Communication access realtime translation (CART), also called open captioning or realtime stenography or simply realtime captioning, is the general name of the system that stenographers and others use to convert speech to text. A trained operator writes the exact words spoken using a special phonetic keyboard, or stenography methods, relaying a reliable and accurate translation [1] that is broadcast to the recipient on a screen, laptop, or other device. [2] CART professionals have qualifications for added expertise (speed and accuracy) as compared to court reporters and other stenographers.
Speech-to-text software is used by voice writers to provide CART.
CART is useful for making communication accessible to those who are deaf or hard of hearing, as realtime speech-to-text serves many with hearing loss and deafness. Captioning is mandated by the Americans with Disabilities Act (ADA) as an auxiliary aid or service. [3] CART is a viable option to use in conjunction with or instead of a sign language interpreter, however, the decision made about which medium should be used should be based on the needs of the individuals who require the service. [4] In schools with deaf and hard-of-hearing students, CART is used in the classroom: the provider types using stenography, and the students see the words on a screen enabling them to follow along in class and not be left behind. [1] The cost of CART services ranges from $60 to $200 per hour. [2] Because of this, some people look to Automatic Speech Recognition (ASR) as a more cost effective service. However, ASR is not as accurate and can be delayed in response, making it less useful in classroom situations. [1] CART can also be useful for people whose first language is different from the language being used, to understand speakers with different voices and accents in many group situations (at work, in education, community events), to have a "transcript', and for learning languages.
Remote CART is done with the trained operator at a remote location. A voice connection such as a telephone, cellphone, or computer microphone is used to send the voice to the operator, and the realtime text is transmitted back over a modem, Internet, or other data connection.
In some countries, CART may be referred to as Palantype, Velotype, STTR (speech-to-text reporting).
Closed captioning (CC) and subtitling are both processes of displaying text on a television, video screen, or other visual display to provide additional or interpretive information. Both are typically used as a transcription of the audio portion of a program as it occurs, sometimes including descriptions of non-speech elements. Other uses have included providing a textual alternative language translation of a presentation's primary audio language that is usually burned-in to the video and unselectable.
A court reporter, court stenographer, or shorthand reporter is a person whose occupation is to capture the live testimony in proceedings using a stenographic machine or a stenomask, thereby transforming the proceedings into an official certified transcript by nature of their training, certification, and usually licensure. This can include courtroom hearings and trials, depositions and discoveries, sworn statements, and more.
A telecommunications relay service, also known as TRS, relay service, or IP-relay, or Web-based relay service, is an operator service that allows people who are deaf, hard of hearing, deafblind, or have a speech disorder to place calls to standard telephone users via a keyboard or assistive device. Originally, relay services were designed to be connected through a TDD, teletypewriter (TTY) or other assistive telephone device. Services gradually have expanded to include almost any real-time text capable technology such as a personal computer, laptop, mobile phone, PDA, and many other devices. The first TTY was invented by deaf scientist Robert Weitbrecht in 1964. The first relay service was established in 1974 by Converse Communications of Connecticut.
A steno machine, stenotype machine, shorthand machine, stenograph or steno writer is a specialized chorded keyboard or typewriter used by stenographers for shorthand use. In order to pass the United States Registered Professional Reporter test, a trained court reporter or closed captioner must write speeds of approximately 180, 200, and 225 words per minute (wpm) at very high accuracy in the categories of literary, jury charge, and testimony, respectively. Some stenographers can reach up to 375 words per minute, according to the website of the California Official Court Reporters Association (COCRA).
Service and supports for people with disabilities are those government or other institutional services and supports specifically provided to enable people who have disabilities to participate in society and community life. Some such services and supports are mandated or required by law, some are assisted by technologies that have made it easier to provide the service or support while others are commercially available not only to persons with disabilities, but to everyone who might make use of them.
Simultaneous communication, SimCom, or sign supported speech (SSS) is a technique sometimes used by deaf, hard-of-hearing or hearing sign language users in which both a spoken language and a manual variant of that language are used simultaneously. While the idea of communicating using two modes of language seems ideal in a hearing/deaf setting, in practice the two languages are rarely relayed perfectly. Often the native language of the user is the language that is strongest, while the non-native language degrades in clarity. In an educational environment this is particularly difficult for deaf children as a majority of teachers who teach the deaf are hearing. Results from surveys taken indicate that communication for students is indeed signing, and that the signing leans more toward English rather than ASL.
The history of deaf people and deaf culture make up deaf history. The Deaf culture is a culture that is centered on sign language and relationships among one another. Unlike other cultures the Deaf culture is not associated with any native land as it is a global culture. While deafness is often included within the umbrella of disability, many view the Deaf community as a language minority. Throughout the years many accomplishments have been achieved by deaf people. To name the most famous, Ludwig van Beethoven and Thomas Alva Edison were both deaf and contributed great works to culture.
