The law was enacted under the Elections Clause of the United States Constitution and advances voting rights in the United States by requiring state governments to offer simplified voter registration processes for any eligible person who applies for or renews a driver's license or applies for public assistance, and requiring the United States Postal Service to mail election materials of a state as if the state is a nonprofit. The law requires states to register applicants that use a federal voter registration form, and prohibits states from removing registered voters from the voter rolls unless certain criteria are met.

Lawrence R. Klemin is an American politician and lawyer in the state of North Dakota. He is a member of the North Dakota House of Representatives, representing the 47th district. A Republican, he was first elected in 1998. Klemin attended the University of North Dakota where earned a Bachelor of Arts degree, and the University of North Dakota School of Law. Admitted to the bar in 1978, he later worked as an attorney in the practice Bucklin, Klemin and McBride. Klemin is also a veteran of the Vietnam War, serving in the United States Army's 101st Airborne Division.
