Daniel Gil Ownby (born December 2,1968) is an American energy professional. In 2020,Ownby was elected to a two-year term as National Chair for the Boy Scouts of America,the highest volunteer position in the Scout Organization. Previously,he served as International Commissioner for the Boy Scouts of America. [1] He also was a member of the Executive Committee of the Boy Scouts of America and headed the United States Fund for International Scouting (USFIS). [2] He is known as an advocate for youth leadership and a life-long volunteer with the Boy Scouts of America.
Ownby graduated from Edison High School in Tulsa,Oklahoma in 1987 and in 1991 he received a Bachelor of Science degree in Marketing from Oklahoma State,where he was a member of the Phi Gamma Delta fraternity. [3] [4]
His professional career includes multiple roles in the energy industry and he currently serves as President of West Shore Pipe Line Company. [5]
Ownby,a lifelong member of the Scout program,is a Distinguished Eagle Scout,a Vigil Honor member of the Order of the Arrow,he is Wood Badge trained and is a recipient of the Silver Buffalo Award. [2] He has also been awarded the Silver Beaver,as well as several International awards,he was 2019 awarded the Gustaf Adolfs-märket,an award given by Scouterna (Sweden).
.In 2019,Dan was awarded the 370th Bronze Wolf ,the only distinction of the World Organization of the Scout Movement,awarded by the World Scout Committee for exceptional services to World Scouting. [6]
He served two terms (2011-2017) as one of 12 elected volunteer members of the World Scout Committee., [7] the main executive body of the World Organization of the Scout Movement (first term as chairman of the Finance Committee and second term as Vice Chairman). During his terms,Ownby led the development of the Human Rights Task Force and was twice a member of the Secretary General Search Committee. It was here that Ownby introduced a greater sense of management and accountability in the areas of finance,governance,human resources,and reporting to the World Scout Committee and the World Scout Bureau at large.
Over the years,Ownby has been an enthusiastic supporter of the global profile of the Movement and has gone above and beyond to bring improvements to the educational aspects of International Scouting.
He has also served as a committee member of the Kandersteg International Scout Centre,located in Kandersteg,Switzerland. He is a World Scout Foundation BP Fellow,Life Member of Kandersteg International Scout Centre and Member of the Order of the Condor.
He was the host committee chairman for the Interamerican Regional Scout Conference held in Houston in 2016 and he serves as the BSA Contingent Leader for up to 10,000 USA scouts and scouters to the 24th World Scout Jamboree which takes place in 2019 at the Bechtel Summit Reserve in West Virginia. Dan has been on the organizing or planning team for the last four World Scout Jamborees,serving as the deputy camp chief at the 23rd World Scout Jamboree in 2015 in Yamaguchi,Japan.
In 2013,with the support of National Scouting Organizations in Central America,Ownby organized the pilot Interamerican Leadership Training (ILT),where 67 young people from nearly all National Scouting Organizations in the Region,attended a youth-led Leadership Training Course. The result enabled young people to be leaders in their Scout Organization and in the InterAmerican Region as well as to organize and lead Messenger of Peace projects which have involved thousands of Scouts all over the world. ILT is now in its seventh successful year.
For his tireless work for youth development in the US and abroad Ownby was presented,in 2016,the Youth of the Americas Award by the InterAmerican Scouting Region,and in 2019,the World Organization of the Scout Movement honored him with the Bronze Wolf Award,the highest recognition in World Scouting,of which less than 400 have been awarded since 1935.
Ownby has demonstrated his passion for Scouting at all levels,from being an Assistant Scoutmaster,COPE director,Philmont Ranger for 3 years,and Philmont Training Center Faculty member. He chaired the Philmont International Seminar in 2009.
In the Houston area,Ownby has served as a board member of the Sam Houston Area Council since 2005,he served as chairman of the council's centennial camporee SHACJAM (which was attended by over 27,000 participants),and in 2004 served as a Wood Badge Course Director.
Dan is the grandson of former Houston school board Chairwoman and City Councilwoman Eleanor Tinsley. [8] In 2000,he married Allison (Rinden). They met while Allison finished her doctorate in Philosophy/Political Science at Rice University. They reside in Houston,Texas.
In 2017 Dan and Allison Ownby served as the unofficial "Mom and "Dad" to twelve youth representing the Boy Scouts of America in Washington D.C. to deliver the Report to the Nation. During the trip the Ownbys offered mentorship to the Scouts.
"We got to see some of the top world leaders," Ownby said. "But for us,we're with some of the top leaders of the future. And that's what's great. For us,it was getting to meet each one of the Scouts and spending time with them that was rewarding."

The Boy Scouts of America is one of the largest scouting organizations and one of the largest youth organizations in the United States,with about 762,000 youth participants. The BSA was founded in 1910,and since then,about 110 million Americans have participated in BSA programs. BSA is part of the international Scout Movement and became a founding member organization of the World Organization of the Scout Movement in 1922.
The World Organization of the Scout Movement is the largest international Scouting organization. WOSM has 174 members. These members are recognized national Scout organizations,which collectively have around 43 million participants. WOSM was established in 1922,and has its operational headquarters at Kuala Lumpur,Malaysia and its legal seat in Geneva,Switzerland. It is the counterpart of the World Association of Girl Guides and Girl Scouts (WAGGGS).
The Boy Scouts of the Philippines (BSP) is the national scouting organization of the Philippines in the World Organization of the Scout Movement. The Scout movement was first introduced in the Philippines on 1910 during the American Occupation. It was "granted Recognition as a Member Organisation of the Boy Scouts International Conference...with effect from October 31,1936" by virtue of certification signed by J. S. Wilson,Olave Baden-Powell,and Daniel Spry.
