Daniel Marius Morar (born August 15, 1966) is a Romanian jurist, who was Chief Prosecutor of the Romanian National Anticorruption Directorate (DNA), the agency responsible for investigating, preventing and prosecuting corruption-related offenses. The National Anticorruption Directorate under Morar's leadership is credited as one of the pivotal actors in Romania's anti-corruption fight. Since 2013 he has been a supreme judge on Romania's Constitutional Court.
Since September 2001, he has indicted nine deputies, three Secretaries of State and former Prime Minister Adrian Năstase.
As Chief of the National Anticorruption Directorate, he started re-opening files that had been previously closed by the former DNA management. The Năstase case was one of those. Morar's policy is to work on all the "shadow zones" that led the European Commission to label the fight against the corruption as one of the conditions Romania had to fulfill in order to accede to the European Union. While important steps have been made in this direction, the clearance of the old corruption and bribery involved personnel is compulsory.

Adrian Năstase is a former Romanian politician who was the Prime Minister of Romania from December 2000 to December 2004.
The Social Democratic Party is the major social-democratic political party in Romania founded by Ion Iliescu, Romania's first democratically elected president. The largest party in Parliament with initially 47 seats in the Senate and 110 seats in the Chamber of Deputies, it also has the largest number of mayors, local and county councilors and county presidents thus being the biggest and most influential political force in the country.
Klaus Werner Iohannis is the president of Romania. He became leader of the National Liberal Party (PNL) in 2014, after having served as leader of the Democratic Forum of Germans in Romania (DFDR/FDGR) from 2002 to 2013. Iohannis was a physics teacher and a school inspector before entering full-time politics.
Gheorghe Nichita is a Romanian politician, who has served as the mayor of Iaşi since 2003, and suspended over allegations of corruption. A member of the Social Democratic Party, Nichita is the national vice-president of the party, and the leader of the party’s county organization.
Monica Luisa Macovei is a Romanian politician, lawyer and former prosecutor, currently a Member of the European Parliament from the European Conservatives and Reformists and formerly a member of the Romanian Democratic Liberal Party. She was the Minister of Justice of Romania in the first cabinet of Prime Minister Călin Popescu-Tăriceanu. In this position she was credited with implementing the justice reforms required for Romania to become a member state of the European Union. Macovei was also an independent candidate in Romania's 2014 presidential elections.
Laura Codruța Kövesi is the first European Chief Prosecutor and the former chief prosecutor of Romania's National Anticorruption Directorate, a position she held from 2013 until she was fired on the order of Justice Minister Tudorel Toader on 9 July 2018. Prior to this, between 2006 and 2012 Kövesi was the Prosecutor General of Romania, attached to the High Court of Cassation and Justice.
The National Anticorruption Directorate, formerly National Anticorruption Prosecution Office, is the Romanian agency tasked with preventing, investigating and prosecuting corruption-related offenses that caused a material damage to the Romanian state. The institution deals with the fight against high corruption offences, which have caused damage greater than €200,000 or if the object of the crime is property or sums of money amounting to over €10,000.
Direcţia Generală Anticorupţie is an agency subordinated to the Romanian Ministry of Internal Affairs, tasked with preventing and investigating the corruption offenses, the criminal acts and misconduct among the personnel of the Ministry.
Miron Tudor Mitrea is a Romanian engineer and politician. A member of the Social Democratic Party (PSD), he was a member of the Romanian Chamber of Deputies for Vrancea County from 1996 to 2008, and sat in the Romanian Senate from 2008 to 2012, representing the same county. In 2012, he returned to the Chamber, also for Vrancea County. In the Adrian Năstase cabinet, he was Minister of Public Works and Transport from 2000 to 2004.
Liviu Nicolae Dragnea is a Romanian engineer and former politician. Starting his career in the Democratic Party (PD), he joined the Social Democratic Party (PSD), eventually becoming its leader. After holding several positions as Minister, he resigned from the cabinet in May 2015, following a conviction in a case involving electoral fraud, for which he received a two-year suspended sentence in April 2016.
Dan Nica is a Romanian engineer and politician. A member of the Social Democratic Party (PSD), he has been a Member of the European Parliament since 2014. He held a seat in the Romanian Chamber of Deputies for Galaţi County from 1996 to 2014. In the Adrian Năstase cabinet, he was Minister of Communications and Information Technology from 2000 to July 2004. In the Emil Boc cabinet, he was the Vice Prime Minister and Minister of Administration and Interior between February and October 2009. In the Victor Ponta cabinet, he served as Communications Minister for a second time, from May 2012 to February 2014.
Tudor-Alexandru Chiuariu is a Romanian lawyer and politician. An independent, he served as Justice Minister in the Călin Popescu-Tăriceanu cabinet from April to December 2007. He represented Bacău County in the Romanian Chamber of Deputies from 2008 to 2012, and has represented Mehedinți County in the Romanian Senate since 2012.
Victor Babiuc is a Romanian jurist and politician. A former member of the Democratic Party (PD) and of the National Liberal Party (PNL), he was a member of the Romanian Chamber of Deputies for Bucharest in 1990 and from 1992 to 1996, and for Brașov County from 1996 to 2004. In the Petre Roman cabinet, he was Ministry of Justice from 1990 to 1991. In the Theodor Stolojan cabinet, he was Minister of the Interior from 1991 to 1992. In the Victor Ciorbea, Radu Vasile and Mugur Isărescu cabinets, he was Minister of National Defense from 1996 to 2000.
Decebal Traian Remeş was a Romanian economist and politician. A member of the National Liberal Party (PNL), he was a member of the Romanian Chamber of Deputies for Maramureș County from 1996 to 2000. In the Radu Vasile and Mugur Isărescu cabinets, he served as Finance Minister from 1998 to 2000, while in the Călin Popescu-Tăriceanu cabinet, he was Minister of Agriculture during 2007.

Cătălin Voicu is a Romanian politician, member of the Social Democratic Party, and member of Parliament of Romania in 2004–2008 and 2008–2012 legislature. Voicu was adviser of the President of Romania, Ion Iliescu, from 2000 until 2004.
Corruption in Romania is considered a major problem. According to Transparency International's annual Corruption Perceptions Index, as of 2018, Romania is the 61st least corrupt country out of 180 countries, down from the 57th place in 2017, and the fourth most corrupt in the European Union. In the 2014 EU Anti-Corruption Report, 57% of the Romanians were most likely to say they are personally affected by corruption. Corruption can be found both in the public sector and in private businesses, and poses concerns for foreign investors. Although there have been improvements since the late 1990s, corruption remains a problem in Romania as it is especially found on all levels of public office, in the police force as well as in the judiciary system.
Bogdan Lucian Aurescu is a Romanian diplomat, currently Minister of Foreign Affairs in the Cîtu Cabinet.
The Microsoft licensing corruption scandal was a political scandal and criminal investigation in Romania, involving large bribes paid to Romanian government members in exchange for approving increases in license fees for Microsoft products. It was called the 'biggest ever' Romanian corruption case. However, most of the charges were dropped in 2018 as the statute of limitations had expired.
During the first days of June 2015, the Government of Romania was rocked by criminal investigation against Prime Minister Victor Ponta for 19 acts of corruption between 2007 and 2008, when he was lawyer. Moreover, Victor Ponta is also investigated for conflict of interest during his premiership, when he propelled Dan Șova, political ally and friend, in government positions. His resignation was demanded by President Klaus Iohannis and several figures in opposition. Victor Ponta denies the allegations and refuses to resign, plunging the country in the second political crisis in just three years.
