water and eliminating water pollution.
The Safe Drinking Water Act, implemented in 1974, establishes rules and regulations to ensure safe drinking water for the public. Standards are established across all states to ensure that all drinking water meets established standards.

The order establishing the EPA was ratified by committee hearings in the House and Senate.
The Clean Water Act (CWA) is the primary federal law in the United States governing water pollution. Its objective is to restore and maintain the chemical, physical, and biological integrity of the nation's waters; recognizing the responsibilities of the states in addressing pollution and providing assistance to states to do so, including funding for publicly owned treatment works for the improvement of wastewater treatment; and maintaining the integrity of wetlands.
Biosolids are solid organic matter recovered from a sewage treatment process and used as fertilizer. In the past, it was common for farmers to use animal manure to improve their soil fertility. In the 1920s, the farming community began also to use sewage sludge from local wastewater treatment plants. Scientific research over many years has confirmed that these biosolids contain similar nutrients to those in animal manures. Biosolids that are used as fertilizer in farming are usually treated to help to prevent disease-causing pathogens from spreading to the public. Some sewage sludge can not qualify as biosolids due to persistent, bioaccumulative and toxic chemicals, radionuclides, and heavy metals at levels sufficient to contaminate soil and water when applied to land.
In animal husbandry, a concentrated animal feeding operation, as defined by the United States Department of Agriculture (USDA), is an intensive animal feeding operation (AFO) in which over 1,000 animal units are confined for over 45 days a year. An animal unit is the equivalent of 1,000 pounds of "live" animal weight. A thousand animal units equates to 700 dairy cows, 1,000 meat cows, 2,500 pigs weighing more than 55 pounds (25 kg), 10,000 pigs weighing under 55 pounds, 10,000 sheep, 55,000 turkeys, 125,000 chickens, or 82,000 egg laying hens or pullets.
The District of Columbia Water and Sewer Authority(DC Water) provides drinking water, sewage collection, and sewage treatment for Washington, D.C. The utility also provides wholesale wastewater treatment services to several adjoining municipalities in Maryland and Virginia, and maintains more than 9,000 public fire hydrants in Washington, D.C.
A combined sewer is a type of gravity sewer with a system of pipes, tunnels, pump stations etc. to transport sewage and urban runoff together to a sewage treatment plant or disposal site. This means that during rain events, the sewage gets diluted, resulting in higher flowrates at the treatment site. Uncontaminated stormwater simply dilutes sewage, but runoff may dissolve or suspend virtually anything it contacts on roofs, streets, and storage yards. As rainfall travels over roofs and the ground, it may pick up various contaminants including soil particles and other sediment, heavy metals, organic compounds, animal waste, and oil and grease. Combined sewers may also receive dry weather drainage from landscape irrigation, construction dewatering, and washing buildings and sidewalks.
The Metropolitan Water Reclamation District of Greater Chicago (MWRD), originally known as the Sanitary District of Chicago, is a special-purpose district chartered to operate in Cook County, Illinois since 1889. Although its name may imply otherwise, it is not a part of the City of Chicago's local government but is created by Illinois state government with an elected Board of Commissioners. The MWRD's main purposes are the reclamation and treatment of wastewater and flood water abatement in Cook County to protect the health and safety of citizens and of area waterways. In 1900, the District notably reversed the flow of the Chicago River, and it is currently involved in the large multi-decade construction of the "Deep Tunnel", Tunnel and Reservoir Plan (TARP).
Best management practices (BMPs) is a term used in the United States and Canada to describe a type of water pollution control. Historically the term has referred to auxiliary pollution controls in the fields of industrial wastewater control and municipal sewage control, while in stormwater management and wetland management, BMPs may refer to a principal control or treatment technique as well.
Water supply and sanitation in the United States involves a number of issues including water scarcity, pollution, a backlog of investment, concerns about the affordability of water for the poorest, and a rapidly retiring workforce. Increased variability and intensity of rainfall as a result of climate change is expected to produce both more severe droughts and flooding, with potentially serious consequences for water supply and for pollution from combined sewer overflows. Droughts are likely to particularly affect the 66 percent of Americans whose communities depend on surface water. As for drinking water quality, there are concerns about disinfection by-products, lead, perchlorates, PFAS and pharmaceutical substances, but generally drinking water quality in the U.S. is good.
Clean Water Services is the water resources management utility for more than 600,000 residents in urban Washington County, Oregon and small portions of Multnomah County, Oregon and Clackamas County, Oregon, in the United States. Clean Water Services operates four wastewater treatment facilities, constructs and maintains flood management and water quality projects, and manages flow into the Tualatin River to improve water quality and protect fish habitat. They are headquartered in Hillsboro.
Water testing is a broad description for various procedures used to analyze water quality. Millions of water quality tests are carried out daily to fulfill regulatory requirements and to maintain safety.
Water pollution in the United States is a growing problem that became critical in the 19th century with the development of mechanized agriculture, mining, and industry, although laws and regulations introduced in the late 20th century have improved water quality in many water bodies. Extensive industrialization and rapid urban growth exacerbated water pollution as a lack of regulation allowed for discharges of sewage, toxic chemicals, nutrients and other pollutants into surface water.

