Elisabeth Mae Bowes is an Australian diplomat currently serving as the Deputy High Commissioner to the United Kingdom. [1]

From 2009-2012 Bowes was Counsellor to Australia’s Permanent Mission to the World Trade Organization in Geneva. Then, from 2012-2016, she was head of the Australian "Tobacco Plain Packaging Taskforce", during which she led Australia’s defence at the World Trade Organization in dispute settlement proceedings regarding Australia's world first tobacco plain packaging legislation. [2]

From 2016-2019 she "oversaw bilateral trade relations between the US and Australia" while posted to the Australian Embassy in Washington DC, [3] and from 2020 was the chief negotiator of the Australia–United Kingdom Free Trade Agreement. [4] [5] This was the UK's first trade agreement "negotiated from scratch" post-Brexit, [6] and came into force in 2023. [7]

Bowes received Bachelor of Arts (honours) and Bachelor of Laws (honours) degrees from the University of Queensland in 1993, [8] and a Master of Philosophy in International Relations from the University of Oxford in 1997 with a theses entitled "Art of the state: plunder and restitution of cultural property". [9] Prior to joining the Department of Foreign Affairs and Trade she had served at the United Nations Compensation Commission in Geneva and a legal officer at the International Tribunal for the Law of the Sea in Hamburg. [3]

Bowes was awarded the Public Service Medal in 2021 for her work in international trade policy, with particular with reference to taskforce: [10]

...Australia's ground breaking legislation was challenged by several countries and her persistence was admirable as the Taskforce came under sustained and protracted pressure from a well-funded and influential tobacco industry. She personally argued Australia's case and successfully defended Australia's position during panel hearings at the WTO. The outcome achieved ensured Australia could continue to pursue policies to reduce tobacco use, and improve health outcomes for the community, seeing a significant decline in the number of young smokers. Additionally, it encouraged many other countries to introduce similar measures, aimed at enhancing health outcomes for their own citizens..

The effect of Brexit on Gibraltar concerns the status of Gibraltar after the United Kingdom's withdrawal from the European Union ("Brexit"). The UK left the EU on 31 January 2020, having formally notified the EU in March 2017 of its intention to do so. Gibraltar is not part of the UK, but unlike all other British Overseas Territories, it was a part of the European Union along with the UK. Lieutenant General John James Frewen, is a senior officer in the Australian Army. He joined the army via the Royal Military College, Duntroon and was commissioned into the Royal Australian Infantry Corps in 1986. He was posted to the First Battalion of the Royal Australia Regiment (1RAR), were he took up the role as Platoon Commander - 7 Platoon Charlie Company. He has commanded the 2nd Battalion, Royal Australian Regiment (2003–04), Combined Task Force 635 (2003), the 1st Brigade (2012–14), Military Strategic Commitments Division (2014–16) and Joint Task Force 633 (2017–18), and deployed on operations to Rwanda, the Solomon Islands and Afghanistan. He was appointed Principal Deputy Director-General of the Australian Signals Directorate in March 2018, Coordinator General of the National COVID Vaccine Taskforce in June 2021, and Chief of Joint Capabilities in September 2021.

He joined the army via the Australian Defence Force Academy in 1984 and was commissioned into the Royal Australian Armoured Corps. Following its withdrawal from the European Union on 31 January 2020, the United Kingdom began negotiations on several free trade agreements to remove or reduce tariff and non-tariff barriers to trade, both to establish new agreements and to replace previous EU trade agreements. Withdrawal ended 47 years of membership during which all its trading agreements were negotiated by the European Commission on behalf of the bloc. The UK did not actually withdraw from the European Single Market and the European Union Customs Union until 31 December 2020.
