The East Side Big Pipe is a large sewer line and tunnel in Portland in the U.S. state of Oregon. It is part of a combined sewer system of pipes, sumps, drains, pumps, and other infrastructure that transports sewage and stormwater run-off to the city's Columbia Boulevard Wastewater Treatment Plant. The East Side Big Pipe project, begun in 2006 and finished in 2011, was the largest of a 20-year series of projects designed to nearly eliminate combined sewer overflows (CSO)s into the Willamette River and the Columbia Slough. The combined projects were completed on time, and they reduced CSOs into the river by 94 percent and into the slough by more than 99 percent.
From the mid-19th century until the mid-20th century, Portland's combined sewer system poured untreated sewage into the Willamette River and the Columbia Slough. In 1952, the city built its first plant to treat wastewater, which included stormwater run-off as well as raw sewage. However, the existing sewer pipes were often overwhelmed by surges of stormwater from big storms, and the resulting CSOs continued to pollute the river and the slough. In 1991, the city signed an agreement with the Oregon Department of Environmental Quality to nearly eliminate these CSOs. [1]
Over the next 20 years, the city took a series of steps to reach its goals: a 99 percent reduction in CSOs into the Columbia Slough by the year 2000 and a 94 percent reduction in CSOs into the river by December 2011. As first steps, the city helped property owners disconnect their roof drains from sewer lines, [2] built separate storm sewers in some locations, diverted surface streams away from the combined sewers, and added sumps and other devices to control surges of stormwater. These relatively low-cost efforts reduced the stormwater entering the system by more than 2 billion US gallons (7.6 Gl ) a year. [3]
By 2000, the city completed a more complicated project, the 3.5-mile (5.6 km) Columbia Slough Consolidation Conduit. A separate project completed in 2006 centered on construction of the 3.5-mile (5.6 km) West Side CSO Tunnel and the Swan Island Pump Station. By late 2011, the city finished the largest of the CSO projects, the East Side Big Pipe. The combined projects were completed on schedule and met the intended goals. [3]
Work on the East Side Big Pipe began in 2006 and was completed in late 2011. Its tunnel is almost 6 miles (9.7 km) long. It lies at an average of 150 feet (46 m) below the surface along the east bank of the Willamette River from the intersection of Southeast 17th Avenue and McLoughlin Boulevard to Swan Island. The pipe in the tunnel has an inside diameter of 22 feet (6.7 m). [4]
The East Side tunnel was the largest sewer construction project ever undertaken by the City of Portland. A contractor, Kiewit-Bilfinger Berger (KBB), used a tunnel boring machine that was 300 feet (91 m) long and had a cutting head that was 25 feet (7.6 m) in diameter. In addition to the tunnel and the pipe, the project involved building seven access shafts, connecting pipelines, and the Portsmouth Forcemain, which carries sewage from the Swan Island Pump Station to the Columbia Boulevard Wastewater Treatment Plant. The Portsmouth Forcemain, 3 miles (4.8 km) long and 66 inches (170 cm) in diameter, runs north from the pump station across Swan Island and under Waud Bluff and North Willamette Boulevard. There it meets the pre-existing Portsmouth Tunnel, which conveys combined sewage by gravity to the treatment plant. [5]
Costs associated with the CSO projects, which totaled about $1.4 billion, included $450 million for the East Side CSO Tunnel and $70 million for the Portsmouth Forcemain. Most of the financing for the projects is coming from sewer ratepayers and almost none from state or Federal governments. [6]
The route parallels the east side of the Willamette River mostly within a few blocks. Six vertical shafts were built to manage and facilitate tunnel construction. [7] These are listed in reverse flow direction, or North to South.

The Willamette River is a major tributary of the Columbia River, accounting for 12 to 15 percent of the Columbia's flow. The Willamette's main stem is 187 miles (301 km) long, lying entirely in northwestern Oregon in the United States. Flowing northward between the Oregon Coast Range and the Cascade Range, the river and its tributaries form the Willamette Valley, a basin that contains two-thirds of Oregon's population, including the state capital, Salem, and the state's largest city, Portland, which surrounds the Willamette's mouth at the Columbia.
