Sugarcane is a primary cash crop among farmers of the western Maharashtra region. The sugarcane is mostly sold to sugar mills for sugar production. Majority of these mills are cooperatives owned by the sugarcane growers. Solapur district has highest number of sugar factories in Maharashtra.
The cooperative movement for the sugar industry started in the 1960s in Maharashtra with the announcement of 12 places in the state where sugar factories could be established. [1] The then Bombay state government announced a capital share of one million rupees to establish sugar factories at these potential 12 places. A central committee was formed by Bombay State Cooperative Bank under the chairmanship of economist Dhananjayrao Gadgil. [2] Asia's first cooperative sugar factory [3] was established at Pravaranagar in the Ahmednagar District of the then Bombay state in 1950 by Vithalrao Vikhe Patil, & Gadgil. [4] The sugar mill, called Pravara Sahakari Sakhar Karkhana Ltd, had majority ownership by the local farmers. [5]
Over the last sixty years, the local sugar mills have played a crucial part in encouraging rural political participation and as a stepping stone for aspiring politicians. [6] In Maharashtra there are a large number of politicians belonging to the Congress or NCP with ties to sugar cooperatives from their respective local areas. [7] Unfortunately, mismanagement and manipulation of the cooperative principles has made a number of these operations inefficient. [8]
In 2016, there were 173 cooperative sugar factories [9] in operation. Maharashtra accounts for 20% of sugar production in India behind Uttar Pradesh at 24%. [10] The presence of this industry has led to development of rural places, from which the sugarcane is drawn to factories, including an improved road network, transportation facilities, medical facilities, education facilities, and banking. [11] Sugar mills in Maharashtra produced just over 100,000 tons of sugar in 2017-18 season, however the glut in global sugar production and the subsequent price crash has led to sugar factories not being able to pay the farmers to the tune of 20 billion rupees (US $300 million). [12]
Ahmednagar district, officially Ahilyanagar district, is the largest district of Maharashtra state in western India. The historical city of Ahmednagar is the headquarters of the district. Ahmednagar and Sangamner are the largest cities in the district. It was the seat of the Ahmednagar Sultanate of late medieval period. This district is known for the towns of Shirdi associated with Sai Baba, Meherabad associated with Meher Baba, Shani Shinganapur with Shanidev, and Devgad with Lord Dattatreya. Ahmednagar district is part of Nashik Division. The district is bordered by Aurangabad district to the northeast, Nashik district to the northwest, Thane and Pune districts to the southwest, Solapur district to the south and Beed district to the southeast.
Eknathrao alias Balasaheb Vikhe Patil was an Indian politician and former Minister of Heavy Industries and Public Enterprises & Minister of state of Finance in Government of India. He served as a Member of Parliament of Lok Sabha variously representing Kopargaon & Ahmednagar. He was a member of the Indian National Congress but later joined Shivsena. He was appointed Pro-tem Speaker of 14th Lok Sabha.

Sant Muktabai Sahakari Sakhar Karkhana known as Sant Muktabai Cooperative Sugar Factory is a cooperative factory founded in 1988 by Pratibha Patil and others. The factory is situated at Muktainagar in Jalgaon district in Maharashtra. It was inaugurated by Sonia Gandhi on 23 January 1999, and Patil remained chairperson until 1996.
Gulabrao Raghunathrao Patil was a Renowned Congress & Co-operative Leader, Member of Parliament (MP)-Rajya Sabha India, Maharashtra State Sangli from 1966 to 1978, Member of the Legislative Council (MLC) of Maharashtra 1983−87 and President of Maharashtra Pradesh Indian National Congress (I) Committee, Mumbai 1981−82.
Balasaheb Desai was a leading politician and social worker from Maharashtra, India, who held important positions in the Maharashtra state government as home minister, education minister and cultural minister during the initial formation of the Maharashtra state. He was instrumental in establishing Shivaji University in Kolhapur in 1962.
Dhananjay Ramchandra Gadgil, also known as D. R. Gadgil, was an Indian economist, institution builder and the vice-chairman of the Planning Commission of India. He was the founder Director of the Gokhale Institute of Politics and Economics, Pune and the author of the Gadgil formula, which served as the base for the allocation of central assistance to states during the Fourth and Fifth Five Year Plans of India. He is credited with contributions towards the development of Farmers' Cooperative movement in Maharashtra. The Government of India recognised his services by issuing a commemorative postage stamp in his honour in 2008.
