The Creat Group is a Chinese investment firm based in Beijing incorporated in 1992. [1] It has expertise in the plasma industry and invests in healthcare and pharmaceuticals, manufacturing, energy, finance, natural resources, and real estate. [2]

It bought Bio Products Laboratory from Bain Capital in May 2016 for £820 million. [3] In 2017 it took over Biotest, the German blood plasma products maker. [4] It holds a stake in Shanghai RAAS Blood Products. [5]

The company obtains blood plasma from patients in the US and uses it to derive treatments in labs in Elstree.

Iain Duncan Smith referenced the company in 2020 when he complained about "the insertion of Chinese influence in all sorts of areas". BPL issued a statement saying “Since the acquisition, Creat has invested over £100 million in enhancing processes, talent and equipment to support the development of BPL Ltd into one of the world’s leading suppliers of plasma-derived therapies.” [6]

In the 1970s and 1980s, a large number of people – most of whom had haemophilia – were infected with hepatitis C and HIV, the virus that leads to acquired immune deficiency syndrome (AIDS), as a result of receiving contaminated clotting factor products. In the United Kingdom, these were supplied by the National Health Service (NHS). The Haemophilia Society estimates that around 4,700 people with bleeding disorders were infected, with some estimates as high as 6,000. As of August 2022, at least 2,400 people have died from the use of contaminated factor VIII and factor IX clotting agents and the viruses they transmitted.

The pharmaceutical industry in the United Kingdom directly employs around 73,000 people and in 2007 contributed £8.4 billion to the UK's GDP and invested a total of £3.9 billion in research and development. In 2007 exports of pharmaceutical products from the UK totalled £14.6 billion, creating a trade surplus in pharmaceutical products of £4.3 billion.

The Bio Products Laboratory (BPL) is a company involved in the manufacture of human blood plasma products, located in Elstree in the United Kingdom. BPL was a state owned organization and it was part of the U.K. National health Service for most of its existence. Today BPL is owned by the Creat Group, a Chinese investment firm. Before August 2016, it had been owned by Bain Capital (80%) and the UK Government (20%) via holding company Plasma Resources UK Ltd. BPL is run as a commercial business and supplies plasma derived products to the National Health Service in the UK as well as to markets in over 45 countries.

BHR Partners is a private investment fund founded in 2013 by Bohai Industrial Investment Fund Management Co., Ltd., which is controlled by Bank of China Limited along with a partnership with Hunter Biden, and whose focus is on mergers and acquisitions, and investment in, and reforms, of state-owned enterprise.
