Haluk Bayraktar (born 4 October 1978) is a Turkish engineer and executive. He is the CEO of Baykar, TUBITAK Board Member and founder and chairman of the board of Turkey Technology Team Foundation (T3 Foundation) and SAHA Istanbul. [1] [2] [3] [4] [5] He is a pioneer of Turkey for autonomous technology efforts which reshaped battlefields and geopolitics which resulted with a change of future warfare doctrines. [6] [7]
Haluk Bayraktars father is Özdemir Bayraktar, the founder of Baykar. His brother Selçuk Bayraktar also works for Baykar.
Haluk Bayraktar is the CEO of Baykar, Turkey’s premiere autonomous technology company. Haluk began his tenure at Baykar in 2004 as an engineering manager when Baykar’s autonomous technology efforts were still nascent. He has since been involved in every aspect of the business from engineering to project management to logistics support and business development. [8]
Haluk is also one of the founders of the Turkey Technology Team (T3) Foundation, an initiative intended to foster technology education among Turkish youth through entrepreneurship, competitions, and supplementary technology education. [9] [10] [11]
Additionally, Haluk was one of the founders and chairman of the board of Turkey’s Aerospace and Defense Cooperative (SAHA Istanbul), which includes over 600 companies and 16 universities.
During the first wave of the COVID-19 pandemic, he turned his company's engineering expertise to rapidly develop intensive health care ventilators and supported mass serial production. [12]
During 2022 Russian invasion of Ukraine, he took a clear stance with Ukraine when pressed by CNN presenter Julia Chatterley, who repeatedly asked, “Would you supply Russia?”, Bayraktar responded: “We have not delivered or supplied them with anything, [and] we will as well never do such a thing because we support Ukraine, support its sovereignty, its resistance for its independence.”
Bayraktar said he is proud that Bayraktar TB2 has become one of the symbols of the Ukrainian resistance against Russia.
In 2021 and 2022, Haluk Bayraktar is known as the second-highest income taxpayer in Turkey.
- Haluk was awarded an Order of Merit of 1st Degree of Ukraine by President Volodymyr Zelenskyy for his service to for significant personal merits in strengthening interstate cooperation, support of state sovereignty and territorial integrity of Ukraine, significant contribution to the popularization of the Ukrainian state in the world on 29 August 2022.

- The Ordre de L'etalon Officier medal, the country's highest national honour, by the order of Burkina Faso’s President Ibrahim Traore for his outstanding and exceptional contributions to the West African nation’s peace, security and counter-terrorism activities. [16]
- On October 29, 2023, the State Order of Daneker was awarded to Haluk Bayraktar, the CEO of Baykar, by the President of the Kyrgyz Republic, Sadır Caparov, in recognition of the support provided to the security and technology of the Kyrgyz Republic through Turkey's indigenous and national UAVs, Bayraktar TB2 and Bayraktar AKINCI. - Haluk Bayraktar was awarded the Ethiopian Federal Democratic Republic Honor Medal on December 16, 2023, for his valuable contributions to enhancing and developing the national and air force capabilities of Ethiopia. An unmanned combat aerial vehicle (UCAV), also known as a combat drone, fighter drone or battlefield UAV, is an unmanned aerial vehicle (UAV) that is used for intelligence, surveillance, target acquisition, and reconnaissance and carries aircraft ordnance such as missiles, anti-tank guided missiles (ATGMs), and/or bombs in hardpoints for drone strikes. These drones are usually under real-time human control, with varying levels of autonomy. UCAVs are used for reconnaissance, attacking targets and returning to base; unlike kamikaze drones which are only made to explode on impact, or surveillance drones which are only for gathering intelligence.
The Turkish Naval Forces, or Turkish Navy, is the naval warfare service branch of the Turkish Armed Forces.
The Bayraktar Mini UAV is a miniature UAV produced by the Turkish company Baykar.
Gorgun Taner is the general director of the Istanbul Foundation for Culture and Arts (İKSV), a non-profit, non-governmental organisation founded in 1973 that organises four international festivals, the Istanbul Biennial, and the Istanbul Design Biennial. He has been working at the foundation since 1983, where he first worked at Istanbul Film Days as coordinator of Kent Movie Theater, and later served as assistant director and program coordinator for foreign relations of Istanbul Festival (1987–1994), director of Istanbul Jazz Festival (1994–2002), before being appointed as General Director in 2002.
The Bayraktar UAV or Bayraktar UCAV is a family of unmanned aerial vehicles designed and manufactured by Turkish company Baykar. The UAVs were developed for the Turkish Armed Forces from 2004 until the present. Some models are designed for surveillance and reconnaissance only, others are capable of tactical ground-strike missions. Baykar is also developing drones to counter other aerial systems. The word bayraktar means flag-bearer in Turkish.
TCG Anadolu (L-400) is an amphibious assault ship of the Turkish Navy. It is named after the peninsula of Anatolia which forms the majority of the land mass of Turkey. The construction works began on 30 April 2016 at the shipyard of Sedef Shipbuilding Inc. in Istanbul, with the keel being laid on 7 February 2018. TCG Anadolu was commissioned with a ceremony on 10 April 2023.