A sanitary sewer is an underground pipe or tunnel system for transporting sewage from houses and commercial buildings to a sewage treatment plant or disposal. Sanitary sewers are a type of gravity sewer and are part of an overall system called a "sewage system" or sewerage. Sanitary sewers serving industrial areas may also carry industrial wastewater. In municipalities served by sanitary sewers, separate storm drains may convey surface runoff directly to surface waters. An advantage of sanitary sewer systems is that they avoid combined sewer overflows. Sanitary sewers are typically much smaller in diameter than combined sewers which also transport urban runoff. Backups of raw sewage can occur if excessive stormwater inflow or groundwater infiltration occurs due to leaking joints, defective pipes etc. in aging infrastructure.
A storm drain, storm sewer, surface water drain/sewer, or stormwater drain is infrastructure designed to drain excess rain and ground water from impervious surfaces such as paved streets, car parks, parking lots, footpaths, sidewalks, and roofs. Storm drains vary in design from small residential dry wells to large municipal systems.
The Anacostia River is a river in the Mid Atlantic region of the United States. It flows from Prince George's County in Maryland into Washington, D.C., where it joins with the Washington Channel to empty into the Potomac River at Buzzard Point. It is about 8.7 miles (14.0 km) long. The name "Anacostia" derives from the area's early history as Nacotchtank, a settlement of Necostan or Anacostan Native Americans on the banks of the Anacostia River.
The Thames Tideway Tunnel is a 25 km (16 mi) combined sewer under construction running mostly under the tidal section (estuary) of the River Thames across Inner London to capture, store and convey almost all the raw sewage and rainwater that currently overflows into the estuary. These events occur when rainfall volumes exceed the capacity of Bazalgette's and other engineers' London sewerage system. The tunnelling phase of the project was completed in April 2022.
The Milwaukee Metropolitan Sewerage District (MMSD) is a regional government agency that provides water reclamation and flood management services for about 1.1 million people in 28 communities in the Greater Milwaukee Area. A recipient of the U.S. Water Prize and many other awards, the District has a record of 98.4 percent, since 1994, for capturing and cleaning wastewater from 28 communities in a 411-square-mile (1,060 km2) area. The national goal is 85 percent of all the rain and wastewater that enters their sewer systems.
The District of Columbia Water and Sewer Authority provides drinking water, sewage collection and sewage treatment for the District of Columbia, in the United States. The utility also provides wholesale wastewater treatment services to several adjoining municipalities in Maryland and Virginia, and maintains more than 9,000 public fire hydrants in the District of Columbia. DC Water was created in 1996 when the District Government and the U.S. federal government established it as an independent authority of the District government.
A combined sewer is a type of gravity sewer with a system of pipes, tunnels, pump stations etc. to transport sewage and urban runoff together to a sewage treatment plant or disposal site. This means that during rain events, the sewage gets diluted, resulting in higher flowrates at the treatment site. Uncontaminated stormwater simply dilutes sewage, but runoff may dissolve or suspend virtually anything it contacts on roofs, streets, and storage yards. As rainfall travels over roofs and the ground, it may pick up various contaminants including soil particles and other sediment, heavy metals, organic compounds, animal waste, and oil and grease. Combined sewers may also receive dry weather drainage from landscape irrigation, construction dewatering, and washing buildings and sidewalks.
Sanitary sewer overflow (SSO) is a condition in which untreated sewage is discharged from a sanitary sewer into the environment prior to reaching sewage treatment facilities. When caused by rainfall it is also known as wet weather overflow. Causes of sanitary sewer overflows include: Blockage of sewer lines, infiltration/Inflow of excessive stormwater into sewer lines during heavy rainfall, malfunction of pumping station lifts or electrical power failure, broken sewer lines. Prevention of such overflow events involves regular maintenance and timely upgrades of infrastructure.
Clean Water Services is the water resources management utility for more than 600,000 residents in urban Washington County, Oregon and small portions of Multnomah County, Oregon and Clackamas County, Oregon, in the United States. Clean Water Services operates four wastewater treatment facilities, constructs and maintains flood management and water quality projects, and manages flow into the Tualatin River to improve water quality and protect fish habitat. They are headquartered in Hillsboro.