The cooperative movement in India plays a crucial role in the agricultural sector, banking and housing. The history of cooperatives in India is more than a hundred years old. Cooperatives developed very rapidly after Indian independence. According to an estimate, more than half a million cooperative societies are active in the country. Many cooperative societies, particularly in rural areas, increase political participation and are used as a stepping stone by aspiring politicians.
The Dr. Vithalrao Vikhe Patil College Of Engineering, mostly known as D.V.V.P. College of Engineering Ahmednagar, was established in 1983 in the Ahmednagar industrial area. It offers undergraduate and postgraduate courses. Its UG courses are accredited by National Board of Accreditation, New Delhi.
Although a parliamentary democracy, Indian politics has increasingly become dynastic, possibly due to the absence of a party organization, independent civil society associations that mobilize support for the party, and centralized financing of elections. Family members have also led the Congress party for most of the period since 1978 when Indira Gandhi floated the then Congress(I) faction of the party. It also is fairly common in many political parties in Maharashtra. The dynastic phenomenon is seen from national level down to district level and even village level.The three-tier structure of Panchayati Raj established in the 1960s also helped to create and consolidate the dynastic phenomenon in rural areas. Apart from government, political families also control cooperative institutions, mainly cooperative sugar factories, district cooperative banks in the state, and since the 1980s private for profit colleges. The ruling Bharatiya Janata Party also features several senior leaders who are dynasts. In Maharashtra, the NCP has particularly high level of dynasticism.
Keshavrao Sonawane (1925–2006) was an Indian politician, who served four terms in the Maharashtra Legislative Assembly, and was a Co-operative minister in Yashwantrao Chavan's cabinet and later Vasantrao Naik's cabinet during 1962–1967. He was elected as Member of Maharashtra Legislative Assembly for 4 times, twice from Latur constituency and twice from Ausa constituency.

Vithalrao Eknath Rao Vikhe Patil was an Indian industrialist, the founder of the first sugar factory in the cooperative sector in India at Loni, in Maharashtra and the founder of a group of industries and institutions composed of Institute of Business Management and Rural Development, Padmashri Dr. Vithalrao Vikhe Patil Foundation's Medical College and Hospital and Padmashri Dr. Vitthalrao Vikhe Patil Sahakari Sakhar Karkhana Limited, operating under Padmashree Dr. Vithalrao Foundation. The Government of India honoured him in 1961, with the award of Padma Shri, the fourth highest Indian civilian award for his services to the nation. His son, Balasaheb Vikhe Patil, was a recipient of Padma Bhushan, a member of parliament and a former minister.
Ghodganga Sahakari Sakhar Karkhana Ltd is an establishment set up around 70 km east to Pune. Factory is recently named after founder Raosahebdada Pawar Ghodganga Sahakari Sakhar Karkhana Ltd (RPGSSKL). This project turned out to be the best achievement of Cooperative sugar factories and rural development. This set up is being conducive as sugar production is prime business for region. The project brings employment and social development. Sugarcane grower/farmers in the region are really encouraged by the establishment. The project started with capital share of local farmers.
Loni also known as Loni-pravara is a town in Rahata taluka, Ahmednagar, Maharashtra, India. It is known for the biggest Shiv Jayanti Festival in the world. There are many colleges in this town. Climate is dry and moderate.
The Pravara Rural Education Society (PRES) was established in July 1964 at Pravara, Loni, a large village in Maharashtra state in India. It is located between Pune to the South and Nashik to the North. The founder, Padamshri Vitthalrao Vikhe Patil, was a leader of the cooperative movement. The society's first school was an English medium school.
Pravara Institute of Medical Sciences is located in Ahmednagar, Maharashtra, India. Its parent trust, Pravara Medical Trust, was founded by Vithalrao Vikhe Patil in 1972 while the university was founded by Balasaheb Vikhe Patil. It was granted status by the University Grants Commission in 2003 as a Deemed University, but now with the recent changes made is to be called Deemed to be university.