Bayraktar Akıncı is a high-altitude long-endurance (HALE) unmanned combat aerial vehicle (UCAV) being manufactured by the Turkish defence company Baykar. The first three units entered service with the Turkish Armed Forces on 29 August 2021.
Teknofest, short for Teknofest Aerospace and Technology Festival, is the largest aviation, aerospace, and technology festival in the world, taking place in Turkey. It was first held at Istanbul Airport in September 2018 by the Turkish Technology Team Foundation (T3) in collaboration with private companies, ministries, and academic institutions. The Bayraktar TB2 is a medium-altitude long-endurance (MALE) unmanned combat aerial vehicle (UCAV) capable of remotely controlled or autonomous flight operations. It is manufactured by the Turkish company Baykar Makina Sanayi ve Ticaret A.Ş., primarily for the Turkish Armed Forces. The aircraft are monitored and controlled by an aircrew in a ground control station, including weapons employment. The development of the UAV has been largely credited to Selçuk Bayraktar, a former MIT graduate student.

Selçuk Bayraktar is a Turkish pilot, engineer and businessman. He is the chairman of the board and the chief technology officer of the Turkish technology company Baykar. He is also known as the architect of Turkey's first indigenous unmanned combat aerial vehicle (UCAV) Bayraktar TB2 and first unmanned fighter jet Bayraktar Kızılelma. Bayraktar is also the founding chairman of the Turkish Technology Team Foundation.
The Bayraktar Kızılelma is a single-engine, low-observable, carrier-capable, jet-powered unmanned combat aerial vehicle (UCAV), currently in development by Turkish defense company Baykar. The aircraft is being developed as part of Project MIUS. The initial Bayraktar Kızılelma (Kızılelma-A) is subsonic. Planned variants are intended to be supersonic, the latter having a twin-engined configuration. It is one of the two Turkish jet-powered stealth UCAV along with TAI Anka-3.

The Baykar Bayraktar TB3 is a Turkish medium-altitude long-endurance (MALE) unmanned combat aerial vehicle (UCAV) capable of short-range landing and take-off, produced by Baykar. According to the initial plans, the ship TCG Anadolu was expected to be equipped with Lockheed Martin F-35B Lightning II fighter jets but the vessel entered a modification process to allow it to be able to accommodate UAVs such as Bayraktar TB3 following the removal of Turkey from the F-35 procurement program.
"Bayraktar" is a Ukrainian patriotic military propaganda song released on 1 March 2022 during the Russian invasion of Ukraine. Dedicated to the Baykar Bayraktar TB2 combat drone due to its successful deployment against Russian troops, the song is written by Ukrainian soldier Taras Borovok, and mocks both the Russian Armed Forces and the invasion itself.
Özdemir Bayraktar was a Turkish engineer and entrepreneur. He founded the Turkish private defense company Baykar and was its Chairman of the Board of Directors until his death in 2021. Bayraktar also contributed heavily to Turkey's UCAV industry, as a lead designer of the Baykar Bayraktar TB2 and the architect of the Baykar Bayraktar Akıncı.
