General Order No. 99

General Order No. 99 was a directive issued by the United States Navy on June 1, 1914, prohibiting the consumption of alcoholic beverages aboard naval vessels and within Navy facilities. [1] The order was a precursor to the nationwide Prohibition movement and represented an early attempt by the military to address concerns over discipline and operational readiness. [2]

Background

During the late 19th and early 20th centuries, alcohol consumption was a significant concern in the U.S. military, as excessive drinking was perceived to impact discipline and efficiency. [1] [2] [3] Advocacy by temperance movements, including groups like the Woman's Christian Temperance Union and the Anti-Saloon League, gained traction during this time, influencing public and institutional policies.

General Order No. 99 predates the ratification of the 18th Amendment to the U.S. Constitution, which instituted national Prohibition in 1920. While the 18th Amendment made the production, sale, and transport of alcohol illegal across the United States, the Navy's alcohol ban was narrower in scope, targeting consumption within its jurisdiction.

The Navy, facing challenges related to sailor conduct and operational preparedness, implemented General Order No. 99 under the leadership of Secretary of the Navy Josephus Daniels. The order explicitly forbade the introduction or use of intoxicating liquors on board naval vessels or within naval establishments. [1]

Legacy and cultural impact

General Order No. 99 had a lasting impact on Navy culture. With alcohol banned, sailors sought alternative means to boost morale. One notable example was the increased popularity of ice cream as a substitute for alcohol aboard naval ships. This cultural shift was particularly evident during World War II, when ice cream became a staple for improving sailor morale.

Despite its initial effectiveness, General Order No. 99 faced criticism over the years. Opponents argued that the policy was paternalistic and disconnected from broader societal changes, particularly after the repeal of Prohibition in 1933.

Overturn and current policies

The total ban on alcohol remained in place for decades, but modern Navy policies have relaxed the restrictions established under General Order No. 99. Today, alcohol is permitted in certain controlled settings, such as officers' clubs or during specific recreational events, provided consumption adheres to regulations designed to ensure safety and professionalism.

It is unique among the 27 amendments of the U.S. Constitution for being the only one to repeal a prior amendment, as well as being the only amendment to have been ratified by state ratifying conventions.

Josephus Daniels was an American diplomat and newspaper editor from the 1880s until his death, who managed The News & Observer in Raleigh, at the time North Carolina's largest circulation newspaper, for decades. A Democrat, he was appointed by President Woodrow Wilson to serve as Secretary of the Navy during World War I. He became a close friend and supporter of Franklin D. Roosevelt, then Assistant Secretary of the Navy. After Roosevelt was elected President of the United States, he appointed Daniels as his U.S. Ambassador to Mexico, serving from 1933 to 1941. Daniels was a vehement white supremacist and segregationist. Along with Charles Brantley Aycock and Furnifold McLendel Simmons, he was a leading perpetrator of the Wilmington insurrection of 1898.

The Ontario Temperance Act was a law passed in 1916 that led to the prohibition of alcohol in Ontario, Canada. When the Act was first enacted, the sale of alcohol was prohibited, but liquor could still be manufactured in the province or imported. Strong support for prohibition came from religious elements of society such as the Ontario Woman's Christian Temperance Union, which sought to eliminate what it considered the societal ills and vices associated with liquor consumption, including violent behaviour and familial abuse. Historically, prohibition advocates in Ontario drew inspiration from the temperance movements in Britain and the United States. The Act was repealed in 1927.

The ice cream barge is the colloquial term for the BRL. This was a towed vessel employed by the United States Navy (USN) in the Pacific theater of World War II to store frozen and refrigerated foodstuffs. It was also able to produce ice cream in large quantities to be provisioned to sailors and US Marines. The craft, a concrete barge acquired from the US Army and worth one million dollars, stored 1500 tons of frozen meat and 500 tons of refrigerated vegetables, eggs and dairy products, indefinitely at 15 °F (−9 °C). To raise the morale of overseas troops, an ice cream freezer facility was included, able to create 10 US gallons (38 L) of ice cream every seven minutes, or approximately 500 US gal (1,900 L) per shift, and could store 2,000 US gal (7,600 L). It was employed in the USN's Western Pacific area of operations, at one point anchored at Naval Base Ulithi. The army built three concrete barges of their own.

The Consequences of Prohibition did not just include effects on people's drinking habits but also on the worldwide economy, the people's trust of the government, and the public health system. Alcohol, from the rise of the temperance movement to modern day restrictions around the world, has long been a source of turmoil. When alcoholic beverages were first banned under the Volstead Act in 1919, the United States government had little idea of the severity of the consequences. It was first thought that a ban on alcohol would increase the moral character of society, but a ban on alcohol had vast unintended consequences.