The Ashbridges Bay Wastewater Treatment Plant is the city of Toronto's main sewage treatment facility, and the second largest such plant in Canada after Montreal's Jean-R. Marcotte facility. One of four plants that service the city of Toronto, it treats the wastewater produced by some 1.4 million of the city's residents and has a rated capacity of 818,000 cubic metres per day. Until 1999 it was officially known as the Main Treatment Plant. The plant has a 185 m (607 ft) high smokestack which is visible from most parts of the city.
A marine outfall is a pipeline or tunnel that discharges municipal or industrial wastewater, stormwater, combined sewer overflows (CSOs), cooling water, or brine effluents from water desalination plants to the sea. Usually they discharge under the sea's surface. In the case of municipal wastewater, effluent is often being discharged after having undergone no or only primary treatment, with the intention of using the assimilative capacity of the sea for further treatment. Submarine outfalls are common throughout the world and probably number in the thousands. The light intensity and salinity in natural sea water disinfects the wastewater to ocean outfall system significantly. More than 200 outfalls alone have been listed in a single international database maintained by the Institute for Hydromechanics at Karlsruhe University for the International Association of Hydraulic Engineering and Research (IAHR) / International Water Association (IWA) Committee on Marine Outfall Systems.
The Columbia Slough is a narrow waterway, about 19 miles (31 km) long, in the floodplain of the Columbia River in the U.S. state of Oregon. From its source in the Portland suburb of Fairview, the Columbia Slough meanders west through Gresham and Portland to the Willamette River, about 1 mile (1.6 km) from the Willamette's confluence with the Columbia. It is a remnant of the historic wetlands between the mouths of the Sandy River to the east and the Willamette River to the west. Levees surround much of the main slough as well as many side sloughs, detached sloughs, and nearby lakes. Drainage district employees control water flows with pumps and floodgates. Tidal fluctuations cause reverse flow on the lower slough.
The West Side Combined Sewer Overflow Tunnel is a tunnel in Portland, Oregon, United States. It receives and stores overflow from the combined sewer system before it can reach the Willamette River. The main tunnel is 14 feet (4.3 m) in diameter and 3.5 miles (5.6 km) long for a capacity of 2,850,000 cubic feet (81,000 m3) and connects to dozens of smaller sewer overflow interceptors along the west side of the Willamette River.

The Lee Tunnel, also known as the Stratford to East Ham deep tunnel, is a paradigm overflow sewer in East London for storage and conveyance of foul sewage mixed with rainwater. It was built as part of the Thames Tideway Scheme and runs from Abbey Mills Pumping Station down to pumps and storage tanks at Jenkins Lane, Beckton Sewage Treatment Works. It is wholly under the London Borough of Newham.
Tanner Creek is a small tributary of the Willamette River in Portland in the U.S. state of Oregon. Named after a tannery owned by one of the city's founders, it begins in what is now the Sylvan–Highlands neighborhood in the Tualatin Mountains west of downtown. In the 19th century the creek flowed on the surface, running northeast across the city, past what later became Providence Park and into a shallow lake and wetlands in what became the Pearl District, bordering the river.
The Great Lakes Water Authority (GLWA) is a regional water authority in the U.S. state of Michigan. It provides drinking water treatment, drinking water distribution, wastewater collection, and wastewater treatment services for the Southeast Michigan communities, including Wayne, Oakland, and Macomb counties, among others. GLWA overlays a majority of the water and sewer assets which were formerly operated and maintained by the Detroit Water Sewer District (DWSD) prior to the bankruptcy of the City of Detroit, Michigan.
A gravity sewer is a conduit utilizing the energy resulting from a difference in elevation to remove unwanted water. The term sewer implies removal of sewage or surface runoff rather than water intended for use; and the term gravity excludes water movement induced through force mains or vacuum sewers. Most sewers are gravity sewers; because gravity offers reliable water movement with no energy costs wherever grades are favorable. Gravity sewers may drain to sumps where pumping is required to either force sewage to a distant location or lift sewage to a higher elevation for entry into another gravity sewer, and lift stations are often required to lift sewage into sewage treatment plants. Gravity sewers can be either sanitary sewers, combined sewers, storm sewers or effluent sewers.
