Dosso is a city in the south-west corner of Niger. It lies 130–140 kilometres (81–87 mi) south-east of the capital Niamey at the junction of the main routes to Zinder and Benin. The eighth-most populous town in Niger and the largest in Dosso Region, it had an official population during the 2001 census of 43,561. The population grew to 58,671 in the 2012 census. He led the Nigerien Party for Democracy and Socialism (PNDS-Tarayya), a social democratic party, from its foundation in 1990 until his election as president in 2011. During the Presidency of Mamadou Tandja (1999–2010), Issoufou was the main opposition leader.

It was the leading political party of the pre-independence era, becoming the sole legal party of the First Republic (1960–1974). It was led by Niger's first President, Hamani Diori. After the end of military rule, the party reappeared as a minor parliamentary party led by Diori's son, Abdoulaye Hamani Diori.

A leading member of the Nigerien Party for Democracy and Socialism (PNDS-Tarayya), he was Minister of Communication, Culture, Youth and Sports from 1993 to 1994, President of the PNDS Parliamentary Group from 1999 to 2004, Director of the Cabinet of the President from 2011 to 2013, Minister of the Interior from 2013 to 2016, and Minister of National Defense in 2016 and minister of Foreign Affairs since 2021.
Foumakoye Gado is a Nigerien politician who is currently serving as the President of the Nigerien Party for Democracy and Socialism (PNDS-Tarayya). He served in the government of Niger as Minister of Mines and Energy from April 1993 to October 1994 and he held the same post for a second time from April 2011 to September 2011. He has served as Minister of Oil since September 2011, with responsibility for energy as well until October 2016.

As a member of the Democratic and Social Convention (CDS-Rahama), he was a Deputy in the National Assembly of Niger and then served in the government of Niger as Minister of Public Health from 2007 to 2009. He left the CDS-Rahama in 2009 and was elected to the National Assembly as an independent candidate.
A coup d'état occurred in Niger on 18 February 2010. Soldiers attacked the presidential palace in Niamey under weapons fire at midday and captured President Mamadou Tandja, who was chairing a government meeting at the time. Later in the day, the rebels announced on television the formation of the Supreme Council for the Restoration of Democracy (CSRD), headed by chef d'escadron Salou Djibo.

After President Mamadou Tandja's attempts to remain in power after the end of his term, Djibo led the military coup of 18 February 2010 that ousted Tandja, after which he became the head of the Supreme Council for the Restoration of Democracy.
