Moray is one of the 32 local government council areas of Scotland. It lies in the north-east of the country, with a coastline on the Moray Firth, and borders the council areas of Aberdeenshire and Highland.
Birmingham City Council is the local government body responsible for the governance of the City of Birmingham in England, which has been a metropolitan district since 1974. It is the most populated local council area in the United Kingdom with 101 elected councillors representing over one million people, in 69 wards. This means that Birmingham is technically the largest city in the United Kingdom. The council headquarters are at the Council House in the city centre. The council is responsible for running nearly all local services, with the exception of those run by joint boards. Elgin is a town and formerly a Royal Burgh in Moray, Scotland. It is the administrative and commercial centre for Moray. The town originated to the south of the River Lossie on the higher ground above the floodplain where the town of Birnie is. There, the church of Birnie Kirk was built in 1140 and serves the community to this day.

Elgin Burghs was a district of burghs constituency of the House of Commons of Great Britain from 1708 to 1801 and of the House of Commons of the United Kingdom from 1801 to 1918. Until 1832, when Peterhead was added, the constituency comprised the parliamentary burghs of Elgin, Cullen, Banff, Inverurie and Kintore, lying in Elginshire, Banffshire and Aberdeenshire.

The election was the first using the eight new wards created under the Local Governance (Scotland) Act 2004. 26 councillors were elected. Each ward elected either 3 or 4 members, using the STV electoral system. Previously there were single-member wards which used the first past the post electoral system. The election resulted in a previously Independent council becoming an Independent/Conservative coalition, with a majority of four. An SNP victory in a subsequent by-election held in February 2008 had reduced the Independent/Conservative majority to 2 seats.

Douglas Gordon Ross is a British politician who has served as Leader of the Scottish Conservative Party since 2020. He has served as Member of Parliament (MP) for Moray since 2017. In addition to his seat in Westminster, he serves as a Member of the Scottish Parliament (MSP) for the Highlands and Islands having been elected in 2021. He was previously MSP for the region from 2016 to 2017.
