The Heritage Conservation and Recreation Service (HCRS) was an agency within the United States Department of the Interior which subsumed its functions from the National Park Service and Bureau of Outdoor Recreation. [1] It was created under the Carter administration by order of the Secretary of the Interior on January 25, 1978. [2] HCRS, a non-land managing agency, was responsible for assuring the identification, protection, and beneficial use of important cultural, natural, and recreational American resources. HCRS offered grant assistance, technical information and guidance to those in the public and private sectors involved in conservation or recreation projects. Under the Reagan administration the HCRS was abolished by Secretarial Order 3060 on February 19, 1981, and absorbed into the National Park Service. [2]
During its brief tenure, HCRS revolutionized the integration of natural resource based planning and cultural and historic preservation. HCRS was involved with a number of important achievements during its relatively short existence including:
HCRS also played a major role in advocating for passage of legislation to protect the biodiversity and other natural resources found on Barrier Islands which passed the U.S. Congress in 1982 as the Coastal Barrier Resources Act (P.L. 97-348). These and other actions of HCRS were detailed in the Third Outdoor Recreation Plan transmitted to the Congress of the United States by President Jimmy Carter on December 11, 1979.
The Secretary of the Interior was Cecil D. Andrus and the Assistant Secretary for Fish and Wildlife and Parks Robert L. Herbst. The senior management of HCRS during the period of 1977-1980 consisted of: Chris Therral Delaporte, director; Meg Maguire, deputy director; and Paul C. Pritchard, deputy director.
During this agency's existence, a number of important publications and research on historic preservation issues were completed. Within the HCRS was a "Policy on Disposition of Human Remains" that was a standard for federal agencies within the Department of the Interior interested in studying bones and handling human remains. [3]
The policy was an early attempt at relieving tensions between Native Americans and the U.S. government. The HCRS called for the reburial of all remains that were in deliberate burials whose direct relation to modern relatives could be proven. Before the reburial, however, the U.S. government was permitted to study and document the remains.
The United States Forest Service (USFS) is an agency of the U.S. Department of Agriculture that administers the nation's 154 national forests and 20 national grasslands. The Forest Service manages 193 million acres (780,000 km2) of land. Major divisions of the agency include the Chief's Office, National Forest System, State and Private Forestry, Business Operations, and Research and Development. The agency manages about 25% of federal lands and is the only major national land management agency not part of the U.S. Department of the Interior.
The National Wild and Scenic Rivers System was created by the Wild and Scenic Rivers Actof 1968, enacted by the U.S. Congress to preserve certain rivers with outstanding natural, cultural, and recreational values in a free-flowing condition for the enjoyment of present and future generations.
The Coastal Zone Management Act of 1972 is an Act of Congress passed in 1972 to encourage coastal states to develop and implement coastal zone management plans (CZMPs). This act was established as a United States National policy to preserve, protect, develop, and where possible, restore or enhance, the resources of the Nation's coastal zone for this and succeeding generations.
The National Trails System is a series of trails in the United States designated "to promote the preservation of, public access to, travel within, and enjoyment and appreciation of the open-air, outdoor areas and historic resources of the Nation". There are four types of trails: the national scenic trails, national historic trails, national recreation trails, and connecting or side trails. The national trails provide opportunities for hiking and historic education, as well as horseback riding, biking, camping, scenic driving, water sports, and other activities. The National Trails System consists of 11 national scenic trails, 21 national historic trails, over 1,300 national recreation trails, and seven connecting and side trails, as well as one national geologic trail, with a total length of more than 91,000 mi (150,000 km). The scenic and historic trails are in every state, and Virginia and Wyoming have the most running through them, with six.
A national recreation area (NRA) is a protected area in the United States established by an Act of Congress to preserve enhanced recreational opportunities in places with significant natural and scenic resources. There are 40 NRAs, which emphasize a variety of activities for visitors, including hiking, camping, boating, fishing, swimming, biking, horseback riding, and wildlife viewing, in areas that include multiple-use management for both conservation and limited utilization of natural resources. They have diverse features and contexts, being established around reservoirs, in urban areas, and within forests. Due to their size, diversity of activities, and proximity to population centers, NRAs are among the most visited units of the National Park System, with six among the thirty most visited sites.
Ontario Parks is a branch of the Ministry of the Environment, Conservation and Parks in Ontario, Canada, that protects significant natural and cultural resources in a system of parks and protected areas that is sustainable and provides opportunities for inspiration, enjoyment and education. The Ontario Parks system covers over 78,000 square kilometres (30,000 sq mi), which is about 10 per cent of the province's surface area or the equivalent of an area approximately equal to Nova Scotia. It falls under the responsibility and mandate of the province's Ministry of the Environment, Conservation and Parks. It was formerly under the mandate of the Ministry of Natural Resources and Forestry.
The National Wilderness Preservation System (NWPS) of the United States protects federally managed wilderness areas designated for preservation in their natural condition. Activity on formally designated wilderness areas is coordinated by the National Wilderness Preservation System. Wilderness areas are managed by four federal land management agencies: the National Park Service, the U.S. Forest Service, the U.S. Fish and Wildlife Service, and the Bureau of Land Management.
