Digital collections selection criteria

Digital Collections Selection Criteria are applied by organisations (typically libraries) creating a digital library which of their existing holdings and forthcoming acquisitions to digitize for inclusion.

A strategy with defined selection priorities for digitization is critical, and should consider both preservation and access. factors to consider are:

  1. the value of materials
  2. the condition of materials
  3. use of materials
  4. material characteristics ensuring a high level of success

For the Library of Congress, items of national interest were prime candidates both to improve access and reduce wear and tear on the physical copies. [1]

In the early discussions about digitization of library materials the selection decisions were often proposed based on a desire for better access to that item's content, and not on the condition or value of the original item. [2] In 2001, Paula De Stefano [3] wrote that a use-based group of criteria was promising, as it is "fundamental to collection development and is the common thread in all selection decisions". In practice, however, her study showed that most digital projects focused on special collections, which are generally not the most popular items in the overall collection.

The persistent risk of disappearing "last copies". [4] and the declines seen in the condition of national treasures, as exemplified by the 2005 Heritage Health Index Report on the State of America's Collections [5] provide the rationale for establishing priorities and balancing access with preservation needs. The transient nature of electronic information can contribute to a phenomenon called "memory loss". This is a result of data extinctions as technologies become obsolete. There is also a drift away from original bibliographic contexts as time passes. [6]

A 1998 Council on Library and Information Sources white paper [7] identified the following comprehensive considerations for selection:

  1. assessment of the intellectual and physical nature of the source materials
  2. the number and location of current and potential users
  3. the current and potential nature of use
  4. the format and nature of the proposed digital product and how it will be described, delivered, and archived
  5. how the proposed product relates to other digitization efforts
  6. projections of costs in relation to benefits

The goal of digital preservation is the accurate rendering of authenticated content over time. The Association for Library Collections and Technical Services Preservation and Reformatting Section of the American Library Association, defined digital preservation as combination of "policies, strategies and actions that ensure access to digital content over time." According to the Harrod's Librarian Glossary, digital preservation is the method of keeping digital material alive so that they remain usable as technological advances render original hardware and software specification obsolete.

Library collection development is the process of systematically building the collection of a particular library to meet the information needs of the library users in a timely and economical manner using information resources locally held as well as resources from other organizations.

<span class="mw-page-title-main">Memory of the World Programme</span> UNESCO initiative to preserve heritage

UNESCO's Memory of the World (MoW) Programme is an international initiative launched to safeguard the documentary heritage of humanity against collective amnesia, neglect, decay over time and climatic conditions, as well as deliberate destruction. It calls for the preservation of valuable archival holdings, library collections, and private individual compendia all over the world for posterity, the reconstitution of dispersed or displaced documentary heritage, and increased accessibility to, and dissemination of, these items.

The National Digital Information Infrastructure and Preservation Program (NDIIPP) of the United States was an archival program led by the Library of Congress to archive and provide access to digital resources. The program convened several working groups, administered grant projects, and disseminated information about digital preservation issues. The U.S. Congress established the program in 2000, and official activity specific to NDIIPP itself wound down between 2016 and 2018. Oral history often touches on topics scarcely touched on by written documents, and by doing so, fills in the gaps of records that make up early historical documents.

Preservation metadata is item level information that describes the context and structure of a digital object. It provides background details pertaining to a digital object's provenance, authenticity, and environment. Preservation metadata, is a specific type of metadata that works to maintain a digital object's viability while ensuring continued access by providing contextual information, usage details, and rights.

The Center for Research Libraries is a consortium of North American universities, colleges, and independent research libraries, based on a buy-in concept for membership of the consortia. The consortium acquires and preserves traditional and digital resources for research and teaching and makes them available to member institutions through interlibrary loan and electronic delivery. It also gathers and analyzes data pertaining to the preservation of physical and digital resources, and fosters the sharing of expertise, in order to assist member libraries in maintaining their collections.

Digital artifactual value, a preservation term, is the intrinsic value of a digital object, rather than the informational content of the object. Though standards are lacking, born-digital objects and digital representations of physical objects may have a value attributed to them as artifacts.

Digital curation is the selection, preservation, maintenance, collection, and archiving of digital assets. Digital curation establishes, maintains, and adds value to repositories of digital data for present and future use. This is often accomplished by archivists, librarians, scientists, historians, and scholars. Enterprises are starting to use digital curation to improve the quality of information and data within their operational and strategic processes. Successful digital curation will mitigate digital obsolescence, keeping the information accessible to users indefinitely. Digital curation includes digital asset management, data curation, digital preservation, and electronic records management.

A digital library, also called an online library, an internet library, a digital repository, a library without walls, or a digital collection is an online database of digital objects that can include text, still images, audio, video, digital documents, or other digital media formats or a library accessible through the internet. Objects can consist of digitized content like print or photographs, as well as originally produced digital content like word processor files or social media posts. In addition to storing content, digital libraries provide means for organizing, searching, and retrieving the content contained in the collection. Digital libraries can vary immensely in size and scope, and can be maintained by individuals or organizations. The digital content may be stored locally, or accessed remotely via computer networks. The Medical Heritage Library (MHL) is a digital curation collaborative among several medical libraries which promotes free and open access to quality historical resources in medicine. The MHL is currently digitizing books and journals and is working to expand to the digitization of archival materials and still images. In 2010, the MHL began digitizing titles, mainly monographs, in a variety of medical history and related fields including chemistry, nursing, dentistry, audiology, physiology, psychology, psychiatry, biological science, hydrotherapy, weather, veterinary medicine, gardening, physical culture, and alternative medicine chosen for their scholarly, educational, and research value. Since the inception of the project, materials in audio and video formats have been added to the collection.

Collections management involves the development, storage, and preservation of cultural property, as well as objects of contemporary culture in museums, libraries, archives and private collections. Disaster preparedness in museums, galleries, libraries, archives and private collections, involves any actions taken to plan for, prevent, respond or recover from natural disasters and other events that can cause damage or loss to cultural property. 'Disasters' in this context may include large-scale natural events such as earthquakes, flooding or bushfire, as well as human-caused events such as theft and vandalism. Weeding is a vital process for an active collection because it ensures it stays current, relevant, and in good condition. Weeding should be done on a continuously. Educating the staff with workshops and presentations on collection quality, maintenance, and the importance and positive benefits of weeding the collection are important components for a library to consider.

The conservation and restoration of time-based media art is the practice of preserving time-based works of art. Preserving time-based media is a complex undertaking within the field of conservation that requires an understanding of both physical and digital conservation methods. It is the job of the conservator to evaluate possible changes made to the artwork over time. These changes could include short, medium, and long-term effects caused by the environment, exhibition-design, technicians, preferences, or technological development. The approach to each work is determined through various conservation and preservation strategies, continuous education and training, and resources available from institutions and organization across the globe.

The documentation of cultural property is a critical aspect of collections care. As stewards of cultural property, museums collect and preserve not only objects but the research and documentation connected to those objects, in order to more effectively care for them. Documenting cultural heritage is a collaborative effort. Essentially, registrars, collection managers, conservators, and curators all contribute to the task of recording and preserving information regarding collections. There are two main types of documentation museums are responsible for: records generated in the registration process—accessions, loans, inventories, etc. and information regarding research on objects and their historical significance. Properly maintaining both types of documentation is vital to preserving cultural heritage.
