Frost laws are seasonal restrictions on traffic weight limits and speeds on roadways subject to thaw weakening.
In climates that experience below-freezing temperatures, damage to roads from thaw-weakening have led to many US states, Canadian provinces [1] and other jurisdictions to enact laws that restrict vehicle loads during spring months, when road structures are thawing from above in a manner that limits water from escaping the soil structure, thereby weakening the pavement underpinnings. [2] [3] [4] The US state of Michigan, for example, during the months of March, April and May reduce legal axle weights of vehicles by up to 35%. Some areas also require heavy vehicles to travel a maximum of 35 miles per hour (56 km/h), regardless of the posted limit. [5] Some states allow load increases on roads during the freezing season. [6]

A truck or lorry is a motor vehicle designed to transport cargo. Trucks vary greatly in size, power, and configuration. Smaller varieties may be mechanically similar to some automobiles. Commercial trucks can be very large and powerful and may be configured to be mounted with specialized equipment, such as in the case of refuse trucks, fire trucks, concrete mixers, and suction excavators. In American English, a commercial vehicle without a trailer or other articulation is formally a "straight truck" while one designed specifically to pull a trailer is not a truck but a "tractor".
A road surface, or pavement, is the durable surface material laid down on an area intended to sustain vehicular or foot traffic, such as a road or walkway. In the past, gravel road surfaces, cobblestone and granite setts were extensively used, but these have mostly been replaced by asphalt or concrete laid on a compacted base course. Asphalt mixtures have been used in pavement construction since the beginning of the 20th century and are of two types: metalled roads and unmetalled roads. Metalled roadways are made to sustain vehicular load and so are usually made on frequently-used roads. Unmetalled roads, also known as gravel roads, are rough and can sustain less weight. Road surfaces are frequently marked to guide traffic.
Asphalt concrete is a composite material commonly used to surface roads, parking lots, airports, and the core of embankment dams. Asphalt mixtures have been used in pavement construction since the beginning of the twentieth century. It consists of mineral aggregate bound together with asphalt, laid in layers, and compacted. The process was refined and enhanced by Belgian-American inventor Edward De Smedt.
Interstate 535 (I-535) is a 2.78-mile-long (4.47 km) Auxiliary Interstate Highway spur route of I-35 in the U.S. states of Minnesota and Wisconsin. It is paired with U.S. Route 53 (US 53) along its entire route. The Interstate was part of the original 1957 Interstate Highway System and was completed in 1971. Since then, weight limits have been added to the John Blatnik Bridge that carries the highway over Saint Louis Bay between Superior, Wisconsin, and Duluth, Minnesota.
A pothole is a depression in a road surface, usually asphalt pavement, where traffic has removed broken pieces of the pavement. It is usually the result of water in the underlying soil structure and traffic passing over the affected area. Water first weakens the underlying soil; traffic then fatigues and breaks the poorly supported asphalt surface in the affected area. Continued traffic action ejects both asphalt and the underlying soil material to create a hole in the pavement.
The frost line—also known as frost depth or freezing depth—is most commonly the depth to which the groundwater in soil is expected to freeze. The frost depth depends on the climatic conditions of an area, the heat transfer properties of the soil and adjacent materials, and on nearby heat sources. For example, snow cover and asphalt insulate the ground and homes can heat the ground. The line varies by latitude, it is deeper closer to the poles. Per Federal Highway Administration Publication Number FHWA-HRT-08-057, the maximum frost depth observed in the contiguous United States ranges from 0 to 8 feet (2.4 m). Below that depth, the temperature varies, but is always above 32 °F (0 °C).
Rumble strips are a road safety feature to alert inattentive drivers of potential danger, by causing a tactile vibration and audible rumbling transmitted through the wheels into the vehicle interior. A rumble strip is applied along the direction of travel following an edgeline or centerline, to alert drivers when they drift from their lane. Rumble strips may also be installed in a series across the direction of travel, to warn drivers of a stop or slowdown ahead, or of an approaching danger spot.
A passing lane or overtaking lane is a lane on a multi-lane highway or motorway closest to the median of the road. In some countries, lanes are described as being on the 'inside' or the 'outside' of a road, and the location of the passing lanes will vary.
Snow removal or snow clearing is the job of removing snow after a snowfall to make travel easier and safer. This is done by both individual households and by governments and institutions.
