The Contra Costa Water District (CCWD) is an agency that was created in 1936 to supply water for consumers in eastern Contra Costa, California. It is now one of the largest water districts in California, serving about 500,000 people in Central and Eastern Contra Costa County.

History

The formation of CCWD was a direct result of a 13-year drought that began in California around 1917 and caused a great increase of salinity in Sacramento Delta as ocean water intruded and mixed with greatly reduced flow of fresh water from inland runoff. Fresh water for industrial use had to be brought in from elsewhere in railroad tank cars. Farmers could not afford the expense of importing water, and had to stop irrigating crops, which caused the value of land to decline. [1]

A citizens' group calling itself the Bay Barrier Association was formed to lobby for a solution to the problem of seawater intrusion. At first the group favored building a physical barrier, but later concluded the scheme was impractical. They retained attorney Thomas Carlson to work with the Legislature, which passed a state water plan in 1931. The plan included a "Contra Costa Conduit,"(later named the Contra Costa Canal). The California Central Valley Project Act authorizing construction of structures and waterways including the Contra Costa Canal was passed in 1933 and approved by Governor James Rolph. However, the Great Depression made it impossible to build the infrastructure by selling bonds. [1]

Carlson and his team of canal supporters went to Washington , D. C. to lobby the U. S. government for funding. Their efforts were successful, although it took three years. In August 1937, the US Bureau of Reclamation (BuRec) announced that it would fund the Central Valley Project. A groundbreaking ceremony for the Contra Costa Canal occurred in Oakley, California on November 7, 1937. [lower-alpha 1] Despite delays caused by demands for labor and materials needed of World War II, the 48 miles (77 km) long tunnel was completed in 1948, from the Delta intake on Rock Slough (near Knightsen) to Martinez. The Bay Barrier Association started planning for a Contra Costa County Water District, a legal entity to buy and distribute untreated water that would be furnished by the BuRec. Formation of the CCCWD was approved by county voters by a large margin on May 5, 1936, and incorporated as a special district on May 9, 1936. Its customers would be cities, farms and industries. These customers were responsible for treating the water so it would be safe for their own customers. [1]

The privately-owned California Water Service Company became a buyer of CCCWD water In 1951. Later CCCWD bought all of CWSCs holdings in Contra Costa County, including its treatment, pumping, storage and distribution facilities. [1] In 1961, CCCWD took responsibility for water service in the central part of Contra Costa County. [1]

In 1965, CCWD broke ground to construct the Contra Loma Reservoir in Antioch. It was designed with a capacity of 2,000 acre-feet (2,500,000 m3) to serve for peak storage and emergency supply for the Contra Costa Canal. [1]

In 1966, CCWD began construction of the Bollman Water Treatment Plant in Concord. It is now the largest treatment plant in the district, with a capacity to treat 75 MGD. [1]

The District Center office building constructed in Concord during 1971 consolidated many of CCWD's offices and maintenance facilities in one location. The building was subsequently named for Thomas Carlson, who led the formation of the District. [1]

In 1988, CCWD sought voter approval of the Los Vaqueros proposal that included building a 100,000 acre-feet (120,000,000 m3) reservoir inside a 20,000 acres (81,000,000 m2) watershed. The voters approved the project, then estimated to cost $800 million. After completing the engineering work, ground was broken for construction in 1994, and the project completed in 1998. CCWD expanded the Los Vaqueros Reservoir to a capacity of 160,000 acre-feet (200,000,000 m3) in 2011 by extending the height of the dam. The expansion was completed in 2012.

CCWD built the Randall-Bold Water Treatment Plant in Oakley in 1992 to treat water using ozone disinfection technology. [lower-alpha 3] The plant was expanded in 2007, and now has a design capacity of 50 MGD, and is expandable to 80 MGD. The facility includes an on-site underground 5,000,000 US gallons (19,000 m3) storage reservoir for treated water. [1]

Governance

Board of directors

CCWD is governed by five directors, each of whom is elected from a division that contains approximately 110,000 persons and serves a four-year term. Candidates for director positions must be registered voters, and must reside within the district which they represent. The elections are held in November, every two years on even-numbered years. CCWD director elections follow the same schedule as the statewide office elections. [2]

The Central Contra Costa Sanitary District (CCCSD), also called Central San, provides sanitary sewage transport and treatment for the central portion of Contra Costa County, California. The main facility is a 54-million-US-gallon (200,000 m3) per day treatment plant in residential Martinez, California and it provides service to approx 462,000 residents. It operates and maintains 1,500 miles (2,400 km) of sewer lines out of its second location in Walnut Creek, California. It is a California Energy Commission Showcase Plant.

The Metropolitan Water District of Southern California is a regional wholesaler and the largest supplier of treated water in the United States. The name is usually shortened to "Met," "Metropolitan," or "MWD." It was created by an act of the California State Legislature in 1928, primarily to build and operate the Colorado River Aqueduct. San Luis Dam is a major earth-filled dam in Merced County, California, which forms San Luis Reservoir, the largest off-stream reservoir in the United States. The dam and reservoir are located in the Diablo Range to the east of Pacheco Pass and about 10 miles (16 km) west of Los Banos. San Luis Dam, a jointly-owned state and federal facility, stores more than 2 million acre feet (2.5 km3) of water for the California State Water Project and the federal Central Valley Project. The Sacramento Municipal Utility District (SMUD) is a community-owned electric utility serving Sacramento County and parts of Placer County. It is one of the ten largest publicly owned utilities in the United States, generating the bulk of its power through natural gas and large hydroelectric generation plants. SMUD's green power (renewable) energy output was estimated as 33.8% in 2020.

