Disability policy in Sweden

Of the 10.23 million people living in Sweden, [1] it is estimated that around 20% are living with a disability. [2] Since the late 20th century, Swedish policy toward disabilities has been centered around the idea of equal opportunity and equal rights for all. National, regional, and local governments play a part in creating an equal society, giving those with disabilities the chance to be economically and socially stable.

Currently, Sweden has a two tier disability pension program. The first tier is a universal disability pension program that allows anyone between the ages of 16 and 64 to receive disability pay if they are unable to do a quarter of what they could initially do. The second tier encompasses an earnings-related disability benefit that depends upon the contributions made by the workers and the level of disability. [3]

Background

In the 19th and early 20th century, Sweden had little to no legislation protecting people with disabilities and openly treated them as second class citizens who didn't deserve to have equal opportunity. They would incarcerate people that were believed to have a disability, including children as young as seven years old to ensure that they wouldn't reproduce or contaminate society. [4] This was Sweden's initial solution for dealing with people with disabilities.

In the mid-20th century, this began to gradually change as Sweden started to pass legislation that supported people with disabilities living outside of institutions and they began to toy with the idea of other programs that would help people with disabilities. In recent years, they have taken great strides towards guaranteeing equal rights and opportunities to people that have disabilities through the implementation of government programs and legislation, regarding education, employment, housing, and transportation.

Government programs and legislation

Since the 1980s, drastic additions to government programs and legislation have closed the gap of inequality between people with disabilities and those that are full functioning members of society, giving people with disabilities the opportunity to have jobs, receive an education, and live in their own housing with help if necessary. In order to qualify for any sort of disability pay, a person has to be able to do 25% less than what they were initially able to do. To qualify for full disability pay, a person has to be able to do 84% less than what they were initially able to do. [3]

Social Services Act

The Social Services Act implemented in 1982 and since changed many times covers a wide array of people in addition to persons with functional disabilities, including the elderly, children, crime victims, and people that have alcohol or drug addictions. It states that those who are under the age of 65 with a functional disability are able to request services such as a companion to help with errands, special housing options that would allow them to be cared for 24 hours a day, and home help services if they need assistance with personal care. [5]

Cash sickness benefit

If a worker is ill and unable to work, they will receive full pay for up to 90 days. [3]

Education Act

The Education Act guarantees that starting at the age of 6, all children will have equal access to education opportunities. It also insures that children who may need extra help in school, meaning children that have disabilities will receive it. [6]

Housing grants

These allow people to request grants in order to modify their living space to make it more accessible with their disability. [7]

Vocational rehabilitation

Vocational rehabilitation is automatically offered to every person with a disability, but in order to receive a referral to a rehabilitation facility, it has to be believed that you will be able to do at least half of what you could do before the disability. [3]

Car subsidies

People who are unable to ride public transportation or have a difficult time can request subsidies that help them purchase a car so they are able to get around easier. [8]

Employment

A significant amount of research has been done on the employment of people with disabilities in Sweden and it has been found that although employers don't have a direct bias against people with disabilities, they are much more hesitant to hire them because of the future problems that they expect. [9] Although there has been improvement, research has found that the number of adults with mental disabilities is extremely low in the regular workforce. Those that are working and have disabilities often feel that they are being left out of social outings and are given work that isn't relative to their level of skill, which causes dissatisfaction, increasing the chance that they will retire early.

Sheltered employment

One of the solutions for increasing the number of people with disabilities in the workforce has been sheltered employment. In Sweden, there's only one foundation that does this, called Samhall, which was established as a limited liability company in 1992 and receives government funding and subsidies to train their workers. [10] Unlike most other countries, Sweden doesn't have any legislation or policies that are directed at sheltered employment policies. In Sweden, the average age of a worker with a disability in sheltered employment is 46 years old and the average time that a person with a disability works there is around 8 years. [10]

Unlike many other countries, Sweden allows these workers with disabilities to sign a contract that is identical to what a general worker would sign. [10] Another unique factor in Sweden is that almost 100% of workers with disabilities working in sheltered employment jobs are members of a union, guaranteeing them collective bargaining. [10] The main goal of sheltered employment is to offer people with disabilities the opportunity to work with the same rights that they would have if they didn't have a disability. It also can help persons get back into the regular workforce, although, this is rare depending upon their disability.

Employees work in return for wages, which can be paid on the basis of an hourly rate, by piecework or an annual salary, depending on the type of work an employee does, the prevailing conditions of the sector and the bargaining power between the parties. Employees in some sectors may receive gratuities, bonus payments or stock options. In some types of employment, employees may receive benefits in addition to payment. Benefits may include health insurance, housing, disability insurance. Employment is typically governed by employment laws, organisation or legal contracts.

The disability rights movement is a global social movement that seeks to secure equal opportunities and equal rights for all people with disabilities.

The Workforce Investment Act of 1998 was a United States federal law that was repealed and replaced by the 2014 Workforce Innovation and Opportunity Act.

People with disabilities in the United States are a significant minority group, making up a fifth of the overall population and over half of Americans older than eighty. There is a complex history underlying the U.S. and its relationship with its disabled population, with great progress being made in the last century to improve the livelihood of disabled citizens through legislation providing protections and benefits. Most notably, the Americans with Disabilities Act is a comprehensive anti-discrimination policy that works to protect Americans with disabilities in public settings and the workplace.

Social Security Disability Insurance is a payroll tax-funded federal insurance program of the United States government. It is managed by the Social Security Administration and designed to provide monthly benefits to people who have a medically determinable disability that restricts their ability to be employed. SSDI does not provide partial or temporary benefits but rather pays only full benefits and only pays benefits in cases in which the disability is "expected to last at least one year or result in death." Relative to disability programs in other countries in the Organisation for Economic Co-operation and Development (OECD), the SSDI program in the United States has strict requirements regarding eligibility.

