Dan Stav was born in Israel to a family of refugees from Germany. He studied International Relations at the Hebrew University of Jerusalem. [3]
As ambassador to Nepal, Stav organized a four-day environmental workshop attended by representatives of the UN's World Food Program and GTZ (German Technical Cooperation). [4] As ambassador to Azerbaijan, he described the country as historically tolerant and welcoming of all citizens, including Jews. "There are strong ties between the Jewish and Azerbaijani people that were laid many centuries ago and today play an important role in further strengthening relations between our countries," he said." [5]

He previously served as the Israeli Ambassador to the United States from 2013 to 2021. Zachy Hennessy of the Jerusalem Post called Dermer "one of the most consequential ambassadors from Israel to the United States", and the Jewish Institute for National Security of America called him "one of the most creative and influential ambassadors from any country during his time in Washington".

Official diplomatic relations between the Republic of Azerbaijan and the Islamic Republic of Iran were established following the dissolution of the Soviet Union (1991). Iran and Azerbaijan share, to a large extent, the same history, religion, and culture. The territory of what is now called the Republic of Azerbaijan was only separated from Iran in the first half of the 19th century, through the Russo-Persian Wars. In the area to the North of the river Aras, the territory of the contemporary Republic of Azerbaijan was Iranian territory until it was occupied by Russia. Iran and Azerbaijan are both majority Shia Muslim nations. They have respectively the highest and second highest Shia population percentage in the world, as well as the history of Shi'ism which is rooted in both nations from exactly the same moment in history, whereas the majority of the population of both their neighboring nations are either predominantly Christians or Sunni Muslims. However, there are some tensions between the two countries as its political alignment may vary by degree. The Republic of Azerbaijan has become increasingly pro-Western aligned, and is an ally of Israel, Turkey and the United States while the Islamic Republic of Iran is largely pro-Russian and pro-Chinese aligned due to its hostility towards the U.S. and has been targeted with sanctions. Iranian politicians, like Mohammad Hosseini, have called Azerbaijan an Israeli proxy.
Azerbaijan and Israel have engaged in close cooperation since 1992. Azerbaijan is one of the majority Muslim countries, alongside Turkey, Egypt, Bahrain, United Arab Emirates, Jordan, Sudan, Kosovo, Morocco, Albania, Gulf countries and the other former Soviet republics to develop bilateral strategic and economic relations with Israel. In President Ilham Aliyev's meeting with Israel Prime Minister Benjamin Netanyahu, Aliyev praised the active role of the Jewish community living in Azerbaijan in developing bilateral relations between the countries.
A bilateral relationship exists between Armenia and Israel. From 1993 to 2007, Armenia was served by the Embassy of Israel in Georgia. In 1996, Tsolak Momjian was appointed the honorary consul of Armenia in Jerusalem. Eleven years later, the residence of the Embassy of Israel in Armenia was moved to Jerusalem. In October 2010, Shmuel Meirom was appointed the Israeli ambassador to Armenia. Armen Melkonian was appointed the Armenian ambassador to Israel in 2012, with a residence in Cairo. In October of that year, Melkonian presented his credentials to Israeli President Shimon Peres. On 21 September 2019 Armenia announced that it would be opening an embassy in Israel. Despite generally cordial ties between the two, relations soured after Armenia withdrew its ambassador to Israel due to Israeli arms supply to Armenia's enemy, Azerbaijan, in the 2020 Nagorno-Karabakh War.
Greece–Israel relations are the bilateral relationship between the Hellenic Republic and the State of Israel. Relations between the two countries were strained during the late 20th century, as Greece maintained strong relations and support of Palestine, which remains steadfast. The Hellenic Ministry of Foreign Affairs defines this as evident of the "longstanding and consistent position of our country on the Palestinian Question. However, since 2008 relations with Israel have thawed, and have been among the strongest in the Eastern Mediterranean. Israel and Greece consider each other as collaborators in the aspects of military, intelligence and economy. Both countries are part of the Energy Triangle, which referred to the extraction of oil and gas from both Israel and Cyprus by 2015, which will be delivered to mainland Europe with a pipeline through Greece. The deterioration of Israel's relations with Turkey following the Gaza flotilla raid has heavily contributed to the strengthening of Greek-Israeli relations.
The diplomatic relations between Israel and Serbia were established on January 31, 1992, when Serbia was part of FR Yugoslavia. Israel has an embassy in Belgrade and Serbia had an embassy in Tel Aviv. Yugoslavia was the second country in Europe to recognize Israel in 1948. The two countries have economic and cultural ties, helped by a sizable community of Jews from the former Yugoslavia in Israel. Serbia agreed to move its embassy to Jerusalem on 4 September 2020 but decided not to after Israeli recognition of Kosovo as a sovereign state.

Israel–Kosovo relations refer to bilateral relations between Israel and Kosovo. Kosovo declared its independence from Serbia on 17 February 2008. Israel and Kosovo agreed on 4 September 2020, as part of negotiations for the Kosovo and Serbia Economic Normalization agreements, to mutually recognize each other. It was initially reported that the mutual recognition had not yet gone into effect at that point, and Israel's recognition of Kosovo was expected to be formally declared "in the coming weeks". However on 21 September the ambassador of Israel to Serbia, Yahel Vilan, confirmed that Israel had indeed recognized Kosovo on September 4, 2020. The two countries established diplomatic relations on February 1, 2021. On March 14, 2021 Kosovo officially opened its Embassy in Jerusalem.

The Embassy was established in March 1961 after diplomatic relations were established between the two countries in June 1960, under the leadership of David Ben-Gurion, the first Prime Minister of Israel and B.P. Koirala, the first elected Prime Minister of Nepal.

The complex opened in 1966, and is located at 71 HaYarkon Street in Tel Aviv. It served as the United States Embassy until May 14, 2018, when the seat of embassy was relocated to Jerusalem.
