The Disaster Accountability Project (DAP) is a non-partisan watchdog organization dedicated to improving disaster management systems. DAP was founded in 2007 by Ben Smilowitz as a reaction to the responses to hurricanes Katrina and Rita. [1] DAP is a 501(c)(3) non-profit organization and is a 2008 Echoing Green fellowship organization. [2]
The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS), initially created under President Jimmy Carter by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the President that FEMA and the federal government respond to the disaster. The only exception to the state's gubernatorial declaration requirement occurs when an emergency or disaster takes place on federal property or to a federal asset—for example, the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, or the Space Shuttle Columbia in the 2003 return-flight disaster.
James Lee Witt is a former director of the Federal Emergency Management Agency (FEMA), during the tenure of U.S. President Bill Clinton and is often credited with raising the agency's level of professionalism and ability to respond to disasters.
An office of emergency management (OEM), alternatively called an emergency management office (EMO), or an emergency management agency (EMA) in some areas, is an agency at the local, tribal, state, national or international level that holds responsibility for comprehensively planning for and responding to and recovering from all manner of disasters, whether man-made or natural. An OEM may also be requested to provide consequence management for large special events such as major gatherings, visiting dignitaries, etc.
Emergency management or disaster management is the managerial function charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies, which can be understood as minor events with limited impacts and are managed through the day to day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own. The management of disasters tends to require some combination of activity from individuals and households, organizations, local, and/or higher levels of government. Although many different terminologies exist globally, the activities of emergency management can be generally categorized into preparedness, response, mitigation, and recovery, although other terms such as disaster risk reduction and prevention are also common. The outcome of emergency management is to prevent disasters and where this is not possible, to reduce their harmful impacts.
Michael DeWayne Brown is an American attorney and former government official who served as the administrator of the Federal Emergency Management Agency (FEMA) from 2003 to 2005. He joined FEMA as general counsel in 2001 and became deputy director the same year. Appointed in January 2003 by President George W. Bush to lead FEMA, Brown resigned in September 2005 following his controversial handling of Hurricane Katrina. Brown currently hosts a radio talk show on 630 KHOW in Denver, Colorado.

The Robert T. Stafford Disaster Relief and Emergency Assistance Act is a 1988 United States federal law designed to bring an orderly and systematic means of federal natural disaster assistance for state and local governments in carrying out their responsibilities to aid citizens. Congress's intention was to encourage states and localities to develop comprehensive disaster preparedness plans, prepare for better intergovernmental coordination in the face of a disaster, encourage the use of insurance coverage, and provide federal assistance programs for losses due to a disaster.

The term FEMA trailer, or FEMA travel trailer, is the name commonly given by the United States Government to forms of temporary manufactured housing assigned to the victims of natural disaster by the Federal Emergency Management Agency (FEMA). Such trailers are intended to provide intermediate term shelter, functioning longer than tents which are often used for short-term shelter immediately following a disaster. FEMA trailers serve a similar function to the "earthquake shacks" erected to provide interim housing after the 1906 San Francisco earthquake.
Internally displaced persons in the United States are people from the Gulf States region in the southern United States, most notably New Orleans, Louisiana, who were forced to leave their homes because of the devastation brought on by Hurricane Katrina in 2005 and were unable to return because of a multitude of factors, and are collectively known as the Gulf Coast diaspora and by standard definition considered IDPs. At their peak, hurricane evacuee shelters housed 273,000 people and, later, FEMA trailers housed at least 114,000 households. Even a decade after Hurricane Katrina, many victims who were forced to relocate were still unable to return home.
Andrew Velasquez III is the former Regional Administrator for the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA), Region V. He coordinated preparedness, response, recovery, and mitigation activities for the states of Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. Prior to his appointment as Region V administrator he served as Director of the Illinois Emergency Management Agency and Executive Director of Chicago's Office of Emergency Management and Communication.
The Oklahoma Department of Emergency Management (OEM) is a department of the government of Oklahoma responsible for coordinating the response to a natural disaster that has occurred in the State and that has overwhelmed the abilities of local authorities. This is achieved primarily through the development and maintenance of a comprehensive statewide emergency management plan. OEM is responsible for coordinating the efforts of the federal government with other state departments and agencies, county and municipal governments and school boards, and with private agencies that have a role in emergency management.

Emergency Responder Health Monitoring and Surveillance (ERHMS) is a health monitoring and surveillance framework developed by a consortium of federal agencies, state health departments, and volunteer responder groups designed to address existing gaps in surveillance and health monitoring of emergency responders. The framework provides recommendations, guidelines, tools, and trainings to protect emergency responders during each phase of an emergency response, including pre-deployment, deployment, and post-deployment phases. ERHMS was designed to function within the Federal Emergency Management Agency's (FEMA's) National Incident Management System (NIMS), a systematic approach to emergency management. The ERHMS trainings satisfy Public Health Emergency Preparedness capability 14, "Responder Safety and Health."
Sahana Software Foundation is a Los Angeles, California-based non-profit organization founded to promote the use of free and open-source software (FOSS) for disaster and emergency management. The foundation's mission statement is to "save lives by providing information management solutions that enable organizations and communities to better prepare for and respond to disasters." The foundation's Sahana family of software products include Eden, designed for humanitarian needs management; Vesuvius, focused on the disaster preparedness needs of the medical community; and legacy earlier versions of Sahana software including Krakatoa, descended from the original Sahana code base developed following the 2004 Indian Ocean tsunami. The word "Sahana" means "relief" in Sinhalese, one of two national languages of Sri Lanka.
The Promoting Resilience and Efficiency in Preparing for Attacks and Responding to Emergencies Act, or PREPARE Act, of 2017 is a bill introduced in the United States House of Representatives by U.S. Representative Dan Donovan. The bill would assist American attempts to protect the nation from potential terror attacks and fortify emergency response capabilities through reauthorizing grants for programs that are necessary for disaster relief.
