Dioceldo S. Sy (born March 6, 1958 [1] ) is a Filipino businessman, sportsman, and team owner of Blackwater Elite in the Philippine Basketball Association. He is the sole proprietor of Ever Bilena Cosmetics, Inc. which he established in 1983. [2]

Early life

Sy started out as a messenger and clerk for his grandfather's pomade business. Through his grandfather, who was a Chinese immigrant, he learned about trading and dealing with people.

He studied, and at the same time played basketball, at UNO High School during his secondary years and at PSBA for his college education. After two years in college, he dropped out to work full-time for his grandfather. However, when his grandfather's business went bankrupt in 1980, he found himself in the streets and with no job. During this time, he became a freelance trader, buying and selling anything.

In 1983, with his savings from buying and selling, he put up his own cosmetic company, which is now known as Ever Bilena. [3] From a single-line company selling nail polish, Ever Bilena has grown into a major player in the cosmetics industry with over 1,000 products in the market. He has branched out into commercial ventures in food, health drinks, fragrances, soap and detergents.

Sports and charity work

As a sportsman and team owner, he bankrolled several basketball teams that bear the brands of his products, such as Blu Detergent and Shark Energy Drink in the PBL, Ever Bilena Gandang Pinay in the WPBL and Blackwater Sports in the PBA D-League. These teams brought home several championships through the years. [4]

He is former PBL chairman, and has been financing the stints of the Philippine women’s basketball team in several international tournaments and has been known to support charitable causes. He donated a P1.8 Million payloader to the Tacloban city government in the wake of the Yolanda tragedy. [5] He gave Asi Taulava his first break in Philippine basketball by signing him to play for Blu Detergent in the PBL in 1997 [6] and was once close to managing Manny Pacquiao before he became a world champion. He is chairman of the Philippine Secondary School Basketball Championship (PSSBC). [7]

He played for eight franchises during his career in the PBA. Cortez gained prominence in the amateur ranks for the De La Salle Green Archers in the UAAP and the ICTSI Archers in the Philippine Basketball League. The 2013–14 PBA season was the 39th season of the Philippine Basketball Association. The season formally opened on November 17, 2013, and finished on July 9, 2014. The league continued to use the three-conference format, starting with the Philippine Cup, or the traditional All-Filipino Conference. The 2014 PBA Expansion Draft is the third expansion draft of the Philippine Basketball Association (PBA). The draft was held on July 18, 2014, so that the newly founded teams Blackwater Elite and the Kia Sorento could acquire players for the 2014–15 season. A "protect 12" scheme was implemented for the draft, meaning that the 10 existing PBA teams could protect up to 12 players in their rosters and unconditionally release their unprotected players to the expansion pool. This was the first expansion draft held by the PBA since 2000, when Batang Red Bull Energizers entered the league as an expansion team. The draft was closed to the public as the final list was distributed only to the expansion clubs. Philippine Secondary Schools Basketball Championship (PSSBC) is an amateur basketball tournament participated by different high school basketball teams from the NCAA, UAAP and Filipino-Chinese leagues. PSSBC's mission is to provide an avenue for young basketball players to further hone their skills before they will advanced in the collegiate level. The PSSBC was founded in December 2012, by the Fil-Chinese owners of different brands, sanctioned by the Samahang Basketbol ng Pilipinas (SBP) and supported by Ever Bilena/Blackwater Elite, Rain or Shine, Freego, Jumbo Plastic Linoleum, MEC Networks, Hapee Toothpaste, Dickies Underwear, and Ironcon Builders.

Patrick Henry Aquino is a Filipino basketball coach who serves as the head coach of the Philippines women's national basketball team, he has been appointed by the Samahang Basketbol ng Pilipinas since December 2014 when the team have a new corporate backer Ever Bilena, replacing long-time mentor Haydee Ong. This is the second time that Aquino has coached a national team, Aquino was once manned coaching duties for the Philippines women's national under-19 basketball team. Among his coaching achievements for promoted into Level 1 of 2017 FIBA Asia Women's Championship.

Ever Bilena, Inc. (EB) is a Philippine cosmetics company based in Caloocan, Metro Manila, Philippines.

The Fil-sham controversy refers to a player eligibility issue which affected the Philippine Basketball Association (PBA), the top-flight and professional basketball league in the Philippines in the early 2000s. The eligibility of certain Filipinos with foreign heritage to play in the league has been disputed which led the PBA to place more restriction on Filipinos born overseas and/or of foreign descent.
