The 1991 Guelph municipal election was held on November 12, 1991, in Guelph, Ontario, Canada, to elect the Mayor of Guelph, Guelph City Council and the Guelph members of the Upper Grand District School Board (Public) and Wellington Catholic District School Board. The election was one of many races across the province of Ontario.
Guelph is a city in southwestern Ontario, Canada. Known as "The Royal City", Guelph is roughly 28 kilometres (17 mi) east of Kitchener and 100 kilometres (62 mi) west of Downtown Toronto, at the intersection of Highway 6, Highway 7 and Wellington County Road 124. It is the seat of Wellington County, but is politically independent of it. The city is built on the traditional territory of the Mississaugas of the New Credit First Nation.
Ontario is one of the 13 provinces and territories of Canada and is located in east-central Canada. It is Canada's most populous province accounting for 38.3 percent of the country's population, and is the second-largest province in total area. Ontario is fourth-largest jurisdiction in total area when the territories of the Northwest Territories and Nunavut are included. It is home to the nation's capital city, Ottawa, and the nation's most populous city, Toronto, which is also Ontario's provincial capital.
Canada is a country in the northern part of North America. Its ten provinces and three territories extend from the Atlantic to the Pacific and northward into the Arctic Ocean, covering 9.98 million square kilometres, making it the world's second-largest country by total area. Canada's southern border with the United States is the world's longest bi-national land border. Its capital is Ottawa, and its three largest metropolitan areas are Toronto, Montreal, and Vancouver. As a whole, Canada is sparsely populated, the majority of its land area being dominated by forest and tundra. Consequently, its population is highly urbanized, with over 80 percent of its inhabitants concentrated in large and medium-sized cities, many near the southern border. Canada's climate varies widely across its vast area, ranging from arctic weather in the north, to hot summers in the southern regions, with four distinct seasons.
It was also the first since 1930 to use wards to elect members of city council rather a citywide vote. Two councillors were to be elected in each of the six new wards.

The Toronto City Council is the governing body of the City of Toronto in Ontario, Canada. Members represent wards throughout the city, and are known as councillors. The passage of provincial legislation in the summer of 2018 established that the number of wards be reduced from 44 to 25 and that they be based upon the city's federal electoral districts as of the year 2000. While the federal districts have been redistributed since then, the ward boundaries remain the same. The city council had at its peak 45 members: 44 ward councillors plus the mayor. On September 19, 2018 an Ontario Court of appeals granted a stay order of a previous court decision that would have prevented this reduction, thus re-establishing the move to 25 wards. The actual court appeal of Bill 5 has yet to be scheduled, but was heard subsequent to the municipal election on October 22, 2018.
