Gairsain is a town in Chamoli district of the Indian state of Uttarakhand near state's summer capital Bhararisain. A town and Nagar Panchayat,Gairsain is situated at the eastern edge of the vast Dudhatoli mountain range,and is located in Chamoli district almost at the centre of the state,at a distance of approximately 250 kilometres from Dehradun. It is easily accessible from both the Garhwal and the Kumaon divisions,and in a way,acts as the bridge between the two regions. It is being considered as the future Permanent capital of Uttarakhand.

He has also won as an MLA from Rudraprayag,Lansdowne and Kotdwar and is one of the few leaders in the state with a wide appeal in a large area. He was the candidate of Indian National Congress from Garhwal in 2014 Indian general election. He was expelled from BJP and the Cabinet led by Pushkar Singh Dhami stating that he has indulged in anti-party activities and he is demanding ticket for his daughter in law (Anukriti) as well for the Uttarakhand Assembly Elections 2022. He later joined Congress in the presence of former Uttarakhand CM Harish Rawat.

Elections were held on 15 February 2017 in a single phase for the 69 seats of the Uttarakhand Legislative Assembly. Voting in the Karnaprayag constituency was postponed until 9 March 2017 due to the death of BSP candidate Kuldeep Kanwasi in a road accident. In the previous election in 2012,none of the parties won a majority but the Indian National Congress formed the government with the help of PDF with the leadership of Vijay Bahuguna.

He was the party chief of Bharatiya Janata Party Uttarakhand from 9 February 2013 to 31 December 2015 and former member of Uttarakhand Legislative Assembly from Chaubattakhal constituency from 2012 to 2017. He was also the first Education Minister of Uttarakhand.

Previously affiliated to the Bharatiya Janata Party (BJP),he switched to the Indian National Congress party (INC) in early 2022. Later he rejoined the BJP.In the 2017 state assembly elections,he defeated Dinesh Dhanai,then Cabinet Minister by a large margin.
