Esther Christian Lawton (born 1910, died 1998) was an American personnel manager and administrator. Lawton occupied a number of public and private sector positions during her lifetime, most notably becoming the Deputy Director of Personnel for the United States Treasury Department and the first female foreign consultant of the Ford Foundation.^[1]

The Department of the Treasury (USDT) is an executive department and the treasury of the United States federal government. Established by an Act of Congress in 1789 to manage government revenue, the Treasury prints all paper currency and mints all coins in circulation through the Bureau of Engraving and Printing and the United States Mint, respectively; collects all federal taxes through the Internal Revenue Service; manages U.S. government debt instruments; licenses and supervises banks and thrift institutions; and advises the legislative and executive branches on matters of fiscal policy.

The Ford Foundation is an American private foundation with the mission of advancing human welfare. Created in 1936 by Edsel Ford and Henry Ford, it was originally funded by a US$25,000 gift from Edsel Ford. By 1947, after the death of the two founders, the foundation owned 90% of the non-voting shares of the Ford Motor Company. Between 1955 and 1974, the foundation sold its Ford Motor Company holdings and now plays no role in the automobile company.

Biography

Lawton was born in Brooklyn, New York in 1910. She pursued a career in civil service, graduating from the University of Rochester in 1932. In 1936 she began working for the Treasury Department as a personnel and public relations manager, while also working with the Treasury Department's wing of the newly-formed Office of Strategic Services.^[2]^[1] In 1942 she switched her role in the government to that of a position classifier, an act which further her career as a specialized personnel manager. In 1972 she was appointed Deputy Director of Personnel for the Treasury Department. She also began coordinating her efforts with the Ford Foundation, and served as a consultant for the governments of Lebanon and Jordan.^[1]

The University of Rochester is a private research university in Rochester, New York. The university grants undergraduate and graduate degrees, including doctoral and professional degrees.

The Office of Strategic Services (OSS) was a wartime intelligence agency of the United States during World War II, and a predecessor to the Central Intelligence Agency (CIA). The OSS was formed as an agency of the Joint Chiefs of Staff (JCS) to coordinate espionage activities behind enemy lines for all branches of the United States Armed Forces. Other OSS functions included the use of propaganda, subversion, and post-war planning. On December 14, 2016, the organization was collectively honored with a Congressional Gold Medal.

Lawton retired in 1980. In her retirement, she taught at George Washington University's School of Government and Business Administration.^[1] She died in 1998 at the age of 88.^[2]

Frederick Joseph "Fred" Lawton was an American bureaucrat who served as the ninth Director of the Bureau of the Budget. Lawton was born in Washington, D.C., and became a lawyer and an accountant. He spent most of his professional career working with the government bureaucracy. He helped President Franklin D. Roosevelt wager with members of Congress to support the Fair Labor Standards Act. He first joined the Office of Management and Budget as an executive assistant in 1935. He also served as an adviser to Congress. In 1947, he became an administrative assistant to President Harry S. Truman. He was appointed to the post of Director of the Bureau of the Budget in 1950, and held the position until 1953. President Dwight D. Eisenhower appointed Lawton to a term on the United States Civil Service Commission after he left the Bureau; he served from 1953 to 1963.
