The Helen Keller National Center for Deaf-Blind Youths and Adults (also known as the Helen Keller National Center or HKNC) is a foundation in the United States that provides services for individuals who, like Helen Keller, are both blind and deaf.
Authorized by an Act of Congress in 1967, the Center provides nationwide services for people who are deaf-blind according to the definition of deaf-blindness in the Helen Keller Act. [1] It operates a residential rehabilitation and training facility at its headquarters in Sands Point, New York, which opened in 1976, and a system of ten regional field offices, also supporting families and professional carers. In 2010 the Center served 72 adult training clients and specialized short term training for 26 clients; in addition the regional programs served 1,478 consumers, 441 families, and 881 organizations. The organization provides independent living skills training, referral, employment training, counseling, and transition assistance for individuals well as technical assistance and training for service providers. The Center is funded in part by the Rehabilitation Services Administration of the U.S. Department of Education. [5] [7] In 2001, federal government provided $8.5 million a year of the $11 million annual operating costs. [8] Congressional findings were that the Center "is a vital national resource for meeting the needs of individuals who are deaf-blind and no State currently has the facilities or personnel to meet such needs". [9]
There are about 70,000 deaf-blind people in the United States. [8] Most have Usher syndrome, a congenital disorder in which the individual is born deaf and there is loss of sight by adolescence. Federal law mandates that individual States take responsibility for education until the age of 16—after that the Center takes over. [10]
The Americans with Disabilities Act of 1990 or ADA is a civil rights law that prohibits discrimination based on disability. It affords similar protections against discrimination to Americans with disabilities as the Civil Rights Act of 1964, which made discrimination based on race, religion, sex, national origin, and other characteristics illegal, and later sexual orientation and gender identity. In addition, unlike the Civil Rights Act, the ADA also requires covered employers to provide reasonable accommodations to employees with disabilities, and imposes accessibility requirements on public accommodations.
Helen Adams Keller was an American author, disability rights advocate, political activist and lecturer. Born in West Tuscumbia, Alabama, she lost her sight and her hearing after a bout of illness when she was 19 months old. She then communicated primarily using home signs until the age of seven, when she met her first teacher and life-long companion Anne Sullivan. Sullivan taught Keller language, including reading and writing. After an education at both specialist and mainstream schools, Keller attended Radcliffe College of Harvard University and became the first deafblind person in the United States to earn a Bachelor of Arts degree.
Perkins School for the Blind, in Watertown, Massachusetts, was founded in 1829 and is the oldest school for the blind in the United States. It has also been known as the Perkins Institution for the Blind.

Deafblindness is the condition of little or no useful hearing and little or no useful sight. Different degrees of vision loss and auditory loss occur within each individual. Because of this inherent diversity, each deafblind individual's needs regarding lifestyle, communication, education, and work need to be addressed based on their degree of dual-modality deprivation, to improve their ability to live independently. In 1994, an estimated 35,000–40,000 United States residents were medically deafblind. Laura Bridgman was the first American deafblind person known to become well educated. Helen Keller was a well-known example of an educated deafblind individual. To further her lifelong mission to help the deafblind community to expand its horizons and gain opportunities, the Helen Keller National Center for Deaf-Blind Youths and Adults, with a residential training program in Sands Point, New York, was established in 1967 by an act of Congress.
The Rehabilitation Act of 1973 is a United States federal law, codified at 29 U.S.C. § 701 et seq. The principal sponsor of the bill was Rep. John Brademas (D-IN-3). The Rehabilitation Act of 1973 replaces preexisting laws to extend and revise the authorization of grants to States for vocational rehabilitation services, with special emphasis on services to those with the most severe disabilities, to expand special Federal responsibilities and research and training programs with respect to individuals with disabilities, to establish special responsibilities in the Secretary of Health, Education, and Welfare for coordination of all programs with respect to individuals with disabilities within the Department of Health, Education, and Welfare, and for other purposes. It created the Rehabilitation Services Administration.
Helen Keller Services for the Blind is an American organization that helps blind people as the Industrial Home for Blind Men in 1893; some of the clients also have other disabilities. It was founded in Brooklyn, New York, and also has offices in Hempstead and Huntington, Long Island. It also operates the Helen Keller National Center for Deaf-Blind Youths and Adults in Sands Point, New York.

The Alabama Institute for Deaf and Blind (AIDB) is the world’s most comprehensive education, rehabilitation and service program serving individuals of all ages who are deaf, blind, deafblind and multidisabled. It is operated by the U.S. state of Alabama in the city of Talladega. The current institution includes the Alabama School for the Deaf, the Alabama School for the Blind, and the Helen Keller School of Alabama, named for Alabamian Helen Keller, which serves children who are both deaf and blind. E. H. Gentry Facility provides vocational training for adult students, and the institution offers employment through its Alabama Industries for the Blind facilities in Talladega and Birmingham. AIDB has regional centers in Birmingham, Decatur, Dothan, Huntsville, Mobile, Montgomery, Opelika, Shoals, Talladega, and Tuscaloosa. AIDB currently serves over 36,000 residents from all 67 counties of the state.

It provides vocational rehabilitation services and advocacy from over 100 locations throughout California seeking employment, independence, and equality for individuals with disabilities. The facilities of the National Center on Deafness are located on the campus of California State University, Northridge, Los Angeles, California. An intervener is a person who regularly works one-to-one with an individual who is deaf-blind. Deafblindness is a low incidence disability that describes individuals with varying degrees of vision and hearing losses. The combined loss often compromises the ability to access information in the environment or to communicate effectively. Interveners, by contributing communication and information, provide a medium through which deaf-blind individuals can link to the people, things and events in the world. Interveners provide services in educational settings for students, as well as in early intervention and community settings. The improvement of the social and emotional well-being of individuals with disabilities, is the goal of interveners.
The Workforce Innovation and Opportunity Act (WIOA) is a United States public law that replaced the previous Workforce Investment Act of 1998 (WIA) as the primary federal workforce development legislation to bring about increased coordination among federal workforce development and related programs.
Anindya Bapin Bhattacharyya is an Indian American technology instructor for the deafblind. He coordinates the National Outreach Technology Development and Training Program at the Helen Keller National Center for DeafBlind Youths and Adults, traveling the country teaching deafblind people to use adaptive technology. Deaf from birth and blind at the age of nine, Bhattacharyya has been an advocate for deafblind individuals in the United States and beyond.
