Measure 11, also known as "One Strike You're Out", was a citizens' initiative passed in 1994 in the U.S. State of Oregon. This statutory enactment established mandatory minimum sentencing for several crimes. The measure was approved in the November 8, 1994 general election with 788,695 votes in favor, and 412,816 votes against.

Florida State Prison (FSP), otherwise known as Raiford Prison, is a correctional institution located in unincorporated Bradford County, Florida, with a Starke postal address. It was formerly known as the "Florida State Prison-East Unit" as it was originally part of Florida State Prison near Raiford. The facility, a part of the Florida Department of Corrections, is located on State Road 16 right across the border from Union County. The institution opened in 1961, even though construction was not completed until 1968. With a maximum population of over 1,400 inmates, FSP is one of the largest prisons in the state. FSP houses Florida's one of two male death row cell blocks and the State of Florida execution chamber. Union Correctional Institution also houses male death row inmates while Lowell Annex houses female death row inmates.
Eric M. Smith is an American murderer who tortured and murdered a four-year-old child at the age of thirteen, Derrick Joseph Robie, in Steuben County, New York, on August 2, 1993. Smith was convicted of second-degree murder in 1994 and sentenced to the maximum term then available for juvenile murderers: nine years to life in prison. Smith was granted parole in October 2021. After 28 years in prison, he was officially released in February 2022.

Roderrick Justin "Rod" Ferrell is an American murderer and cult leader. He was a member of a loose-knit gang of teenagers from Murray, Kentucky, known as the "Vampire Clan". Ferrell claimed to be a 500-year-old vampire named Vesago, a character he created for himself after becoming obsessed with the role playing game Vampire: The Masquerade. It was his mother, Sondra Gibson who first introduced this game to Rod. In 1998, Ferrell pleaded guilty to the double slaying of a couple from Eustis, Florida, becoming the youngest person in Florida on Death Row at that time. Originally sentenced to death, Ferrell's penalty has since been reduced to life imprisonment.

Kristina Joy Fetters was an Iowa woman who was convicted of the murder of her 73-year-old great-aunt, Arlene Klehm, on October 25, 1994, when she was 14 years old. At age 15, Fetters became the youngest woman in Iowa sentenced to life in prison without parole on December 18, 1995. Following the 2012 Supreme Court decision of Miller v. Alabama, which declared mandatory life sentences for juvenile offenders to be unconstitutional, Fetters became the first inmate in Iowa to be re-sentenced in November 2013. The following month, she was recommended for compassionate parole due to a prognosis of inoperable stage-four breast cancer, and she was released to a hospice care center in Des Moines, Iowa in December 2013. She succumbed to her cancer in July 2014, at age 34.
The South Bay Correctional Facility is a private state prison for men located in South Bay, Palm Beach County, Florida, which is operated by GEO Group under contract with the Florida Department of Corrections. This facility was opened in 1997 and has a maximum capacity of 1948 prisoners.
