Meppel is a city and municipality in the Northeastern Netherlands. It constitutes the southwestern part of the province of Drenthe. Meppel is the smallest municipality in Drenthe, with a total area of about 57 km2 (22 sq mi). As of 1 July 2021, it had a population of 34,506 with over 30,000 inhabitants within city limits.
Arnon Yasha Yves Grunberg is a Dutch writer of novels, essays, and columns, as well as a journalist. He published some of his work under the heteronym Marek van der Jagt. He lives in New York. His work has been translated into 30 languages. In 2022 he received the PC Hooftprijs, a Dutch literary lifetime achievement award. His most acclaimed and successful novels are Blue Mondays and Tirza. The New York Times called the latter ‘grimly comic and unflinching (…) while not always enjoyable, it is never less than enthralling’. Frankfurter Allgemeine Zeitung described him as ‘the Dutch Philip Roth’.
Cees Nooteboom is a Dutch novelist, poet and journalist. After the attention received by his novel Rituelen, which won the Pegasus Prize, it was the first of his novels to be translated into an English-language edition, published in 1983 by Louisiana State University Press of the United States. LSU Press published his two earlier novels in English in the following years, as well as other works up until 1990. Harcourt and Grove Press have since published some of his works in English.

The award itself is a golden medal, currently designed by Eric Claus. It was named after the Dutch actor Louis Bouwmeester. Its female counterpart is the Theo d'Or.

The prize bears the Italian name of the character Harlequin, and was first awarded in 1964. The figurine has been designed by Eric Claus since 2005. Previous designers were Nic Jonk, and Pépé Grégoire.
