Designated public place orders (DPPOs) give police officers discretionary powers to require a person to stop drinking and confiscate alcohol or containers of alcohol from people they believe are consuming or about to consume alcohol in public places where the order is in effect. [1] In the London Borough of Southwark, DPPOs are also called alcohol control areas (ACAs), while in the London borough of Hammersmith and Fulham, they are called controlled drinking areas (CDAs) or controlled drinking zones (CDZs). Failure to comply with alcohol restrictions in DPPOs can result in arrest and/or a fine of up to £500. [2] DPPOs are implemented by local councils in order to address alcohol-related crime and disorder in public places. As of June 2009 [update] 712 DPPOs have implemented by local authorities since Section 12 of the Police and Criminal Justice Act 2001 gave councils the power to do so where they were satisfied that areas were suffering from alcohol-related crime and disorder. [2] A common impact of enforcement of DPPO powers is displacement of street drinking to nearby areas. [1] [3]
A number of local authorities have used DPPOs to successfully reduce alcohol-related anti-social behaviour (ASB), but have stressed that DPPOs are not the solution to these problems but a useful tool to help address them. Some criticism has been levelled at the discriminatory element of the legislation (for instance should picnickers be allowed to drink openly in a park where street drinkers are?) but generally an officers' discretion is considered sufficient to take appropriate action or not. Some reports from police have also indicated the powers can be useful for addressing ASB related to the Night Time Economy and problems from licensed premises.
Section 26 of the Violent Crime Reduction Act 2006 makes some amendments to the law surrounding the designation of public places during public events.
In criminology, the broken windows theory states that visible signs of crime, antisocial behavior and civil disorder create an urban environment that encourages further crime and disorder, including serious crimes. The theory suggests that policing methods that target minor crimes, such as vandalism, loitering, public drinking and fare evasion, help to create an atmosphere of order and lawfulness.
Harm reduction, or harm minimization, refers to a range of intentional practices and public health policies designed to lessen the negative social and/or physical consequences associated with various human behaviors, both legal and illegal. Harm reduction is used to decrease negative consequences of recreational drug use and sexual activity without requiring abstinence, recognizing that those unable or unwilling to stop can still make positive change to protect themselves and others.
Alcohol abuse encompasses a spectrum of alcohol-related substance abuse, ranging from the consumption of more than 2 drinks per day on average for men, or more than 1 drink per day on average for women, to binge drinking or alcohol use disorder.
An anti-social behaviour order is a civil order made in the United Kingdom against a person who had been shown, on the balance of evidence, to have engaged in anti-social behaviour. The orders were introduced by Prime Minister Tony Blair in 1998, and continued in use until abolished in England and Wales by the Anti-Social Behaviour, Crime and Policing Act 2014 on 20 October 2014—although they continue to be used in Scotland and Northern Ireland. ASBOs were replaced in England and Wales by the civil injunctions and criminal behaviour orders. They were designed to address behaviours like intimidation, drunkenness, and violence by individuals and families, using civil orders rather than criminal sanctions. The orders restricted behaviour in some way, such as: prohibiting a return to a certain area or shop; or restricting public behaviours, such as swearing or drinking alcohol. Many saw the ASBOs as connected with young delinquents.
The Anti-Social Behaviour Act 2003 (c.38) is an Act of the Parliament of the United Kingdom which almost entirely applies only to England and Wales. The Act, championed by then Home Secretary, David Blunkett, was passed in 2003. As well as strengthening the anti-social behaviour order and Fixed Penalty Notice provisions, and banning spray paint sales to people under the age of 16, it gives local councils the power to order the removal of graffiti from private property.
The Licensing Act 2003 is an act passed by the Parliament of the United Kingdom. The act establishes a single integrated scheme for licensing premises in England and Wales used to sell or supply of alcohol, provide regulated entertainment, or provide late night refreshment. It allows some or all of these licensable activities to be contained in a single licence—the premises licence—that replaced other schemes. Responsibility for issuing licences is given to local authorities, specifically London boroughs, metropolitan boroughs, unitary authorities, and district councils, who took over this power from the justices of the peace under a system of licensing committees. It came into effect midnight, 24 November 2005.

Community safety accreditation schemes enable the chief constable of a police force in the United Kingdom to grant a limited range of police powers to employees of non-police organisations bolstering community safety. Community safety accreditation schemes were created under section 40 of the Police Reform Act 2002. Individuals who have been granted these powers are known under the Act as accredited persons.

"Public" in this context refers to outdoor spaces such as roads, walkways or parks, or in a moving vehicle. The Anti-Social Behaviour, Crime and Policing Act 2014 is an Act of the Parliament of the United Kingdom which consolidated and expanded law enforcement powers in addressing anti-social behaviour. One significant aspect of the act is that it replaced anti-social behaviour orders, the primary civil order in the United Kingdom since 1998, with criminal behaviour orders.
Public spaces protection orders (PSPOs) are orders under the Anti-Social Behaviour, Crime and Policing Act 2014 which ban specific acts in a designated geographical area in England and Wales as set out in the act. They replace the earlier designated public place orders, gating orders and dog control orders.
An alcohol-free zone, or dry zone, is a geographic area, location or establishment where the public consumption and sale of alcoholic beverages is prohibited. Alcohol-free zones have been established in some areas to address problems with drinking- and binge drinking-related crime, antisocial behavior, assaults and disorderly behavior. Alcohol-free zones have been opposed in some communities, such as in Bath, England, which has "a tradition of open-air bars and restaurants."
