Democracy Without Borders, or DWB is an international nongovernmental organization established in 2017 with national chapters across the world and a legal seat in Berlin [1] that promotes "global democracy, global governance and global citizenship". [2] The organization advocates "an integrated approach to democracy promotion that spans across all levels, from the local to the global and includes the dimensions of representation and participation." The organization originates in what is now its German chapter which prior to March 2017 operated as Committee for a Democratic UN and was created in 2003. [3]

Goals

DWB's mission statement says that the organisation "strives for a democratic world order in which citizens participate beyond national boundaries in shaping policy that serves their joint long-term interests." [4]

Specifically, it advocates the creation of a United Nations Parliamentary Assembly (UNPA), through "democratization and reform of the United Nations and intergovernmental bodies in order to enable them to deal with transnational issues and threats successfully and on a legitimate basis." It seeks to achieve this through a gradual approach, starting first with forming the UNPA as a largely consultative body, before slowly empowering it as public support rises. [5]

Activities

DWB is co-founder and coordinator of the Campaign for a United Nations Parliamentary Assembly; [6] the latter has since gained support from over 1,500 members of parliament from around the world. [7] In 2019, a Campaign for a UN World Citizens' Initiative was launched in collaboration with CIVICUS and Democracy International. [8] In 2021, both campaigns were brought under the umbrella of the "We The Peoples" campaign for inclusive global governance that was endorsed by over 200 civil society groups and networks from across the world. [9]

DWB also maintains a blog, which publishes a range of articles relating to global governance and the proliferation of democracy. [10]

DWB is associated member of the World Federalist Movement/Institute for Global Policy. [11]

National chapters

As of October 2022, DWB has national chapters in Germany, Greece, India, Kenya, Sweden, Switzerland, and the UK. [12]

Democratic globalization is a social movement towards an institutional system of global democracy. One of its proponents is the British political thinker David Held. In the last decade, Held published a dozen books regarding the spread of democracy from territorially defined nation states to a system of global governance that encapsulates the entire world. For some, democratic mundialisation is a variant of democratic globalisation stressing the need for the direct election of world leaders and members of global institutions by citizens worldwide; for others, it is just another name for democratic globalisation.

Since the late 1990s there have been many calls for reforms of the United Nations (UN). However, there is little clarity or consensus about what reform might mean in practice. Both those who want the UN to play a greater role in world affairs and those who want its role confined to humanitarian work or otherwise reduced use the term "UN reform" to refer to their ideas. The range of opinion extends from those who want to eliminate the UN entirely, to those who want to make it into a full-fledged world government. Secretaries-General have presented numerous ways to implement these new reforms. There have been reform efforts since the creation of the UN and closely associated with each of the Secretaries-General.

In regards to the United Nations, the Campaign for a United Nations Parliamentary Assembly is a "global network of parliamentarians, non governmental organizations, and scholars" that advocates for representatives, not only states, to have "a direct and influential role in global policy."

Joseph E. Schwartzberg was an American writer, peace activist, and a world federalist, who was a tenured professor at the University of Minnesota. Author of numerous books, he was the editor and principal author of the Historical Atlas of South Asia, which in 1980 won the Watumull Prize of the American Historical Association. In 1984 the American Association of Geographers honored him with their annual award. His several substantial chapters in Book One of Volume Two of The History of Cartography were instrumental in that work receiving the R. R. Hawkins Award for Best Scholarly Book for 1992 from the Association of American Publishers. He served on the board of directors of the World Federalist Association, has chaired its Policy and Issues Commission, and is President of the Minnesota chapter of Citizens for Global Solutions.

Cosmopolitan democracy is a political theory which explores the application of norms and values of democracy at the transnational and global sphere. It argues that global governance of the people, by the people, for the people is possible and needed. Writers advocating cosmopolitan democracy include Immanuel Kant, David Held, Daniele Archibugi, Richard Falk, and Mary Kaldor. In the cosmopolitan democracy model, decisions are made by those affected, avoiding a single hierarchical form of authority. According to the nature of the issues at stake, democratic practice should be reinvented to take into account the will of stakeholders. This can be done either through direct participation or through elected representatives. The model advocated by cosmopolitan democrats is confederal and decentralized—global governance without world government—unlike those models of global governance supported by classic World Federalism thinkers, such as Albert Einstein.

An international parliament or world parliament or supranational legislature is a theoretical or hypothetical concept that envisions a legislative body with representatives from different countries or sovereign entities, similar to a parliament but at international level for global governance, thus establishing a world government. The Streit Council for a Union of Democracies is Washington, DC-based 501(c)(3) nonprofit foreign policy think tank working to unite democracies as a path toward greater individual freedom, international solidarity, and global stability. It aims for the creation of an international order of, by and for the people.

Types of democracy refers to pluralism of governing structures such as governments and other constructs like workplaces, families, community associations, and so forth. Types of democracy can cluster around values. Some such types promote equal and direct participation in political acts.

Multistakeholder governance is a practice of governance that employs bringing multiple stakeholders together to participate in dialogue, decision making, and implementation of responses to jointly perceived problems. The principle behind such a structure is that if enough input is provided by multiple types of actors involved in a question, the eventual consensual decision gains more legitimacy, and can be more effectively implemented than a traditional state-based response. While the evolution of multistakeholder governance is occurring principally at the international level, public-private partnerships (PPPs) are domestic analogues.

World federalism or global federalism is a political ideology advocating a democratic, federal world government. A world federation would have authority on issues of global reach, while the members of such a federation would retain authority over local and national issues. The overall sovereignty over the world population would largely reside in the federal government.
