Personal life

Rawal was born on 14 May 1966 in Jajarkot District. He has an LLM degree from Tribhuvan University. [4]

Decisions

Rawal is known for making a decision in the case of former television anchor Rabi Lamichhane, who was accused of provoking the suicide of journalist Shalikram Pudasaini. Other notable decisions are:

1. Sentenced the accused to 15 days imprisonment and a fine of Rs. 10,000 rupees and compensation of Rs. 15,000 for inhumane treatment relating to a witchcraft allegation. [5]

2. Sentenced two sex offenders to twelve years in jail and Rs 50,000 as a compensation to each for gang-raping a 14-year girl. [6]

3. Ruled that heated arguments with the police do not constitute an offense of indecent behavior and an arrest warrant should be issued before convicting an individual. The court emphasized that an arrest warrant had not been issued by a competent authority against the accused for the alleged incident, and it would be incorrect to convict him merely for reacting angrily without following due process. [7]

4. Sentenced two accused to life for murdering their sister-in-law. The case had been stalling in the District Court for past 8 years. [8]

5. Sentenced 1-month jail on the complainant along with the fine for filing false rape accusations against an innocent person. [9]

Nirmala Panta, a 13-year-old girl from Kanchanpur, Nepal, was found raped and murdered in a sugarcane field near her home on 27 July 2018, after she had gone missing the day before. The news of the incident went viral on social media and received widespread condemnation. In the subsequent days and months, various justice campaigns and mass protests were organised throughout the country to put pressure on the government and the police. The first investigation carried out by the local police and a team from the Crime Investigation Bureau (CIB) drew widespread criticism for its methods and conduct.

The Military Institute of Technology (MILIT) is a tri-services training institution of the Ministry of Defence of the Republic of India. Located at Pune, it trains selected officers of the three services of Indian Armed Forces and officers from friendly foreign countries for command and staff appointments. Witch hunts are still occurring in Nepal in the twenty-first century, and the persecution of marginalised individuals of the community, especially women, still persists. Witchcraft is believed to be the exercise of supernatural powers by witches. Although Nepal does not have a recorded history of systematic witch-hunts, belief in the supernatural, magic, and humans capable of exploiting both to do good or harm is pervasive. In many instances, witch-hunts are simply tribal scapegoating measures carried out to serve ulterior motives, such as getting revenge or winning property disputes.

The Shankar murder case is a very prominent case in the South Indian state of Tamil Nadu. Kousalya, an Engineering student from the dominant Thevar community married Sankar Velusamy, who studied in the same college. Shankar belonged to the Dalit community. The pair were married for 8 months when they both were attacked in broad daylight on 13 March 2016 near the Udumalaipet Town Bustand by a gang of three armed men. While Sankar died on the spot, Kousalya sustained injuries but survived. The sessions court sentenced six people including Chinnaswamy, the father of Kousalya to death. The court found it to be a case of honour killing by the father of Kousalya, who married a 'lower' caste man against his wishes. The Court also ordered a compensation of 11.95 lakhs to be equally split between Kousalya and Velusamy, Sankar's father.
