Haryana Seeds Development Corporation is an Indian state government undertaking company, established in the year 1974. [1] [2] under the Companies Act, 1956 with the objective of organizing production and distribution of certified seeds to the farmers of the State at reasonable rates.
Haryana Seeds Development Corporation was established to provide quality seeds at affordable price in Haryana state for farmers. [3] HSDC has a Seed Testing Lab at Umri for testing seed samples to measure quality. Their products include an assortment of field crops and vegetables.[ citation needed ]
Haryana Seeds Development Corporation has six Seed processing plants at Umri, Hisar, Sirsa, Yamuna Nagar, Tohana and Pataudi in Haryana state. HSDC has one Marketing Office at Bhiwani, Haryana and 74 Sale Counters.The Corporation is maintaining a Seed Testing Lab at Umri for testing seed samples as an internal quality control measure. [4]
In year 2013, [5] Managing Director Khemka has demand of Central Bureau of Investigation inquiry on purchase nearly 10,000 tonnes of wheat seeds from private suppliers, which was started on 18 October 2013. [6]

Ashok Khemka is Haryana's second-most transferred bureaucrat after another retired IAS officer, Pradeep Kasni, who was transferred 71 times in 35 years.

Soil Health Card Scheme is a scheme launched by the Government of India on 19 February 2015. Under the scheme, the government plans to issue soil cards to farmers which will carry crop-wise recommendations of nutrients and fertilisers required for the individual farms to help farmers to improve productivity through judicious use of inputs. All soil samples are to be tested in various soil testing labs across the country. Thereafter the experts will analyse the strength and weaknesses of the soil and suggest measures to deal with it. The result and suggestion will be displayed in the cards. The government plans to issue the cards to 14 crore farmers.

Sonepat-Kharkhoda Industrial Model Township land case being investigated by the Central Bureau of Investigation (CBI) against Bhupinder Singh Hooda. This under-investigation scam pertains to acquisition of 700 acre land in 3 villages near Kharkhoda in Sonepat district for the Industrial Model Township.. Punjab and Haryana High Court in March 2013 and the Supreme Court of India in May 2016 had cancelled the government's decision to release land to the private builder. Two senior officials in then Chief Minister Hooda's office were indicted for allegedly favouring the developers. Subsequently, in 2018 the Government of Haryana referred the case to CBI to investigate the against Hooda and others.
Haryana Raxil drug purchase scam case is a case under investigation by the Central Vigilance Commission (CVC) and the Central Bureau of Investigation (CBI) against Bhupinder Singh Hooda for the illegal purchase of Raxil fungicide which resulted in INR80 crore loss to the government. This scam, initially exposed by Ashok Khemka, is also pending in the Punjab and Haryana High Court.