Frost heaving is an upwards swelling of soil during freezing conditions caused by an increasing presence of ice as it grows towards the surface, upwards from the depth in the soil where freezing temperatures have penetrated into the soil. Ice growth requires a water supply that delivers water to the freezing front via capillary action in certain soils. The weight of overlying soil restrains vertical growth of the ice and can promote the formation of lens-shaped areas of ice within the soil. Yet the force of one or more growing ice lenses is sufficient to lift a layer of soil, as much as 1 foot or more. The soil through which water passes to feed the formation of ice lenses must be sufficiently porous to allow capillary action, yet not so porous as to break capillary continuity. Such soil is referred to as "frost susceptible". The growth of ice lenses continually consumes the rising water at the freezing front. Differential frost heaving can crack road surfaces—contributing to springtime pothole formation—and damage building foundations. Frost heaves may occur in mechanically refrigerated cold-storage buildings and ice rinks.
Weigh-in-motion or weighing-in-motion (WIM) devices are designed to capture and record the axle weights and gross vehicle weights as vehicles drive over a measurement site. Unlike static scales, WIM systems are capable of measuring vehicles traveling at a reduced or normal traffic speed and do not require the vehicle to come to a stop. This makes the weighing process more efficient, and, in the case of commercial vehicles, allows for trucks under the weight limit to bypass static scales or inspection.
Speed limits in the United States are set by each state or territory. States have also allowed counties and municipalities to enact typically lower limits. Highway speed limits can range from an urban low of 25 mph (40 km/h) to a rural high of 85 mph (137 km/h). Speed limits are typically posted in increments of five miles per hour (8 km/h). Some states have lower limits for trucks and at night, and occasionally there are minimum speed limits.
A weigh station is a checkpoint along a highway to inspect vehicular weights. Usually, trucks and commercial vehicles are subject to the inspection.
Snow tires, also known as winter tires, are tires designed for use on snow and ice. Snow tires have a tread design with larger gaps than those on conventional tires, increasing traction on snow and ice. Such tires that have passed a specific winter traction performance test are entitled to display a "Three-Peak Mountain Snow Flake" symbol on their sidewalls. Tires designed for winter conditions are optimized to drive at temperatures below 7 °C (45 °F). Some snow tires have metal or ceramic studs that protrude from the tire to increase traction on hard-packed snow or ice. Studs abrade dry pavement, causing dust and creating wear in the wheel path. Regulations that require the use of snow tires or permit the use of studs vary by country in Asia and Europe, and by state or province in North America.
The Federal Bridge Gross Weight Formula, also known as Bridge Formula B or the Federal Bridge Formula, is a mathematical formula in use in the United States by truck drivers and Department of Transportation (DOT) officials to determine the appropriate maximum gross weight for a commercial motor vehicle (CMV) based on axle number and spacing. The formula is part of federal weight and size regulations regarding interstate commercial traffic. The formula is necessary to prevent heavy vehicles from damaging roads and bridges. CMVs are most often tractor-trailers or buses, but the formula is of most interest to truck drivers due to the heavy loads their vehicles often carry.
In the United States, road signs are, for the most part, standardized by federal regulations, most notably in the Manual on Uniform Traffic Control Devices (MUTCD) and its companion volume the Standard Highway Signs (SHS).
Crocodile cracking, also called alligator cracking and perhaps misleadingly fatigue cracking, is a common type of distress in asphalt pavement. The following is more closely related to fatigue cracking which is characterized by interconnecting or interlaced cracking in the asphalt layer resembling the hide of a crocodile. Cell sizes can vary in size up to 11.80 inches (300 mm) across, but are typically less than 5.90 inches (150 mm) across. Fatigue cracking is generally a loading failure, but numerous factors can contribute to it. It is often a sign of sub-base failure, poor drainage, or repeated over-loadings. It is important to prevent fatigue cracking, and repair as soon as possible, as advanced cases can be very costly to repair and can lead to formation of potholes or premature pavement failure.
Road signs in Canada may conform to the Manual of Uniform Traffic Control Devices for Canada (MUTCDC) by the Transportation Association of Canada (TAC) for use by Canadian jurisdictions. Although it serves a similar role to the MUTCD from the US Federal Highway Administration, it has been independently developed and has a number of key differences with its American counterpart, most notably the inclusion of bilingual (English/French) signage for jurisdictions such as New Brunswick with significant anglophone and francophone population, and a heavier reliance on symbols rather than text legends.
Vehicle weight is a measurement of wheeled motor vehicles; either an actual measured weight of the vehicle under defined conditions or a gross weight rating for its weight carrying capacity.
