The Dominica Association of Industry and Commerce (DAIC) is a Chamber of Commerce in the Dominica. It is responsible for the representation of private sector interests in Dominica.

He holds an undergraduate degree in Chemical Engineering from the University of New Brunswick, a master's degree in Management Engineering from the University of Connecticut in Bridgeport. He also holds a certificate in Planning, Public Administration and Project Management from the Hartford Institute of Public Administration. Astaphan is a well known private sector leader, having led the Dominica Association of Industry and Commerce for a number of years.

He was Deputy Leader of the UWP from its inception until December 2005 and he was appointed Minister of Finance, Industry and Planning from June 1995 to February 2000 during the UWP-led administration. Following a leadership struggle after the May 5 2005 general elections, Timothy crossed the floor and became a member of the Dominica Labour Party.
