The Hawaii College of Pharmacy (HICP) was an unaccredited Pharm.D. school in Hawaii owned and operated by Pacific Educational Services. [1] After an investigation by the State of Hawaii's department for consumer protection for not following its regulations on non-accredited schools, [2] it was shut down and its owners prohibited from running any business in Hawaii again. [2] It is alleged that the college did not follow requirements for disclosure on not being accredited.
A Hawaiian news report noted the school "falsely assured students it would obtain accreditation and wrongly took over six (m) million dollars in tuition from some 240 students." [3]
The Hawaii College of Pharmacy was created by David C. Monroe (aka. David Yacas) and Denise Criswell (aka Denise Nakajima).
Monroe and Criswell have been banned by the state of Hawaii from doing any business there until they pay $14 million in restitution and fines to the former 240 students. Around $1.2 million has been recovered so far. [ citation needed ]

Saybrook University is a private university in Pasadena, California. It was founded in 1971 by Eleanor Camp Criswell and others. It offers postgraduate education with a focus on humanistic psychology. It features low residency, master's and doctoral degrees and professional certification programs. The university is regionally accredited by the Senior Colleges and Universities Commission of the Western Association of Schools and Colleges (WASC). Monticello University was an unaccredited diploma mill incorporated in Hawaii, but based in Kansas, whose operator Leslie Edwin Snell was found guilty in 2000 of issuing invalid degrees, and which Kansas has accused of being fake. The Circuit Court of the First Circuit in the State of Hawaii ordered the university, amongst other orders, preventing it from claiming it was legally qualified to issue degrees, to declare that it utilises "erroneous or misleading advertising".
