Exclu was an encrypted messaging app that was shut down after a series of international raids in February 2023. [1]

Exclu offered licences for three or six months, for €500 and €900 respectively. [1] [2]

History

In 2019 German police raided CyberBunker, which led to them obtaining data needed to decrypt the Exclu services. [1] Data was shared with other police forces. [1] [2]

On 3 February 2023 simultaneous raids took place on properties in Germany, the Netherlands, Poland and Belgium. [1] 48 people were arrested, including administrators, developers and users of Exclu. [1]

Dutch police said that arrests were based on two distinct operations. [2] The first, called 26Sambar, started in September 2020 and targeted owners and managers of Exclu. [2] They were suspected of facilitating criminals. [2] The second, called 26Lytham, began in late April 2022. [2] This specifically targeted users suspected of being involved in organised crime. [2]

In February 2023 German police announced that George Mitchell was one of five major suspects behind the network. [3]

Threema is a paid cross-platform encrypted instant messaging app developed by Threema GmbH in Switzerland and launched in 2012. The service operates on a decentralized architecture and offers end-to-end encryption. Users can make voice and video calls, send photos, files, and voice notes, share locations, and make groups. Unlike many other popular secure messaging apps, Threema does not require phone numbers or email addresses for registration, only a one-time purchase that can be paid via an app store or anonymously with Bitcoin or cash.

ByLock was a smartphone application that allowed users to communicate via a private, encrypted connection. It was launched in 2014 on Google Play, Apple App Store, BlackBerry OS, and Windows Phone. The app was downloaded over 600,000 times from its launch in April 2014 until March 2016, when it was permanently shut down. The Turkish National Intelligence Organization stated that the app was downloaded mainly in Turkey.

George Mitchell, nicknamed The Penguin, is an Irish criminal originally from Ballyfermot.

EncroChat was a Europe-based communications network and service provider that offered modified smartphones allowing encrypted communication among subscribers. It was used primarily by organized crime members to plan criminal activities. Police infiltrated the network between at least March and June 2020 during a Europe-wide investigation. An unidentified source associated with EncroChat announced on the night of 12–13 June 2020 that the company would cease operations because of the police operation.

Sky Global was a communications network and service provider founded in 2008 in Vancouver, Canada. It developed the world's largest encrypted messaging network called Sky ECC, operating through three servers of the OVHcloud company in Roubaix, France. A significant share of the system's users were international crime organizations involved in drug trafficking, and the company management was suspected of collusion.

<span class="mw-page-title-main">Operation Trojan Shield</span> International police sting operation, 2018 to 2021

The ANOM sting operation is a collaboration by law enforcement agencies from several countries, running between 2018 and 2021, that intercepted millions of messages sent through the supposedly secure smartphone-based proprietary messaging app ANOM. The ANOM service was widely used by criminals, but instead of providing secure communication, it was actually a trojan horse covertly distributed by the United States Federal Bureau of Investigation (FBI) and the Australian Federal Police (AFP), enabling them to monitor all communications. Through collaboration with other law enforcement agencies worldwide, the operation resulted in the arrest of over 800 suspects allegedly involved in criminal activity, in 16 countries. Among the arrested people were alleged members of Australian-based Italian mafia, Albanian organised crime, outlaw motorcycle clubs, drug syndicates and other organised crime groups.
