Felicito Payumo (born 1937) is a Philippine businessman and politician. He represented the First District of Bataan in the House of Representatives of the Philippines from 1987 to 1998, and served as chairman of the Subic Bay Metropolitan Authority from 1998 to 2004.

Bataan is a province situated in the Central Luzon region of the Philippines. Its capital is the City of Balanga. Occupying the entire Bataan Peninsula on Luzon, Bataan is bordered by the provinces of Zambales and Pampanga to the north. The peninsula faces the South China Sea to the west and Subic Bay to the north-west, and encloses Manila Bay to the east.

The House of Representatives of the Philippines, is the lower house of the Congress of the Philippines. It is often commonly referred to as Congress and informally referred to as Camara or Kamara. Members of the House are officially styled as representative (Kinatawan) and sometimes informally called Congressmen/Congresswomen and are elected to a three-year term. They can be re-elected, but cannot serve more than three consecutive terms. Around eighty percent of congressmen are district representatives, representing a particular geographical area. There are 234 legislative districts in the country, each composed of about 250,000 people. There are also party-list representatives elected through the party-list system who constitute not more than twenty percent of the total number of representatives.

The Subic Bay Metropolitan Authority is governmental agency of the Philippine government. Sometimes abbreviated as SBMA, the agency has played a significant part in the development of the Subic Bay Freeport and the Special Economic Zone into a self-sustainable area that promotes the industrial, commercial, investment, and financial areas of trade in the zone as well as in the country of the Philippines itself.

Biography

Born in Dinalupihan, Bataan, Payumo graduated valedictorian from the Northern Bataan Institute. He studied at the Ateneo de Manila University, where he completed his Bachelor of Science, Major in Economics, cum laude. He holds an MBA from Harvard Business School on an S.C. Johnson Scholarship. He completed the Executive Program for Leaders in Development at the John F. Kennedy School of Government.

Dinalupihan, officially the Municipality of Dinalupihan,, is a 1st class municipality in the province of Bataan, Philippines. According to the 2015 census, it has a population of 106,371 people.

The Ateneo de Manila University, also known as simply Ateneo or The Ateneo, is a private Roman Catholic Jesuit research university in Quezon City, Philippines. Founded in 1859 by the Society of Jesus, Ateneo is the third-oldest university in the Philippines.

Harvard Business School (HBS) is the graduate business school of Harvard University in Boston, Massachusetts. The school offers a large full-time MBA program, doctoral programs, HBS Online and many executive education programs. It owns Harvard Business Publishing, which publishes business books, leadership articles, online management tools for corporate learning, case studies and the monthly Harvard Business Review. It is home to the Baker Library/Bloomberg Center.

He worked in the private sector for more than twenty years, including stints at Procter and Gamble Philippines, Mobil Corporation in New York, and Engineering Equipment Incorporated, where he served as president before venturing into politics.

As legislator, he was voted as one of "Top 10 Congressmen" from the 8th to the 10th Congress. He was principal author of the Build, Operate, and Transfer Law, the Philippine Economic Zone Authority (PEZA) Law, and the Act converting the military bases into special economic zones. He served as chairman of the Committee on Public Works during the 8th Congress and chairman of the Committee on Economic Affairs during the 9th and 10th Congress.^[1]

He is married to Daisy Sison of Naga City. They have one son and four daughters.

The National Economic and Development Authority, abbreviated as NEDA, is an independent cabinet-level agency of the Philippine government responsible for economic development and planning. It is headed by the President of the Philippines as chairman of the NEDA board, with the Secretary of Socio-Economic Planning, concurrently NEDA Director-General, as vice-chairman.
