Heather Haunani Giugni is an American filmmaker,politician,and a former representative in the Hawaii House of Representatives. She represented District 33,comprising the Honolulu neighborhoods of Aiea and Halawa. She was appointed to the legislature in February 2012,and left office in January 2013.
One of four sisters,Giugni comes from a family of Hawaii public servants. Her great-grandfather was appointed in 1897 to a judgeship in the Ewa District. [1] Her father,Henry Giugni,was a longtime confidant to U.S. Senator Daniel K. Inouye,eventually becoming sergeant-at-arms of the United States Senate. [2] His work with Inouye led to the family moving to Washington.
Heather Giugni attended Kamehameha Schools before attending the University of Maryland,where she graduated with a bachelor's degree in journalism. [3] She worked for KGMB news from 1982 to 1986,when she founded Juniroa Productions,her own film-making company. [4] She has produced and directed documentaries,including Under a Jarvis Moon (2010) alongside Noelle Kahanu. [3] [5] She has also created public service announcements,training videos,oral histories,Internet and interactive content. [3]
In 1972,Giugni served as a delegate to the Democratic National Convention in Miami,where she was the youngest delegate. [3]
In November 2011,the majority leader of the Hawaii House of Representatives,Blake Oshiro,announced that he would resign from the legislature to become Governor Neil Abercrombie's deputy chief of staff. [6] Per Hawaii law,Governor Abercrombie had to select Oshiro's successor as state representative from the 33rd district. His replacement,former state representative and majority leader Tom Okamura,had to resign just weeks later for health reasons. [7] Abercrombie appointed Giugni to the seat in February 2012. [8] She took office on February 21,2012.
She ran for the seat in 2012,where she faced a Democratic primary challenge from state representative Mark Takai,whose district got combined with Giugni's as a result of redistricting. In the Democratic primary election held on August 11,2012,Takai defeated Giugni.
Since Hawaii became a state in 1959,it has sent congressional delegations to the United States Senate and United States House of Representatives. Each state elects two senators to serve for six years. Members of the House of Representatives are elected to two-year terms,one from each of Hawaii's congressional districts. Before becoming a state,the Territory of Hawaii elected a non-voting delegate at-large to Congress from 1900 to 1958.

The Democratic Party nominated Neil Abercrombie,and the Republican Party nominated incumbent Lieutenant Governor Duke Aiona. In the election,Abercrombie won and was sworn in as the state's 7th Governor on December 6,2010. Aiona later unsuccessfully ran for Governor of Hawaii in 2014 and 2022.
The 2010 special election for the 1st congressional district of Hawaii was a special election to the United States House of Representatives that took place to fill the vacancy caused by Representative Neil Abercrombie's resignation on February 28,2010,to focus on his campaign for Governor of Hawaii in the 2010 gubernatorial election. Abercrombie planned not to run for re-election in 2010,and many of the candidates that were running for his open seat transferred to the special election. The election was held on May 22,2010,and Republican Charles Djou won,defeating five Democrats,four fellow Republicans,and four Independent candidates. The main reason for his win was because there were two Democratic candidates instead of one,which split the votes,allowing Djou to win,as Hawaii is an overwhelmingly Democratic state. This is to date the only time a Republican was elected to Congress from Hawaii since Pat Saiki in 1988;Djou volunteered on Saiki's 1988 campaign,and Saiki served as Djou's campaign chair in 2010.
Blake Oshiro is an American politician and lawyer. In December 2022,he was appointed by Governor of Hawaii Josh Green as his senior advisor. From 2011 to 2014,he served as deputy chief of staff to Hawaii Gov. Neil Abercrombie. Oshiro previously served as Majority Leader of the Hawaii House of Representatives,where he represented District 33,comprising the Honolulu neighborhoods of Aiea and Halawa. He spent ten years in the legislature. In 2011,Oshiro completed Harvard University's John F. Kennedy School of Government program for Senior Executives in State and Local Government as a David Bohnett Foundation LGBTQ Victory Institute Leadership Fellow.

Incumbent Democratic senator Daniel Akaka decided to retire instead of seeking a fourth full term. Democrat Mazie Hirono defeated Republican Linda Lingle in a rematch of Hawaii's 2002 gubernatorial election. This was the first open Senate seat in the state of Hawaii since 1976.
