In the Philippines,provinces are one of its primary political and administrative divisions. There are 82 provinces at present,which are further subdivided into component cities and municipalities. The local government units in the National Capital Region,as well as independent cities,are independent of any provincial government. Each province is governed by an elected legislature called the Sangguniang Panlalawigan and an elected governor.
The legislative districts of Albay are the representations of the province of Albay in the various national legislatures of the Philippines. The province is currently represented in the lower house of the Congress of the Philippines through its first and second,and third congressional districts.
Jose Ma. Clemente "Joey" Sarte Salceda is a Filipino statesman and the current Representative of Albay's 2nd District in the Philippine House of Representatives. He previously served as governor of Albay province in the Philippines for three terms. Prior to that,he was a three-year term representative of the Third District of Albay and was appointed as Presidential Chief of Staff on February 10,2007,after the resignation of Michael Defensor,before he himself resigned on March 29,2007,to pursue his gubernatorial bid in his province. Salceda has also been chairman of the powerful House Committee on Ways and Means since 2019. Salceda is the principal author of the Tax Reform for Acceleration and Inclusion Law,the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Law,which reduced corporate income taxes in the Philippines to 20%,and the Free College Tuition Law.
Edcel Castelar Lagman Sr. is a Filipino human rights lawyer and politician from the province of Albay. He was elected as a member of the House in 1987 to 1998 and 2004 to 2013 and 2016 up to the present. He served as Minority Floor Leader of the House of Representatives of the Philippines until 2012,when he resigned the office. Lagman is one of the key Liberal Party figures in the House of Representatives,having supported the Responsible Parenthood and Reproductive Health Act,the SOGIE Equality Bill,the Free Tertiary Education Act,the Anti-Dynasty Bill,and the Freedom of Information Bill. He is also the principal author of the Divorce Bill,the Human Rights Defenders Bill,the Prevention of Teenage Pregnancy Bill,and the Anti-Child Marriage Bill.
Reno G. Lim is a Filipino politician. A member of the Lakas-Kampi-CMD,he was elected as a Member of the House of Representatives,representing the 3rd District of Albay beginning in 2007. He is married to Rosalinda,and has two children with her,Ronwell and Rochelle. He ran for re-election but lost to ex-governor Fernando Gonzalez. He filed for his opponent's disqualification,and won the case,albeit Gonzalez appealed to the COMELEC.

Pedro Sabido y Ribaya was a Filipino lawyer,politician,and diplomat who served as senator from 1955 to 1961,ambassador of the Philippines to Spain and the Vatican from 1953 to 1955,and delegate from Albay's 3rd district from 1922 to 1934 and from 1935 to 1939.

Catanduanes has been represented in the country's various national legislatures since 1898. Since 1946 when it was reorganized as an independent province separate from Albay,Catanduanes has been entitled to one member in the House of Representatives of the Philippines,elected provincewide at-large,except for the period under the Fourth Philippine Republic between 1978 and 1984 when its representation was absorbed by the regional at-large assembly district of Region V.

Albay's 4th congressional district is a defunct congressional district that encompassed the island of Catanduanes,a former territory of the province of Albay. It was represented in the House of Representatives of the Philippine Islands from 1931 to 1935,in the National Assembly of the Philippine Commonwealth from 1935 to 1941,and in the House of Representatives of the Philippine Commonwealth from 1945 to 1946. It was created by the 1929 reapportionment that redrew the boundaries of Albay's 2nd congressional district and allocated an additional district for the seven municipalities that comprised the island;the change took effect in 1931. Following the reorganization of a provincial government in Catanduanes in 1945,the district was dissolved and replaced by Catanduanes's at-large congressional district.