PWD provides integrated potable water, wastewater, and stormwater services for Philadelphia and some communities in Bucks, Delaware and Montgomery counties. PWD is a municipal agency of the City of Philadelphia, and is seated in rented space at the Jefferson Tower in the Market East area of Center City, Philadelphia.
Point source water pollution comes from discrete conveyances and alters the chemical, biological, and physical characteristics of water. In the United States, it is largely regulated by the Clean Water Act (CWA). Among other things, the Act requires dischargers to obtain a National Pollutant Discharge Elimination System (NPDES) permit to legally discharge pollutants into a water body. However, point source pollution remains an issue in some water bodies, due to some limitations of the Act. Consequently, other regulatory approaches have emerged, such as water quality trading and voluntary community-level efforts.
There are many exemptions for fracking under United States federal law: the oil and gas industries are exempt or excluded from certain sections of a number of the major federal environmental laws. These laws range from protecting clean water and air, to preventing the release of toxic substances and chemicals into the environment: the Clean Air Act, Clean Water Act, Safe Drinking Water Act, National Environmental Policy Act, Resource Conservation and Recovery Act, Emergency Planning and Community Right-to-Know Act, and the Comprehensive Environmental Response, Compensation, and Liability Act, commonly known as Superfund.
Water in Arkansas is an important issue encompassing the conservation, protection, management, distribution and use of the water resource in the state. Arkansas contains a mixture of groundwater and surface water, with a variety of state and federal agencies responsible for the regulation of the water resource. In accordance with agency rules, state, and federal law, the state's water treatment facilities utilize engineering, chemistry, science and technology to treat raw water from the environment to potable water standards and distribute it through water mains to homes, farms, business and industrial customers. Following use, wastewater is collected in collection and conveyance systems, decentralized sewer systems or septic tanks and treated in accordance with regulations at publicly owned treatment works (POTWs) before being discharged to the environment.
The Porter-Cologne Water Quality Control Act is pioneering clean water act of California that expanded the enforcement authority of the State Water Resources Control Board and the 9 Regional Water Quality Control Boards. The act provided for the California Environmental Protection Agency to create the local boards and better protect water rights and water quality.

The Wellhead Protection Program in the 1986 amendments to the Safe Drinking Water Act requires states to protect underground sources of drinking water from contaminants that may adversely affect human health. More than one-third of the people in the United States depend on groundwater for drinking water. However, residential, municipal, commercial, industrial, and agricultural activities can all contaminate groundwater. In the event of contamination, a community's drinking water supply can develop poor quality or be lost altogether. Groundwater contamination might not be detected for a long period of time and health problems can occur from drinking contaminated water. Cleanup of a contaminated underground source of drinking water may be impossible or so difficult it costs thousands or millions of dollars. The U.S. Congress requiring Wellhead Protection Programs by 42 U.S.C. § 300h–7 in the Safe Drinking Water Act applied the concept that it is better to prevent groundwater contamination than try to remediate it. U.S. Congress by 42 U.S.C. § 300h–7 requires identification of the areas that need implementation of control measures in order to protect public water supply wells from contamination as "wellhead protection areas". Communities can use the police power established by the Tenth Amendment to the U.S. Constitution to enforce zoning and subdivision regulations to protect drinking water sources. Thereby communities can direct development away from areas that would pose a threat to drinking water sources.
