Eddy Wymeersch is former Chair of the Committee of European Securities Regulators [1] [2] (CESR), former Chairman of the Supervisory Board of the Banking, Finance and Insurance Commission (Belgium), Brussels; [3] Chairman of the European Regional Committee and Member of the Executive Committee and of the Technical Committee of the International Organization of Securities Commissions.

Career

Mr Wymeersch has held several public functions in Belgium. He is a Member of the European Corporate Governance Forum and Member of the Belgian High level Committee for a new Financial Architecture. He is the current Chairman of the European Corporate Governance Institute.

He is Emeritus Professor of Commercial Law, University of Ghent, Belgium, teaching on company law, securities regulation and banking law and Co-founder of the Financial Law Institute, University of Ghent. Mr Wymeersch was also Co-chair of the CESR-ESCB [4] Working group on clearing and settlement.

He has been consultant to the EU Commission, World Bank and IFC; a member of the corporate governance commission of the Brussels Stock Exchange and chairman of the SLIM working party (Simpler Legislation for the Internal Market) [5] on the 1st and 2nd directive.

Mr Wymeersch has been an adviser to the Belgian Government - as member of the Legislative Branch of the Council of State. He was a member of the supervisory board of the National Bank of Belgium and the Belgian Corporate Governance Commission. He was Chairman of the Board of Brussels International Airport Company (BIAC) and adviser on governance issues to several listed Belgian companies.

He was also a member of the board of the Belgian-Luxemburg Exchange Control (Institut Belgo-Luxembourgeois du Change), chaired by the Governor of the Belgian National Bank, [6] until November 2002 when this institution was dissolved (Euro).

Additionally, Mr Wymeersch has been a member of the Beirat of the Max Planck Institute for Comparative and International Private Law in Hamburg and a member of the editorial or advisory boards of several Belgian and European law reviews.

He has published widely [7] [8] on securities regulation, companies law and corporate governance.

Mr Wymeersch studied law at Ghent University and Harvard Law School.

Pascal Lamy French businessman and political advisor

Pascal Lamy is a French political consultant and businessman. He was the Director-General of the World Trade Organization (WTO) from 1 September 2005 to 1 September 2013 for 8 years. In April 2009, WTO members reappointed Lamy for a second 4-year term, beginning on 1 September 2009. He was then succeeded by Roberto Azevêdo. Pascal Lamy was also European Commissioner for Trade for 5 years, from 13 September 1999 to 22 November 2004 and is an advisor for the transatlantic think-tank European Horizons, as well as currently serving as the Honorary President of the Paris-based think tank, Notre Europe.

Single Supervisory Mechanism

The Single Supervisory Mechanism (SSM) is the first pillar of the European banking union and is the legislative and institutional framework that grants the European Central Bank (ECB) a leading supervisory role over banks in the EU. The ECB directly supervises the larger banks while it does it indirectly for the smaller ones. Eurozone countries are required to participate, while participation is voluntary for non-eurozone EU member states. In October 2020, two non-Eurozone countries joined the European banking supervision mechanism through a process known as close cooperation: Bulgaria and Croatia. As of early 2021, the SSM directly supervises 115 banks across the Union, representing almost 82% of banking assets of these countries. The SSM, along with the Single Resolution Mechanism are the two central components of the European banking union.