The Interamerican Region is the divisional office of the World Scout Bureau of the World Organization of the Scout Movement,headquartered in Ciudad del Saber,Panama. The Interamerican Region services Scouting in the Western Hemisphere,both North and South America. Until the 1960s,the "Inter-American Scout Advisory Committee" serviced only Mexico,Central and South America,with Canada and the United States serviced through the then-named "Boy Scouts International Bureau" in Ottawa,Ontario,Canada. Even today,the Interamerican Region exists more for the benefit of countries south of the Rio Grande,as evidenced by the website being only in Spanish until 2011;consequently,the United States and Canada did not participate as vigorously in regional activities as do other national organizations around the world,however this is changing in the 2010s.
Iran Scout Organization was founded in 1925 under the rule of Reza Shah Pahlavi. Currently Iran is one of 29 countries where Scouting exists but where there is no National Scout Organization which is a member of the World Organization of the Scout Movement at the present time.
Scouts of Syria is the national Scout and Guide organization of Syria. Scouting in Syria was founded in 1912;Guiding started in the 1950s. The coeducational association serves 9,358 members and is a member of both the World Organization of the Scout Movement and the World Association of Girl Guides and Girl Scouts.
William Hillcourt,known within the Scouting movement as "Green Bar Bill",was an influential leader in the Boy Scouts of America (BSA) organization from 1927 to 1992. Hillcourt was a prolific writer and teacher in the areas of woodcraft,troop and patrol structure,and training;his written works include three editions of the BSA's official Boy Scout Handbook,with over 12.6 million copies printed,other Scouting-related books and numerous magazine articles. Hillcourt developed and promoted the American adaptation of the Wood Badge adult Scout leader training program.
Walther von Bonstetten was among the founders and most important members of the Swiss Boy Scout association Schweizer Pfadfinderbund,was elected President in 1918 and kept a leading role until 1942.
The U.S. Scouting Service Project (USSSP) is one of the largest online collections of Scouting resource and reference materials. Founded in 1998,USSSP is organized as a non-profit corporation and is maintained by volunteer Scouters. While the Project supports the programs of the Boy Scouts of America and the World Organization of the Scout Movement,neither organization contributes financially or provides direction to the organization.
Scouts BSA is the flagship program and membership level of the Boy Scouts of America (BSA) for boys and girls between the ages of typically 11 and 17. It provides youth training in character,citizenship,and mental and personal fitness. Scouts are expected to develop personal religious values,learn the principles of American heritage and government,and acquire skills to become successful adults.
Oscar Victor Palmquist Arias of Curitiba,Paraná,Brazil was one of 12 elected volunteer members of the World Scout Committee,the main executive body of the World Organization of the Scout Movement,Vice Chairman of the World Scout Conference "Curitiba-Brazil 2011" Organizing Committee and member of the International Relations Committee. He was elected at the 38th World Scout Conference in South Korea for a six-year term. Palmquist has acquired a wide experience covering 101 countries and five continents. In his job,Palmquist visits an average of 11 countries per year on several continents. As Member of the World Scout Committee and was the chairman of the MTF Membership review task force which allowed the World Scout Committee to recommend Palestine,Macao,Aruba and Curacao as WOSM members,and as Chairman of the Global Support Priority Area he created the Global Support concept and the GSAT Global Support Assessment Tool.
Leonard F. Jarrett served as Director of Administration of the World Scout Bureau in London,England,in Ottawa,Canada,and in Geneva,Switzerland from 1955 to 1981,and as a consultant for the World Scout Bureau from 1981 to 1986. Jarrett,a Canadian citizen,was the World Organizer of Jamboree on the Air (JOTA) for 30 years,from 1958 to 1988.
João Armando Pereira Gonçalves,ComIH of Figueira da Foz,Portugal is the former chairperson of the World Scout Committee,the main executive body of the World Organization of the Scout Movement. He was a member of the European Scout Committee for a period of six years,elected in 2004 and again in 2007,and was elected to the World Scout Committee at the 39th World Scout Conference in Brazil in January 2011. He was re-elected to the committee at the 40th World Scout Conference in Ljubljana,Slovenia in 2014.
Scott A. Teare became the Secretary General and one of 12 elected volunteer members of the World Scout Committee,the main executive body of the World Organization of the Scout Movement in January 2013.
John Randolph Donnell Jr. was the National President of the Phi Kappa Psi fraternity from 1980 to 1982. He was alumni of the Case Western Ohio Epsilon chapter.
Gerald J. Voros served as the Chairman of the International Committee of the Boy Scouts of America.
Bertil Tunje from Borås Sweden,was the vice-chairman of the World Scout Committee,the main executive body of the World Organization of the Scout Movement. He joined as a member of the World Scout Committee 1985 and was elected as Vice-chairman 1990 and served as that until 1996. He was a member of the Steering Committee of the World Scout Committee 1985 to 1996. Tunje served as a member of the WOSM/WAGGGS Consultative Committee 1985–1995,World Programme Committee 1985–1990. He was the chairman of the Educational Methods Group 1990-1996 and he was the chairman Strategy Task Force 1996–1999.
Reiko Suzuki serves as the Deputy National Commissioner of the Scout Association of Japan. She also serves as the 2nd Vice-Chairman of the Asia-Pacific Regional Scout Committee from 2012 to 2018.
