Cyrus B. Brown served as the 28th Secretary of State of Alabama and served from 1910 to 1915.

The Secretary of State of Alabama is one of the constitutional officers of the U.S. state of Alabama. The office actually predates the statehood of Alabama, dating back to the Alabama Territory. From 1819 to 1901, the Secretary of State served a two-year term until the State Constitution was changed to set the term to four years. Up until 1868 the Secretary of State was elected by the Alabama Legislature, but is now popularly elected. The terms and over 1,000 duties of the office are defined by Sections 114, 118, 132, and 134 of the Alabama Constitution and throughout The Code of Alabama.

Before being elected Secretary of State, he served in the Air National Guard from 1899 to 1904 and he was clerk of the Legislature of Alabama from 1907 to 1911.

The Alabama State Board of Education is a nine-member body which authorizes the education policy for the state of Alabama. The governor is the ex officio president of the board and has voting privileges on all matters, although they are seldom exercised. The remaining eight members are elected to four-year terms in partisan elections from single-member districts of approximately equal population. However, most issues before the board are not necessarily considered as partisan in nature. There is no limit on the number of terms to which members may be elected. Members in Districts 1, 3, 5, and 7 are elected in the same cycle as the President of the United States, with their next election scheduled for 2020. He was stationed in Guam in the early 1900s, where he became aide to the governor. When William Elbridge Sewell was transported back to California with an intestinal disease, Stone became acting governor. He issued a series of orders limiting drug sale on the island and forcing vendors to lower prices on food and other essential items. After George Leland Dyer became governor, Stone became a judge on the Supreme Court of Guam before returning to the mainland. He would later serve as a liaison to the United States Army, where he oversaw the transfer of Naval prisoners of war from World War I to Army control.
