The Field Deployable Hydrolysis System (FDHS) is a transportable, high throughput neutralization system developed by the U.S. Army for converting chemical warfare material into compounds not usable as weapons. [1]

Operation

Neutralization is facilitated through chemical reactions involving reagents that are mixed and heated to increase destruction efficiency, which is rated at 99.9 percent. [1]

The transportable FDHS is a self-contained system that includes power generators and a laboratory. Operational inputs include consumable materials such as water, reagents and fuel. It is designed to be set up within 10 days and is equipped with redundant critical systems. [1] An on-site a crew of 15 trained personnel, including SME support, is needed for each shift of a possible 24-hour operational cycle. [1]

Development

A 20-week design and development phase was funded by the Defense Threat Reduction Agency in February 2013. The effort to develop a functional prototype was led by subject-matter experts from the Edgewood Chemical Biological Center (ECBC) in partnership with the United States Army Chemical Materials Agency. [1] An operational model was developed over the course of six months, with the participation of 50 ECBC employees. [1]

Deployment

Two of these units were deployed on the MV Cape Ray (T-AKR-9679) for use in the destruction of Syria's chemical weapons. [2] They are the "centerpiece" of the disarmament effort. [3] The United Kingdom gave the United States £2.5 million of specialist equipment and training to enable the highest-priority chemicals to be processed more quickly. [4] [5]

Twelve nations have declared chemical weapons production facilities and six nations have declared stockpiles of chemical weapons. All of the declared production facilities have been destroyed or converted for civilian use after the treaty went into force.

The Defense Threat Reduction Agency (DTRA) is both a defense agency and a combat support agency within the United States Department of Defense (DoD) for countering weapons of mass destruction and supporting the nuclear enterprise. Its stated mission is to provide "cross-cutting solutions to enable the Department of Defense, the United States Government, and international partners to Deter strategic attack against the United States and its allies; Prevent, reduce, and counter WMD and emerging threats; and Prevail against WMD-armed adversaries in crisis and conflict." The Newport Chemical Depot, previously known as the Wabash River Ordnance Works and the Newport Army Ammunition Plant, was a 6,990-acre (28.3 km2) bulk chemical storage and destruction facility that was operated by the United States Army. It is located near Newport, in west central Indiana, thirty-two miles north of Terre Haute. The site was used as a production site for the solid explosives trinitrotoluene and RDX, as well as for heavy water. It also served as the production site for all of the U.S. military's nerve agent VX, when it was in use. All VX nerve agent at the site was neutralized by August 8, 2008. It was the third of the Army's nine chemical depots to completely destroy its stockpile.

The Edgewood Chemical Activity was a U.S. Army site located in Edgewood, Maryland that stored chemical weapons. Its construction was started by Ordnance Corps in November 1917 and completed in less than a year. The arsenal was to employ about 10,000 civilian and military personnel in fabrication of chemical weapons and filling gas shells with phosgene, chlorpicrin, chlorine and mustard gas. Since 1941, the U.S. Army stored approximately five percent of the nation's original chemical agent in steel ton containers, at the Edgewood Area of Aberdeen Proving Ground.

From 1948 to 1975, the U.S. Army Chemical Corps conducted classified human subject research at the Edgewood Arsenal facility in Maryland. The purpose was to evaluate the impact of low-dose chemical warfare agents on military personnel and to test protective clothing, pharmaceuticals, and vaccines. A small portion of these studies were directed at psychochemical warfare and grouped under the prosaic title of the "Medical Research Volunteer Program" (1956–1975). This article deals with activities of the U.S. Central Intelligence Agency, specifically dealing with arms control, weapons of mass destruction (WMD) and weapons proliferation. As a critical national asset in the CB defense community, CBC supports all phases of the acquisition life-cycle ― from basic and applied research through technology development, engineering design, equipment evaluation, product support, sustainment, field operations and demilitarization ― to address its customers’ unique requirements.

Throughout history, chemical weapons have been used as strategic weaponry to devastate the enemy in times of war. After the mass destruction created by WWI and WWII, chemical weapons have been considered to be inhumane by most nations, and governments and organizations have undertaken to locate and destroy existing chemical weapons. However, not all nations have been willing to cooperate with disclosing or demilitarizing their inventory of chemical weapons. Since the start of the worldwide efforts to destroy all existing chemical weapons, some nations and terrorist organizations have used and threatened the use of chemical weapons to leverage their position. Examples of the use of chemical weapons since World War II are Iraq’s Saddam Hussein on the Kurdish village Halabja in 1988 and their employment against civilian passengers of the Tokyo subway by Aum Shinrikyo in 1995. The efforts made by the United States and other chemical weapon destruction agencies intend to prevent such use, but this is a difficult and ongoing effort. Aside from the difficulties of cooperation and locating chemical weapons, the methods to destroy the weapons and to do this safely are also a challenge.

A chemical weapon (CW) is a specialized munition that uses chemicals formulated to inflict death or harm on humans. According to the Organisation for the Prohibition of Chemical Weapons (OPCW), this can be any chemical compound intended as a weapon "or its precursor that can cause death, injury, temporary incapacitation or sensory irritation through its chemical action. Munitions or other delivery devices designed to deliver chemical weapons, whether filled or unfilled, are also considered weapons themselves."

The United States chemical weapons program began in 1917 during World War I with the creation of the U.S. Army's Gas Service Section and ended 73 years later in 1990 with the country's practical adoption of the Chemical Weapons Convention. Destruction of stockpiled chemical weapons began in 1986 and was completed on July 7, 2023. The U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), at Aberdeen Proving Ground, Maryland, continues to operate.

<span class="mw-page-title-main">Destruction of Syria's chemical weapons</span> Part of the Syrian peace process

The destruction of Syria's chemical weapons began on 14 September 2013 after Syria entered into several international agreements which called for the elimination of Syria's chemical weapon stockpiles and set a destruction deadline of 30 June 2014. Also on 14 September 2013, Syria acceded to the Chemical Weapons Convention (CWC) and agreed to its provisional application pending its entry into force on 14 October. Having acceded to the CWC, the Organisation for the Prohibition of Chemical Weapons (OPCW) Executive Council on 27 September approved a detailed implementation plan that required Syria to assume responsibility for and follow a timeline for the destruction of Syrian chemical weapons and Syrian chemical weapon production facilities. Following the signing of the Framework Agreement on 14 September 2013 and after the OPCW implementation plan, on 27 September the United Nations Security Council unanimously adopted Resolution 2118 which bound Syria to the timetable set out in the OPCW implementation plan. The joint OPCW-UN mission was established to oversee the implementation of the destruction program.

MV <i>Cape Ray</i>

The 648-foot roll-on/roll-off and container ship MV Cape Ray (T-AKR-9679), built in 1977, was previously known as MV Saudi Makkah and MV Seaspeed Asia. She can carry 1,315 containers and has both bow and stern thrusters.
