Ecopass

As Milan city Councilor for Mobility, Transport and the Environment, he introduced an innovative urban road pricing toll, related to fine dust emissions, to access the city centre since 2 January 2008. [1] The system called Ecopass has been defined as a pollution charge [1] in the category of Congestion pricing systems. Ecopass reduced PM10 emissions by 23% in the first 11 months of operation. [2] It has been studied by researchers and policy makers worldwide [3] [4] as an example of transport economics. Ecopass reduced congestion (the congestion index fell by 4,7%) and improved road safety (a 10.5% drop in accidents in the toll zone). [5]

City referendum

After leaving the Municipality he assumed the role of President of the “committee for referendums on the environment and the quality of life in Milan” in 2010. [6] The committee promoted referendums on mobility, energy, water, green, and the world EXPO 2015. [2] :58 All the referendums were approved with votes between 79% and 95%. [7] The experience is considered an exemplar case of environmental democracy at the international level, as it was sponsored by deputy majors of five major European cities. [8]

Electronic toll collection (ETC) is a wireless system to automatically collect the usage fee or toll charged to vehicles using toll roads, HOV lanes, toll bridges, and toll tunnels. It is a faster alternative which is replacing toll booths, where vehicles must stop and the driver manually pays the toll with cash or a card. In most systems, vehicles using the system are equipped with an automated radio transponder device. When the vehicle passes a roadside toll reader device, a radio signal from the reader triggers the transponder, which transmits back an identifying number which registers the vehicle's use of the road, and an electronic payment system charges the user the toll. A major advantage is the driver does not have to stop, reducing traffic delays. Electronic tolling is cheaper than a staffed toll booth, reducing transaction costs for government or private road owners. The ease of varying the amount of the toll makes it easy to implement road congestion pricing, including for high-occupancy lanes, toll lanes that bypass congestion, and city-wide congestion charges. The payment system usually requires users to sign up in advance and load money into a declining-balance account, which is debited each time they pass a toll point.

Sustainable transport refers to ways of transportation that are sustainable in terms of their social and environmental impacts. Components for evaluating sustainability include the particular vehicles used for road, water or air transport; the source of energy; and the infrastructure used to accommodate the transport. Transport operations and logistics as well as transit-oriented development are also involved in evaluation. Transportation sustainability is largely being measured by transportation system effectiveness and efficiency as well as the environmental and climate impacts of the system. Transport systems have significant impacts on the environment, accounting for between 20% and 25% of world energy consumption and carbon dioxide emissions. The majority of the emissions, almost 97%, came from direct burning of fossil fuels. In 2019, about 95% of the fuel came from fossil sources. Edinburgh congestion charge

The Edinburgh congestion charge was a proposed scheme of congestion pricing for Scotland's capital city. It planned to reduce congestion by introducing a daily charge to enter a cordon within the inner city, with the money raised directed to fund improvements in public transport. The scheme was the subject of intense public and political debate and ultimately rejected. A referendum was held and nearly three-quarters of respondents rejected the proposals.

Stockholm congestion tax

The Stockholm congestion tax, also referred to as the Stockholm congestion charge, is a congestion pricing system implemented as a tax levied on most vehicles entering and exiting central Stockholm, Sweden. The congestion tax was implemented on a permanent basis on August 1, 2007, after a seven-month trial period between January 3, 2006 and July 31, 2006. It was inspired by Singapore's Electronic Road Pricing (ERP) system, which first introduced it in 1975.

A low-emission zone (LEZ) is a defined area where access by some polluting vehicles is restricted or deterred with the aim of improving air quality. This may favour vehicles such as bicycles, micromobility vehicles, (certain) alternative fuel vehicles, hybrid electric vehicles, plug-in hybrids, and zero-emission vehicles such as all-electric vehicles.

VED and fuel tax raised approximately £32 billion in 2009, a further £4 billion was raised from the value added tax on fuel purchases. The London Low Emission Zone (LEZ) is a traffic pollution charge scheme with the aim of reducing the exhaust gas emissions of diesel-powered vehicles in London. The scheme applies London-wide to commercial vehicles, and should not be confused with the Ultra Low Emission Zone (ULEZ), introduced in April 2019, which applies to all vehicles in Central London. Vehicles that do not conform to various emission standards are charged; the others may enter the controlled zone free of charge. The low emission zone started operating on 4 February 2008 with phased introduction of an increasingly stricter regime until 3 January 2012. The scheme is administered by the Transport for London executive agency within the Greater London Authority.

Road space rationing Travel demand management strategy

Road space rationing, also known as alternate-day travel, driving restriction and no-drive days, is a travel demand management strategy aimed to reduce the negative externalities generated by urban air pollution or peak urban travel demand in excess of available supply or road capacity, through artificially restricting demand by rationing the scarce common good road capacity, especially during the peak periods or during peak pollution events. This objective is achieved by restricting traffic access into an urban cordon area, city center (CBD), or district based upon the last digits of the license number on pre-established days and during certain periods, usually, the peak hours.

The Ecopass program was a traffic pollution charge implemented in Milan, Italy, as an urban toll for some motorists traveling within a designated traffic restricted zone or ZTL, corresponding to the central Cerchia dei Bastioni area and encircling around 8.2 km2 (3.2 sq mi). The Ecopass was implemented as a one-year trial program on January 2, 2008, and later extended until December 31, 2009. A public consultation was planned to be conducted early in 2009 to decide if the charge becomes permanent. Subsequently, the current charge-scheme was prolonged until December 31, 2011 and starting from January 16, 2012 a new scheme was introduced, actually converting it from a pollution-charge to a conventional congestion charge.

San Francisco congestion pricing

San Francisco congestion pricing is a proposed traffic congestion user fee for vehicles traveling into the most congested areas of the city of San Francisco at certain periods of peak demand. The charge would be combined with other traffic reduction projects. The proposed congestion pricing charge is part of a mobility and pricing study being carried out by the San Francisco County Transportation Authority (SFCTA) to reduce congestion at and near central locations and to reduce its associated environmental impacts, including cutting greenhouse gas emissions. The funds raised through the charge will be used for public transit improvement projects, and for pedestrian and bike infrastructure and enhancements.

Area C is a congestion charge active in the city center of Milan, Italy. It was introduced in 2012, replacing the previous pollution charge Ecopass and based on the same designated traffic restricted zone. The area is about 8.2 km2 (3.2 sq mi) with 77,000 residents and is accessible through gates monitored by traffic cameras.

Road pricing in the United Kingdom Overview of road pricing in the United Kingdom

Road pricing in the United Kingdom used to be limited to conventional tolls in some bridges, tunnels and also for some major roads during the period of the Turnpike trusts. The term road pricing itself only came into common use however with publication of the Smeed Report in 1964 which considered how to implement congestion charging in urban areas as a transport demand management method to reduce traffic congestion.