The Wisconsin Department of Natural Resources (WDNR) is a government agency of the U.S. state of Wisconsin charged with conserving and managing Wisconsin's natural resources. The Wisconsin Natural Resources Board has the authority to set policy for the WDNR. The WDNR is led by the Secretary, who is appointed by the Governor of Wisconsin. The WDNR develops regulations and guidance in accordance with laws passed by the Wisconsin Legislature. It administers wildlife, fish, forests, endangered resources, air, water, waste, and other issues related to natural resources. The central office of the WDNR is located in downtown Madison, near the state capitol.
The Michigan Department of Natural Resources (DNR) is the agency of the state of Michigan charged with maintaining natural resources such as state parks, state forests, and recreation areas. It is governed by a director appointed by the Governor and accepted by the Natural Resources Commission. Currently the Director is Daniel Eichinger. The DNR has about 1,400 permanent employees, and over 1,600 seasonal employees.
The history of the National Register of Historic Places began in 1966 when the United States government passed the National Historic Preservation Act (NHPA), which created the National Register of Historic Places (NRHP). Upon its inception, the U.S. National Park Service (NPS) became the lead agency for the Register. The Register has continued to grow through two reorganizations, one in the 1970s and one in 1980s and in 1978 the NRHP was completely transferred away from the National Park Service, it was again transmitted to the NPS in 1981.
The Historic Preservation Fund (HPF) provides financial support for historic preservation projects throughout the United States. The fund is administered by the National Park Service (NPS), pursuant to the National Historic Preservation Act of 1966 (NHPA). The fund provides state historic preservation agencies with matching funds to implement the act.
The United States House Natural Resources Subcommittee on Federal Lands is one of the five subcommittees within the House Natural Resources Committee. Until the 118th Congress, it was known as the Subcommittee on National Parks, Forests and Public Lands.
National Park Service rangers are among the uniformed employees charged with protecting and preserving areas set aside in the National Park System by the United States Congress and the President of the United States. While all employees of the agency contribute to the National Park Service mission of preserving unimpaired the natural and cultural resources set aside by the American people for future generations, the term "park ranger" is traditionally used to describe all National Park Service employees who wear the uniform. Broadly speaking, all National Park Service rangers promote stewardship of the resources in their care—either voluntary stewardship via resource interpretation, or compliance with statute or regulation through law enforcement. These comprise the two main disciplines of the ranger profession in the National Park Service.
The National Park Service underwent an intensive review of its responsibilities and prospects for the future during its 75th anniversary celebration in 1991. It culminated its efforts in October 1991 with a symposium in Vail, Colo. that including several hundred participants from both within and outside the NPS. The gathering, the Oct. 10, 1991 session of which was officially a public meeting advertised in the Federal Register of Sept. 19, 1991, resulted in six strategic objectives and the identification of a variety of issues and recommendations, which were published in a book titled National Parks for the 21st Century: The Vail Agenda. Although the meeting took place during the administration of Secretary of the Interior Manuel Lujan and NPS Director James Ridenour, with the book itself published under the leadership of Secretary Bruce Babbitt and Director Roger Kennedy, who wrote the foreword and preface, the Vail agenda and vision remains today as a directional tool for the NPS.
The Bureau of Outdoor Recreation (BOR) was an agency of the United States Department of the Interior with the mission of planning outdoor recreation opportunities for the Interior Department and assisting private, local, and state organizations with their recreation planning. BOR was founded by Secretarial Order in April 1962, and formally established with the passage of the National Outdoor Recreation Act in May 1963. The functions of Nationwide Planning and Cooperative Services were transferred from the National Park Service to BOR after its establishment. The Bureau was absorbed into a new agency, the Heritage Conservation and Recreation Service, in 1977.
Since 1872 the United States National Park System has grown from a single, public reservation called Yellowstone National Park to include 430 natural, historical, recreational, and cultural areas throughout the United States, its territories, and island possessions. These areas include National Parks, National Monuments, National Memorials, National Military Parks, National Historic Sites, National Parkways, National Recreation Areas, National Seashores, National Scenic Riverways, and National Scenic Trails.
Starting in 1876, and undergoing a series of name changes, the U.S. Forest Service grew to protect and use millions of acres of forest on public land. Gifford Pinchot, an early advocate of scientific forestry, along with President Theodore Roosevelt and conservation organizations, led the effort to manage forest for the public good.
The Consolidated Natural Resources Act of 2008 was an act passed in the 110th United States Congress and enacted on May 8, 2008.
The conservation and restoration of archaeological sites is the collaborative effort between archaeologists, conservators, and visitors to preserve an archaeological site, and if deemed appropriate, to restore it to its previous state. Considerations about aesthetic, historic, scientific, religious, symbolic, educational, economic, and ecological values all need to be assessed prior to deciding the methods of conservation or needs for restoration. The process of archaeology is essentially destructive, as excavation permanently changes the nature and context of the site and the associated information. Therefore, archaeologists and conservators have an ethical responsibility to care for and conserve the sites they put at risk.
