He studied at the Graduate Institute of International and Development Studies. [1]

Career

He was minister of foreign commerce from 2013 to 2015. During that time, he negotiated and signed a commercial agreement between the European Union and Ecuador. [2] [3] He was then Ecuador's representative to the International Monetary Fund from 2015 to 2021. [4] [5] [2] [6] [7]

Guillaume Jean Sebastien Long is a former politician and academic who served as the Minister of Foreign Affairs of Ecuador and Human Mobility, in the government of Rafael Correa. He was previously the Minister of Culture and Heritage, and Minister of Knowledge and Human Talent. Long later became Ecuador's Permanent Representative to the United Nations in Geneva, before resigning in January 2018 over strong disagreements with President Moreno. Since 2019, Long has been working for the Washington DC-based Center for Economic and Policy Research.

The COVID-19 pandemic in Ecuador was a part of the worldwide pandemic of coronavirus disease 2019 caused by severe acute respiratory syndrome coronavirus 2. The virus was reported to have spread to Ecuador on 29 February 2020, when a woman in her 70s tested positive for the virus. Ecuador was described in April as emerging as a possible "epicentre" of the pandemic in Latin America, with the city of Guayaquil overwhelmed to the point where bodies were being left in the street.

General elections were held in Ecuador on 7 February 2021, established by the National Electoral Council (CNE) as the date for the first round of the presidential election and a vote on mining in Cuenca. Incumbent president Lenín Moreno, who had held the office since his victory over Guillermo Lasso in 2017, did not seek reelection. Although delaying the election due to the COVID-19 pandemic was discussed, the CNE announced on 15 December 2020 that the electoral calendar would not shift and confirmed elections would take place in February 2021.