The term sheltered workshop refers to an organization or environment that employs people with disabilities separately from others, usually with exemptions from labor standards, including but not limited to the absence of minimum wage requirements.

Social welfare has long been an important part of New Zealand society and a significant political issue. It is concerned with the provision by the state of benefits and services. Together with fiscal welfare and occupational welfare, it makes up the social policy of New Zealand. Social welfare is mostly funded through general taxation. Since the 1980s welfare has been provided on the basis of need; the exception is universal superannuation.

Social security, in Australia, refers to a system of social welfare payments provided by Australian Government to eligible Australian citizens, permanent residents, and limited international visitors. These payments are almost always administered by Centrelink, a program of Services Australia. In Australia, most payments are means tested.

Supported employment refers to service provisions wherein people with disabilities, including intellectual disabilities, mental health, and traumatic brain injury, among others, are assisted with obtaining and maintaining employment. Supported employment is considered to be one form of employment in which wages are expected, together with benefits from an employer in a competitive workplace, though some versions refer to disability agency paid employment. Companies such as Skilcraft in the United States are an example of "supported employment" which is defined in law for state and federal reimbursements.

National Disability Employment Awareness Month was declared in 1988 by the United States Congress for the month of October to raise awareness of the employment needs and contributions of individuals with all types of disabilities. The month is an extension of "National Employ the Physically Handicapped Week" originally observed during the first week of October beginning in 1945. In 1962 the word "physically" was removed from that week to acknowledge the employment needs and contributions of individuals with all types of disabilities. Americans observe National Disability Employment Awareness Month by paying tribute to the accomplishments of the men and women with disabilities whose work helps keep the nation's economy strong and by reaffirming their commitment to ensure equal opportunity for all citizens.

Social security or welfare in Finland is very comprehensive compared to what almost all other countries provide. In the late 1980s, Finland had one of the world's most advanced welfare systems, which guaranteed decent living conditions to all Finns. Created almost entirely during the first three decades after World War II, the social security system was an outgrowth of the traditional Nordic belief that the state is not inherently hostile to the well-being of its citizens and can intervene benevolently on their behalf. According to some social historians, the basis of this belief was a relatively benign history that had allowed the gradual emergence of a free and independent peasantry in the Nordic countries and had curtailed the dominance of the nobility and the subsequent formation of a powerful right wing. Finland's history was harsher than the histories of the other Nordic countries but didn't prevent the country from following their path of social development.

Ableism is discrimination and social prejudice against people with physical or mental disabilities. Ableism characterizes people as they are defined by their disabilities and it also classifies disabled people as people who are inferior to non-disabled people. On this basis, people are assigned or denied certain perceived abilities, skills, or character orientations.

Council for Canadians with Disabilities (CCD), formerly known as the Coalition of Provincial Organizations of the Handicapped (COPOH), was created by people with disabilities in 1976 to provide support for all people with disabilities who seek the opportunity to go to school, work, volunteer, have a family, and participate in recreational, sport and cultural activities. The CCD is a national human rights organization of people with disabilities working for an accessible and inclusive Canada. In the 1970s, the CCD became a permanent part of the disability rights movement and it became a fluid entity that includes people with a range of different disabilities. To manage the work that will lead to the achievement of this goal, CCD established the following Committees to guide their activities in key areas:

  1. Human Rights Committee: Identifies Human Rights Committee issues of concern to persons with disabilities that could be addressed through law reform initiatives.
  2. Social Policy Committee: Identifies Social Policy Committee issues of national concern to persons with disabilities.
  3. Transportation Committee
  4. International Development Committee: Provides advice to CCD National Council on reforms that would improve the effect of Canada's foreign aid and policy on persons with disabilities.
  5. Access to Technology Committee.

The world's poor are significantly more likely to have or incur a disability within their lifetime compared to more financially privileged populations. The rate of disability within impoverished nations is notably higher than that found in more developed countries. Since the early 2010s there has been growing research in support of an association between disability and poverty and of a cycle by which poverty and disability are mutually reinforcing. Physical, cognitive, mental, emotional, sensory, or developmental impairments independently or in tandem with one another may increase one's likelihood of becoming impoverished, while living in poverty may increase one's potential of having or acquiring disability in some capacity.

According to a 2012 survey by Statistics Canada, around 3.8 million adult Canadians reported being "limited in their daily activities due to a disability". This represented 13.7% of the adult population. The three most-prevalent forms of disability in Canada are chronic pain issues, mobility, and flexibility limitations. Around 11% of Canadian adults experience one of these disability types, and 40% of those people have had all three at the same time. Disabled people in Canada have historically experienced many forms of discrimination and abuse, such as segregation, institutionalization, and compulsory sterilization. They were not given the same rights as non-disabled people until the end of the 1970s, when the Coalition of Provincial Organizations of the Handicapped initiated significant changes. Legislation intended to protect disabled Canadians include the Charter of Rights and Freedoms, the Canadian Human Rights Act, and the Employment Equity Act.

In Japan, a person with a disability is defined as: "a person whose daily life or life in society is substantially limited over the long term due to a physical disability or mental disability". Japan ratified the United Nations Convention on the Rights of Persons with Disabilities (CRPD) on 20 January 2014.

The European Union policy for disabled people guarantees governmental responsibility for all disabled people in all of the EU's 27 member states. This policy operates in the framework of the subsidiarity principle: if possible, one should improve at the national level, though in principle the EU will refrain from setting hefty laws in this area. Through the activities of the Council of Europe and the United Nations, the EU disability policy has since been in effect in many EU countries for years.
