Frank Star Comes Out (Oglala Sioux) is a Native American politician who has served as president of the Oglala Sioux Tribe since 2022 [1] [2] .
In November 2022,Star Comes Out defeated incumbent Kevin Killer by less than 600 votes,and was inaugurated president on December 6,2022 [1] [2] . Star Comes Out was elected to a second term in November 2024 by about 500 votes [3] .
In July 2022,the tribe sued the Bureau of Indian Affairs,claiming that there was a "public safety crisis" and the bureau was obligated by treaty to provide adequate law enforcement funding to combat it. The tribe said it had only five officers on shift at most times,not enough to cover the reservation [4] . Judge Roberto Lange ruled in favor of the tribe,agreeing that the United States had a treaty obligation to fund law enforcement,but declined to force the bureau to spend a specific amount [5] . Though the ruling was considered a victory for the tribe,it did not lead to an increase in funding.
On November 18,2023,President Star Comes Out declared a state of emergency "due to a breakdown of Law and Order on the Reservation",blaming the lack of funding for the increase in crime and saying the situation had only gotten worse since the ruling [6] [7] .
In February 2024,Star Comes Out banned South Dakota governor Kristi Noem from the Pine Ridge reservation over her comments that Mexican cartels were using the reservation for drug smuggling,which Star Comes Out claimed were made for political gain [8] . Seven of South Dakota's other eight tribes banned her in the following months [9] .

The largest action of the war was the 1866 Fetterman Fight,with 81 US soldiers killed;it was the worst military defeat suffered by the US Army on the Great Plains until the Battle of the Little Bighorn 10 years later.

The Great Sioux Reservation was an Indian reservation created by the United States through treaty with the Sioux,principally the Lakota,who dominated the territory before its establishment. In the Fort Laramie Treaty of 1868,the reservation included lands west of the Missouri River in South Dakota and Nebraska,including all of present-day western South Dakota. The treaty also provided rights to roam and hunt in contiguous areas of North Dakota,Montana,Wyoming,and northeast Colorado.

Cecilia Fire Thunder is a nurse,community health planner and tribal leader of the Oglala Sioux. On November 2,2004,she was the first woman elected as president of the Tribe. She served until being impeached on June 29,2006,several months short of the two-year term. The major controversy was over her effort to build a Planned Parenthood clinic on the reservation after the South Dakota legislature banned most abortions throughout the state. The tribal council impeached her for proceeding without gaining their consensus.
The Oglala are one of the seven subtribes of the Lakota people who,along with the Dakota,make up the Očhéthi Šakówiŋ. A majority of the Oglala live on the Pine Ridge Indian Reservation in South Dakota,the eighth-largest Native American reservation in the United States.
The United States government illegally seized the Black Hills –a mountain range in the US states of South Dakota and Wyoming –from the Sioux Nation in 1876. The land was pledged to the Sioux Nation in the Treaty of Fort Laramie,but a few years later the United States illegally seized the land and nullified the treaty with the Indian Appropriations Bill of 1876,without the tribe's consent. That bill "denied the Sioux all further appropriation and treaty-guaranteed annuities" until they gave up the Black Hills. A Supreme Court case was ruled in favor of the Sioux in 1980. As of 2011,the court's award was worth over $1 billion,but the Sioux have outstanding issues with the ruling and have not collected the funds.
Kristi Lynn Arnold Noem is an American politician who has served since 2019 as the 33rd governor of South Dakota. A member of the Republican Party,she was the U.S. representative for South Dakota's at-large congressional district from 2011 to 2019 and a member of the South Dakota House of Representatives for the 6th district from 2007 to 2011. In November 2024,Donald Trump selected Noem to serve as Secretary of Homeland Security in his second term.
Lesbian,gay,bisexual,transgender,and queer (LGBTQ) people in the U.S. state of South Dakota may face some legal challenges not experienced by non-LGBTQ residents. Same-sex sexual activity is legal in South Dakota,and same-sex marriages have been recognized since June 2015 as a result of Obergefell v. Hodges. State statutes do not address discrimination on account of sexual orientation or gender identity;however,the U.S. Supreme Court's ruling in Bostock v. Clayton County established that employment discrimination against LGBTQ people is illegal under federal law.
Same-sex marriage has been legal in South Dakota since June 26,2015 when the U.S. Supreme Court ruled in Obergefell v. Hodges that the U.S. Constitution guarantees same-sex couples the right to marry. Attorney General Marty Jackley issued a statement critical of the ruling but said that the state would comply and recognize same-sex marriages. Previously,South Dakota had restricted marriage to the "union of a man and a woman" both by statute and in its State Constitution.
Kevin Killer is a Native American activist and politician. He served as president of the Oglala Sioux Tribe (2020-2022). He served as a Democratic member of the South Dakota House of Representatives from 2009 to 2017 and the South Dakota Senate from 2017 to 2019,representing the 27th district. He lives in Pine Ridge,South Dakota.

Harold C. Frazier is an American politician and tribal leader who is the former chairman of the Cheyenne River Sioux Tribe,serving in that position since 2014. A member of the Democratic Party,Frazier serves concurrently as the chairman of the Great Plains Tribal Chairmen’s Association,a position he was elected to in 2018.
