The Denton Amendment, also known as the Denton Cargo Program, [1] is a United States government humanitarian program launched in 1987 that allows for space available on military aircraft to be used to carry humanitarian aid supplies to countries in need and for disaster relief. [2] [3] It was proposed as a change to Title 10 U.S.C. Section 402 by U.S. Senator Jeremiah Denton of Alabama in 1985 to allow for humanitarian aid to be transported internationally, or within the United States at minimal or no added cost to the taxpayers, under the direction of the Secretary of Defense. [4] [5] The program is jointly administered by USAID, the Department of State, the Defense Security Cooperation Agency, and the Department of Defense. [6]
Humanitarian aid cargo is donated by organizations within the United States and handed off to a Denton cargo manager for processing. Cargo must be vetted to ensure it will not conflict with the needs of the intended recipients and will stay off the black market in the countries to which it is delivered, and will not compete with or disadvantage businesses in the location it is delivered.. The primary Denton cargo hub is Joint Base Charleston, South Carolina.

The 105th Airlift Wing is a unit of the New York Air National Guard, stationed at Stewart Air National Guard Base in Newburgh, New York. If activated to federal service, the 105th Airlift Wing will be brought under the command of the United States Air Force Air Mobility Command. It provides highly skilled Airmen and operationally ready equipment necessary to meet United States inter-theater airlift and expeditionary combat support commitments.

United States aid to Sudan has three key objectives: a definitive end to conflict, gross human rights abuses, and genocide in Darfur; implementation of the north–south Comprehensive Peace Agreement that results in a peaceful post-2011 Sudan, or an orderly path toward two separate and viable states at peace with each other; and ensuring that Sudan does not provide a safe haven for international terrorist. Sudan is listed as the U.S. government's highest priority in Africa due to "its importance for counter-terrorism and regional stability, as well as the magnitude of human rights and humanitarian abuses" U.S. foreign aid to Sudan has begun to see some positive indicators of performance although critical reaction has said that aid to Sudan is neither strategic nor focused.
Army engineer divers are members of national armies who are trained to undertake reconnaissance, demolition, and salvage tasks underwater. These divers have similar skills and qualifications as professional divers. In the United States Army, they are members of the Corps of Engineers. Security Council Resolution 2165 authorised humanitarian aid to be supplied via four border crossings not controlled by the Syrian government, generally to supply rebel-controlled territory.

APAN is the premier collaboration enterprise for the USDOD. The APAN network of communities fosters multinational interaction and multilateral cooperation by allowing users to post multimedia and other content in blogs, wikis, forums, document libraries and media galleries. APAN is used for humanitarian assistance and disaster relief, exercise planning, conferences and work groups. APAN provides non-governmental organizations (NGOs) and U.S. partner nations who do not have access to traditional, closed USDOD networks with an unclassified tool to communicate.
