The Women's time trial track cycling events at the 2008 Summer Paralympics took place on September 7–8 at the Laoshan Velodrome.
The 2008 Summer Paralympic Games, the 13th Paralympics, took place in Beijing, China from September 6 to 17, 2008. As with the 2008 Summer Olympics, equestrian events were held in Hong Kong and sailing events in Qingdao.
The Laoshan Velodrome is a velodrome that is located in Laoshan, Shijingshan District, Beijing, China. It was built for the 2008 Summer Olympics. The venue was tested during the UCI Track World Cup in December 2007.
Cyclists are given a classification depending on the type and extent of their disability. The classification system allows cyclists to compete against others with a similar level of function.

Cerebral palsy (CP) is a group of permanent movement disorders that appear in early childhood. Signs and symptoms vary among people. Often, symptoms include poor coordination, stiff muscles, weak muscles, and tremors. There may be problems with sensation, vision, hearing, swallowing, and speaking. Often, babies with cerebral palsy do not roll over, sit, crawl or walk as early as other children of their age. Other symptoms include seizures and problems with thinking or reasoning, which each occur in about one third of people with CP. While symptoms may get more noticeable over the first few years of life, underlying problems do not worsen over time.

Cycling at the 2004 Summer Paralympics in Athens, consisted of 31 events in two disciplines, track cycling and road cycling. Track cycling took place at the Olympic Velodrome, and road cycling at Vouliagmeni.

Jayme Richardson, born 27 April 1989, is an Australian Paralympic cyclist. She was born in the Sydney suburb of Blacktown with cerebellar ataxia due to asphyxiation at birth. She began cycling in October 2004 after seeing a post Athens Paralympic interview with Silver Medalist Claire McLean where Claire said Australia needed more female Para-cyclists. At the time Jayme was a swimmer and was doing very well, having competed both through school to CHS Level and out of school to National Level, however she felt that there was something greater out there for her and decided that a change was needed.

LC1 is a para-cycling classification. It includes a number of types of people with disabilities including people with amputation and spinal cord injuries that are mostly confined to the upper limbs. This class includes people from the ISOD A5 class, A6 class, A7 class and A8 class.
Para-cycling classification is the process of classifying participants in para-cycling covering four functional disability types. The classification system includes classes for handcycles for people who have lower limb mobility issues. The sport is governed by the Union Cycliste Internationale (UCI).