Nagarjuna Sagar Dam is a masonry dam across the Krishna River at Nagarjuna Sagar which straddles the border between Palnadu district in Andhra Pradesh and Nalgonda district in Telangana. The California State Water Project, commonly known as the SWP, is a state water management project in the U.S. state of California under the supervision of the California Department of Water Resources. The SWP is one of the largest public water and power utilities in the world, providing drinking water for more than 27 million people and generating an average of 6,500 GWh of hydroelectricity annually. However, as it is the largest single consumer of power in the state itself, it has a net usage of 5,100 GWh.

Dallas Water Utilities (DWU) is the water and wastewater service operated by the City of Dallas, Texas, in the United States. DWU is a non-profit City of Dallas department that provides services to the city and 31 nearby communities, employs approximately 1450 people, and consists of 26 programs. DWU's budget is completely funded through the rates charged for water and wastewater services provided to customers. Rates are based on the cost of providing the services. The department does not receive any tax revenues. Primary authority and rules for the department are listed in Chapter 49 of the Dallas City Code.

Tilari (Forebay) Dam is situated in Dodamarg Taluka, in the Indian state of Maharashtra and the largest one is situated in Chandgad taluk of Kolhapur District in Maharashtra and is constructed on Tilari River as the result of a joint project by the Maharashtra and Goa governments. The water from this dam is distributed to both states. The dam is located near the border of Maharashtra and Karnataka and necessitated the relocation of several villages in the area. There are many reservoirs. The largest one is located near Belgaum in a village named Hajgoli in Maharashtra. The village is approximately 30 km from Belgaum and is a weekend spot for the people of that town.

<span class="mw-page-title-main">Contra Costa Canal</span>

The Contra Costa Canal is a 47 mi (76 km) aqueduct in the US state of California. Its construction began in 1937, with delayed completion until 1948 due to World War II shortages in labor and materials. A portion of the canal's right of way has been developed as the Contra Costa Canal Regional Trail, a biking and walking trail, and is managed by the East Bay Regional Park District.

The Central Utah Project is a US federal water project that was authorized for construction under the Colorado River Storage Project Act of April 11, 1956, as a participating project. In general, the Central Utah Project develops a portion of Utah's share of the yield of the Colorado River, as set out in the Colorado River Compact of 1922.

The Los Vaqueros Reservoir and watershed is located in the northern Diablo Range, within northeastern Contra Costa County, northern California. It was completed by the Contra Costa Water District (CCWD) in 1998 to improve the quality of drinking water for its 550,000 customers in Central and Eastern Contra Costa County. The reservoir is accessible via Vasco Road, a road which connects Brentwood and Livermore.

The Lafayette Reservoir is an open-cut human-made terminal water storage reservoir owned and operated by the East Bay Municipal Utility District (EBMUD). Completed in 1933, it was intended solely as a standby water supply for EBMUD customers. EBMUD opened the reservoir for public recreation in 1966. It is located off of California State Route 24 and a mile from the Lafayette BART station, in Contra Costa County, California, United States. This all-year, day-use area is ideal for hiking, jogging, fishing, boating and picnicking. The reservoir is on the Lafayette-Orinda border. The reservoir is on a 925-acre (3.74 km2) site and holds 1.4 billion US gallons (5,300,000 m3)

<span class="mw-page-title-main">Mokelumne Aqueduct</span> Bridge

The Mokelumne Aqueduct is a 95-mile (153 km) water conveyance system in central California, United States. The aqueduct is supplied by the Mokelumne River and provides water to 35 municipalities in the East Bay in the San Francisco Bay Area. The aqueduct and the associated dams, pipelines, treatment plants and hydroelectric system are owned and operated by the East Bay Municipal Utility District (EBMUD) and provide over 90 percent of the water used by the agency.

Vasco Caves Regional Preserve is a natural and cultural protected area located on the eastern slope of Mount Diablo, on Vasco Road within eastern Contra Costa County, California. It was created to preserve wildlife habitats, California chaparral and woodlands, native plant communities, and Native American rock art.

<span class="mw-page-title-main">Upper North Fork Feather River Project</span>

The Upper North Fork Feather River Project is a hydroelectric scheme in the Sierra Nevada of California, within Lassen and Plumas Counties. The project consists of three dams, five power plants, and multiple conduits and tunnels in the headwaters of the North Fork Feather River, a major tributary of the Feather—Sacramento River systems. The total installed capacity is 362.3 megawatts (MW), producing an annual average of 1,171.9 gigawatt hours (GWh). The project is also contracted for the delivery of irrigation water between March 31 and October 31 of each year. The project is owned and operated by Pacific Gas and Electric Company.