The National Association of the Deaf (NAD) is an organization for the promotion of the rights of deaf people in the United States. NAD was founded in Cincinnati, Ohio, in 1880 as a non-profit organization run by Deaf people to advocate for deaf rights, its first president being Robert P. McGregor of Ohio. It includes associations from all 50 states and Washington, DC, and is the US member of the World Federation of the Deaf, which has over 120 national associations of Deaf people as members. It has its headquarters in Silver Spring, Maryland.
A video relay service (VRS), also sometimes known as a video interpreting service (VIS), is a video telecommunication service that allows deaf, hard-of-hearing, and speech-impaired (D-HOH-SI) individuals to communicate over video telephones and similar technologies with hearing people in real-time, via a sign language interpreter.
In the United States, the Individuals with Disabilities Education Act (IDEA) is a special education law that mandates regulation for students with disabilities to protect their rights as students and the rights of their parents. The IDEA requires that all students receive a Free and Appropriate Public Education (FAPE), and that these students should be educated in the least restrictive environment (LRE). To determine what an appropriate setting is for a student, an Individualized Education Plan (IEP) team will review the student's strengths, weaknesses, and needs, and consider the educational benefits from placement in any particular educational setting. By law the team is required to include the student's parent or guardian, a general education teacher, a special education teacher, a representative of the local education agency, someone to interpret evaluation results and, if appropriate, the student. It is the IEP team's responsibility to determine what environment is the LRE for any given student with disabilities, which varies between every student. The goal of an IEP is to create the LRE for that student to learn in. For some students, mainstream inclusion in a standard classroom may be an appropriate setting whereas other students may need to be in a special education classroom full time, but many students fall somewhere within this spectrum. Students may also require supplementary aids and services to achieve educational goals while being placed in a classroom with students without disabilities, these resources are provided as needed. The LRE for a student is less of a physical location, and more of a concept to ensure that the student is receiving the services that they need to be successful.
Subtitles are texts representing the contents of the audio in a film, television show, opera or other audiovisual media. Subtitles might provide a transcription or translation of spoken dialogue. Although naming conventions can vary, captions are subtitles that include written descriptions of other elements of the audio, like music or sound effects. Captions are thus especially helpful to people who are deaf or hard-of-hearing. Subtitles may also add information that is not present in the audio. Localizing subtitles provide cultural context to viewers. For example, a subtitle could be used to explain to an audience unfamiliar with sake that it is a type of Japanese wine. Lastly, subtitles are sometimes used for humor, as in Annie Hall, where subtitles show the characters' inner thoughts, which contradict what they were saying in the audio.
Real-time transcription is the general term for transcription by court reporters using real-time text technologies to deliver computer text screens within a few seconds of the words being spoken. Specialist software allows participants in court hearings or depositions to make notes in the text and highlight portions for future reference.

Many captioners use tools, which commonly convert verbally communicated information into written words to be composed as a text. Deaf education is the education of students with any degree of hearing loss or deafness. This may involve, but does not always, individually-planned, systematically-monitored teaching methods, adaptive materials, accessible settings, and other interventions designed to help students achieve a higher level of self-sufficiency and success in the school and community than they would achieve with a typical classroom education. Language deprivation in deaf and hard-of-hearing children is a delay in language development that occurs when sufficient exposure to language, spoken or signed, is not provided in the first few years of a deaf or hard of hearing child's life, often called the critical or sensitive period. Early intervention, parental involvement, and other resources all work to prevent language deprivation. Children who experience limited access to language—spoken or signed—may not develop the necessary skills to successfully assimilate into the academic learning environment. There are various educational approaches for teaching deaf and hard of hearing individuals. Decisions about language instruction is dependent upon a number of factors including extent of hearing loss, availability of programs, and family dynamics.
Treatment depends on the specific cause if known as well as the extent, type, and configuration of the hearing loss. Most hearing loss results from age and noise, is progressive, and irreversible. There are currently no approved or recommended treatments to restore hearing; it is commonly managed through using hearing aids. A few specific types of hearing loss are amenable to surgical treatment. In other cases, treatment involves addressing underlying pathologies, but any hearing loss incurred may be permanent.
Live Transcribe is a smartphone application to get realtime captions developed by Google for the Android operating system. Development on the application began in partnership with Gallaudet University. It was publicly released as a free beta for Android 5.0+ on the Google Play Store on February 4, 2019. As of early 2023 it had been downloaded over 500 million times. The app can be installed from an .apk file by sideloading and it will launch, but the actual transcription functionality is disabled, requiring creation of an account with Google.
